HomeMy WebLinkAboutOrdinance 18878-10-2009Ordinance No 18878-10-2009 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $391 000 00 UPON RECEIPT OF A ASSISTANCE TO FIREFIGHTERS GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR THE PURPOSE OF PURCHASING EQUIPMENT FOR THE FIRE DEPARTMENT PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF 7HE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $391 000 00 upon receipt of an Assistance to Firefighters Grant from the Federal Emergency Management Agency for the purpose of purchasing equipment for the Fire Department. SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shalt be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APP, OVED AS TO FORM AND LEGALITY ss s ant City Attorney ADOPTED AND EFFECTIVE. No. 18878-10-2009` _ A - ~ ~ ~_~~ -~ DATE Tuesday October 27 2009 LOG NAME 36AFG 2009 REFERENCE NO *G-16743 SUBJECT Authorize the Application for and Acceptance of a Grant, if Awarded from the Federal Emergency Management Agency Assistance to Firefighters Grant Program in the Amount Not to Exceed $312 800 00 Authorize Local Match in the Amount of $78,200 00 and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if offered a one year grant from the Federal Emergency Management Agency in an amount not to exceed $312 800 00 2 Authorize the transfer of $78 200 00 as required for the 20 percent match to the total amount of the grant ($391 000 00) from the General Fund/Non-Departmental to the Grants Fund and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $391 000 00 subject to the receipt of the funds DISCUSSION The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations Since 2001 AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear emergency vehicles training and other resources needed to protect the public and emergency personnel from fire and related hazards The Grant Programs Directorate of the Federal Emergency Management Agency administers the grants in cooperation with the U S Fire Administration The money from this grant will be used in the Operations and Safety Division to purchase 100 Self Contained Breathing Apparatus with Heads Up Displays to bring the Fire Department into compliance with the 2007 edition of National Fire Protection Association (NFPA) adopted by the Texas Commission on Fire Protection The Fire Department believes that by utilizing these Self Contained Breathing Apparatus and protecting fire fighters from toxic fumes the Fire Department will meet the city-wide objective of making Fort Worth the safest city in the nation Today's complex incidents demand that we provide our rescue technicians with as much high-performance equipment as possible to lessen the risk of injury and death FISCAL INFORMATION /CERTIFICATION The Financial Management Services Director certifies that upon approval of the above recommendations receipt of the grant and adoption of the attached appropriation ordinance funds will be available in the current operating budget, as appropriated of the Grants Fund FUND CENTERS Logname• 36AFG 2009 Page 1 of 2 TO Fund/Account/Centers GR76 472001 036446376000 GR76 488022 036446376000 GR76 5(VARIOUS) 036446376XXX CERTIFICATIONS FROM Fund/Account/Centers $78,200.00 GG01 538070 0905502 X312,800.00 $391,000.00 Submitted for City Manager's Office bv.
