HomeMy WebLinkAboutOrdinance 18879-10-2009Ordinance No 18879-10-2009 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500 000 00 UPON RECEIPT OF A 2009 CHILD SEXUAL PREDATOR PROGRAM GRANT FROM THE U S DEPARTMENT OF JUSTICE, COMMUNITY ORIENTED POLICING SERVICES (COPS) FOR THE PURPOSE OF ENHANCING THE POLICE DEPARTMENT'S FIGHT AGAINST CHILD SEXUAL PREDATORS AND EXPLOITATION OF CHILDREN• PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $500 000 00 upon receipt of a 2009 Child Sexual Predator Program Grant for the U S Department of Justice, Community Oriented Policing Services (COPS) for the purpose of enhancing the Police Department's fight against child sexual predators and exploitation of children SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.18809 and all other ord'+nances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations; in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to execute a contract with U S Department of Justice COPS in connection with the acceptance of the grant; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $500 000 00 subject to receipt of the grant. DISCUSSION The City of Fort Worth is requesting $500 000 00 in funding under the Fiscal Year 2009 COPS Child Sexual Predator Program Grant to enhance the Police Department's fight against sexual predators and the exploitation of children The Police Department has a Crimes Against Children Unit (CACU) that investigates various types of crimes against children and a Vice Unit which conducts proactive online solicitation investigations of predators pursuing minors using an undercover juvenile screen name on the Internet.
