THIS contract is made and entered into by and between the City of Fort Worth ("City"),
acting by and through Reid Rector, its duly authorized Assistant City Manager, and the
Greenway Neighborhood Development Corporation ("Contractor"), by and through Trudy F.
Darden, its duly authorized Board Chairperson. Contractor's business address is 1940 Portland,
Fort Worth, Texas 76101.
WHEREAS, the City and Contractor have entered into a contract identified as City
Secretary Contract 27292 ("Agreement") for a period beginning December 18, 2001 and ending
December 17, 2003; and
WHEREAS, Contractor desires to extend said Agreement for one year because it has not
completed all of its duties and obligations contained in the Agreement;
WHEREAS, the Agreement provides that it can be extended for one year upon the
agreement of the City; and
WHEREAS, City desires to extend the Agreement so that the Agreement can be fully
performed.
NOW THEREFORE, City and Contractor, acting herein by and through their duly
authorized representatives, for and in consideration of the covenants and agreements to be
performed, and other good and valuable consideration, the receipt and sufficiency of which are
hereby acknowledged, agree to extend the Agreement for one year.

SUBJECT ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOME
FUNDS FOR THE GREENWAY MODEL BLOCKS PROGRAM
RECOMMENDATION:
It is recommended that the City Council.-
1.
ouncil:1. Authorize the City Manager to reallocate $400,000 in FY2000 HOME funds, and $800,000 in Year
XXVI Community Development Block Grant (CDBG) funds for a total of $1,200,000 to the
Greenway Model Blocks (GMB) Program as follows:
a) Reallocate $400,000 in FY2000 HOME funds and $200,000 Year XXVI CDBG funds to the
GMB Home Improvement Program; and
b) Reallocate $60,000 in Year XXVI CDBG funds to the GMB Flood Insurance Program; and
c) Reallocate $120,000 in Year XXVI CDBG funds to the GMB Minor Home Repair Program; and
d) Reallocate $342,275 in Year XXVI CDBG funds to the GMB Street Reconstruction Program;
and
e) Reallocate $77,725 in Year XXVI CDBG funds to the GMB for park improvements and the
development of a softball field; and
2. Authorize the City Manager to execute a contract with the Greenway Neighborhood Development
Corporation upon attainment of their 501(c)(3) status to administer the neighborhood minor home
repair program; and
3. Authorize the City Manager to amend the contract, if necessary, to achieve project goals provided
that the amendment is compatible with the neighborhood revitalization strategy and in compliance
with applicable laws and regulations.
DISCUSSION:
The purpose of the Model Blocks Program is to organize and empower neighborhoods so that they may
effectively identify issues and work toward solutions, promote public-private partnerships in the
revitalization process, and offer integrated services to address the individual needs of their
neighborhoods. On May 23, 2000, the Greenway Neighborhood Association received the City's
eleventh Model Blocks Program award of $1.2 million. The Greenway Neighborhood Association has
recently formed the Greenway Neighborhood Development Corporation which is currently in the
process of applying for 501(c)(3) status with the Internal Revenue Service. The vision of the
Neighborhood Development Corporation is to reclaim, restore, rebuild, and revitalize the Greenway
community.

SUMMARY OF THE MODEL BLOCKS PLAN
Boundaries
The GMB area is bounded on the north by Delga Street, on the east by 1-35, on the west by the railroad
tracks east of Cold Springs Road, and on the south by Greenfield Avenue (see attached map).
Needs Assessment
According to the 1990 census, a large percentage of the residents of this area are low-to-moderate
income. About 47% of the population in the area live below the poverty level, which is almost three
times that of the City at-large, and 20% of the households receive public assistance compared with 6%
of the City overall.
The Greenway community has long suffered from many problems including dilapidated housing, vacant
properties, poor streets, lack of job opportunities, and other social ills. The neighborhood is also
presumed to be in a 100-year flood zone, thereby subjecting redevelopment to federal and local
scrutiny. Despite the problems facing the Greenway neighborhood, it has numerous strengths that hold
the community together and continue to improve the quality of life of its residents. These strengths
include the development of the Greenway Neighborhood Development Corporation, strong community
support, a passion for revitaiization, concerned citizens, and availability of community resources such
as churches and parks. Moreover, the Greenway community's proximity to major employment centers such
as downtown and the thriving commercial development in the Stockyards and North Main corridor
provides an enormous opportunity for strengthening the local economy.
Neighborhood Revitalization Strategy
The revitalization strategy identifies issues in three distinct areas: housing, public facilities, and social
services. There are numerous goals detailed under each of these areas in the GMB plan. In developing
the strategies, the Greenway Neighborhood Association worked with area stakeholders such as schools,
community groups, non-profit organizations, businesses and financial institutions, and other public/private
organizations.
The following are the major strategies for utilizing the $1.2 million Model Blocks Program funds. In
parenthesis are the objectives of the program within a two-year time frame.
• Build neighborhood capacity through the attainment of 501(c)(3) status to implement neighborhood
improvement projects; and
• Rehabilitate owner-occupied homes (20 homes); and
• Provide flood insurance for the rehabilitated homes (20 homes); and
• Provide minor home repair services to residents (30 homes); and
• Reconstruct streets (Portland, Delga and Maple Streets); and
• Improve Delga Park; and
• Develop a softball field off Delga Park.

Also included in the Model Blocks Program plan are other activities equally important to the
neighborhood. ' However, the Greenway Neighborhood Association will have to raise funds from other
sources and work with other organizations to implement these strategies. These activities include:
• Homeownership development; and
• A neighborhood center with adequate services for youths and senior citizens; and
• Job training; and
• Job development; and
• Other park improvements.
