AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE FUTURE IMPROVEMENTS PROJECT OF THE
SPECIAL ASSESSMENTS FUND IN THE AMOUNT OF $95 318.00 FROM
PRIOR DEVELOPER CONTRIBUTIONS FOR THE PURPOSE OF
TRANSFERRING SAID FUNDS TO THE NEW DEVELOPMENT FUND
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-
2009 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Future Improvements Project of the Special Assessments Fund in the amount
of $95 318 00 from prior developer contributions for the purpose of transferring said funds to the
New Development fund
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

SUBJECT
Authorize an Engineering Services Agreement in the Amount of $95 318 00 with Teague Nall and Perkins,
Inc. for the Preparation of Engineering Design Plans for Improvements to Alta Vista Road from Beach
Street to Eddleman Drive and Adopt Appropriation Ordinances
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Future Improvements Project of the Special Assessments Fund in the amount of $95 318 00 from prior
developer contributions
2. Authorize the transfer of $95 318 00 from the Special Assessments Fund to the New Development
Fund
3 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
New Development Fund in the amount of $95 318 00 from developer contributions, and
4 Authorize the City Manager to execute an Engineering Services Agreement in the amount of
$95 318 00 with Teague Nall and Perkins Inc for the preparation of engineering design plans for
improvements to Alta Vista Road from Beach to Eddleman Drive
DISCUSSION
In 2007 the Keller Independent School District (KISD) entered into a Community Facilities Agreement
(CFA) with the City of Fort Worth to construct a 24 foot wide section of Alta Vista Road adjacent to the
school's property KISD acquired the services of Teague Nall and Perkins Inc. to prepare the engineering
design plans for this project. Although Teague Nall and Perkins Inc completed design the project was
delayed due to the need for a nearby project known as the Beach Gap to be completed before Alta Vista
Road could be closed for reconstruction It was also necessary for this reconstruction project to take place
during the summer months in order to minimize impacts to school operations Since that time the 'Beach
Gap project has been completed and the City of Fort Worth has identified additional funds necessary to
construct the remaining 12 feet of Alta Vista Road along with a more continuous section between Beach
Street and Eddleman Drive Although the project will be funded by KISD Hillwood and the City of Fort
Worth the City of Fort Worth will be managing the design and construction project. To ensure continuity
and that this project is completed in a timely manner staff has selected Teague Nall and Perkins Inc to
prepare the engineering design plans specifications and estimates for the entire section The initial costs
for the design services will be covered by previously collected Community Facilities Agreement Future
Improvement Funds.
Teague Nall and Perkins Inc. is in compliance with the City's M/WBE Ordinance by committing to 15

percent participation The City's goal on this project is 15 percent.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances funds will be available in the current capital
budget, as appropriated of the New Development Fund
