HomeMy WebLinkAboutOrdinance 18876-10-2009Ordinance No 18876-10-2009 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE MUNICIPAL AIRPORTS FUND IN THE AMOUNT OF $167 955 00 FROM AVAILABLE FUNDS FOR A HELIPORT FEASIBILITY AND SITING STUDY IN THE AREA OF DOWNTOWN FORT WORTH PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Municipal Airports Fund in the Amount of $167 955 00 from available funds, for a Heliport Feasibility and Siting Study in the area of downtown Fort Worth SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City Attorney ADOPTED AND EFFECTIVE. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Gas Lease Project Fund in the amount of $167 955 00 from available funds 3 Authorize the transfer of funds from the Airports Gas Lease Project Fund to the Municipal Airports Fund in the amount of $167 955 00 4 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airports Fund in the amount of $167 955 00 from available funds and 5 Authorize the City Manager to execute Contract Amendment No 1 to City Secretary Contract No 38473 with URS Corporation in the amount of $167 955 00 for a Heliport Feasibility and Site Study in the area of Downtown Fort Worth DISCUSSION In August 2008 the Aviation Department selected URS Corporation (URS) for the purpose of providing aviation planning services for the Fort Worth Airport System Work Order Nos 1 and 2 were approved and executed and this work is underway to conduct zone redevelopment planning at specific locations at Spinks and Meacham Airports The City has been in the process of determining a new location for a police heliport and there has been interest from others in a heliport in the downtown area Due to this interest, the Aviation Department is examining the feasibility of a public use heliport in the Downtown area The Aviation Department initiated discussions with URS and has negotiated a scope of work for a Heliport Feasibility and Site Study termed as Work Order No 3 for a cost of $167 955 00 The purpose of this study will be to first determine the feasibility of developing a heliport within the area of Downtown Fort Worth and second if it is found that a heliport should be established to determine the best possible location for the heliport. The contract will be paid in phases Logname SSFTW HELISTUDY W03 Page 1 of 2 The potential tenants of such a facility will be consulted and involved in the study process in order to ensure that the heliport would meet the needs of the community Potential uses may include public or private helicopter operators emergency services maintenance training and similar activities In addition to involving potential tenants the Aviation Advisory Board will also provide one to two members to participate in the. Technical Advisory Committee through this process URS Corporation is in compliance with the City's M/VVBE Ordinance by committing to 23 percent M/WBE participation The City's goal on this project is 20 percent.
