Kayser, City Secretary Jay Chapa, Housing and Economic Development Director Cynthia Garcia, Assistant Director, Housing &Economic Development Department Other City Staff in Attendance: Tom Higgins, City Manager LeAnn Guzman, Sr. Assistant City Attorney 1.Call to Order- Joel Burns, Chair With a quorum of the committee members present, Chairman Joel Burns called the meeting of the Fort Worth Housing and Economic Development Committee to order at 1:13 pm, on Tuesday, June 3, 2014, in the Pre-Council Chamber of the Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth, Texas 76102. 2.Approval of Minutes from the Meeting Held on May 6, 2014 - Joel Burns, Chair Motion was made by Committee Member Price and second by Committee Member Scarth to approve the minutes of the May 6, 2014, Fort Worth Housing and Economic Development Committee meeting. Motion passed 6-0 (Allen Gray, Shingleton and Zimmerman absent) Chairman Joel Burns adjourned the regular meeting of the Fort Worth Housing and Economic Development Committee and convened into Executive Session at 1:14 pm. 3.Executive Session - The Housing and Economic Development Committee will conduct a closed meeting to: A.Seek the advice of its attorneys concerning the following items that are exempt from CITY OF FORT WORTH,TEXAS HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE JUNE 3, 2014 Page 2 of 3 public disclosure under Article X, Section 9 of the Texas State Bar Rules, as authorized by section 551.071 of the Texas Government Code: 1) Legal issues related to any current agenda items; and 2) Legal issues related to City Secretary Contract No. 42665, Tax Abatement Agreement with Lancaster Properties, LLC; and B.Discuss the purchase, sale, lease or value of real property, as authorized by Section 551.072 of the Texas Government Code. Deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party; and C.Discuss or deliberate negotiations relating to any economic development negotiations, as authorized by Section 551.087 of the Texas Government Code. Chairman Joel Burns adjourned the Executive Session at 1:38 pm, on Tuesday, June 3, 2014. Chairman Joel Burns reconvened the regular session of the Housing and Economic Development Committee at 1:38 pm, on Tuesday, June 3, 2014. 4.Written Reports - Jay Chapa, Director, Housing and Economic Development Department • Memo on Camp Bowie Public Improvement District Mid-Year Budget Revisions There were no questions on the Written Reports. 5.Audit Report on Economic Development Incentive Program - Robert Sturns, Economic Development Manager,Housing and Economic Development Department Mr. Robert Stums, Economic Development Manager, Housing and Economic Development presented the annual audit report on the Economic Development Incentive Program. Mr. Stums presented the Committee with the audit findings for 2013. 10 Tax Abatement Agreements, 25 Economic Development Agreements and 8 Project Completion Reports were reviewed. Employment, Fort Worth business participation and MWBE business participation was higher than outlined in the agreements. Both the Tax Abatement agreements and the Economic Development Program agreements brought more tax revenue into the City than projected. No action was required on this item. 6.Presentation on the Proposed 2014-2015 Action Plan for Federal Entitlement Grants Funds - Cynthia Garcia, Assistant Director, Housing and Economic Development Department This item will be presented next week. CITY OF FORT WORTH, TEXAS HOUSING AND ECONOMIC DEVELOPMENT COMMITTEE JUNE 3,2014 Page 3 of 3 7.Presentation and Discussion on Minority Business Enterprise (MBE) Contracting Efforts - Robert Sturns, Fort Worth Metropolitan Black Chamber, Fort Worth Hispanic Chamber, Regional Hispanic Contractors Association, MWBE Advisory Committee Mr. Robert Sturns, Economic Development Manager, Housing and Economic Development Department presented a report on the Minority Business Enterprise (MBE) Contracting Efforts. He reviewed the subcontractor disparity findings under the current ordinance. He noted the changes in the definition of the market area and firms that will be counted towards the MWBE goal. He also noted the addition of Small Business Enterprise goals. He reviewed the MBE performance Snapshot through the second quarter of 2014. The numbers will be reviewed at the end of the year to see if there are nay areas of the ordinance that need to be tweaked. The committee heard reports from the Following: The MWBE Advisory Committee The Fort Worth Metropolitan Black Chamber The Fort Worth Hispanic Chamber The Regional Hispanic Contractors Association 8.Requests for Future Agenda Items - Joel Burns, Chair There were none. 9.Date of Next Regular Meeting: August 5, 2014 - Joel Burns, Chair 10. Adjourn —Joel Burns, Chairman With no further presentations or discussions, Chairman Burns adjourned the regular meeting of the Housing and Economic Development Committee at 2:56 pm, on Tuesday, June 3, 2014.
