TERMINATING THE MORATORIUM ON THE
ACCEPTANCE OF APPLICATIONS FOR ONE-FAMILY `
RESIDENTIAL BUILDING PERMITS IN ONE-FAMILY
RESIDENTIAL ZONING DISTRICTS IN THE PROPOSED '
TCU RESIDENTIAL OVERLAY DISTRICT BOUNDARY

WHEREAS, on October 7, 2014, the City's Zoning Commission voted to continue ZC-14-137, j
the text and map amendment for the TCU Residential Overlay District, to allow City staff and
stakeholders to meet to discuss options for the allowed number of unrelated persons living together in
single-family homes in the overlay and the grandfathering of existing rental properties; and '

WHEREAS, on October 21, 2105, the City Council approved Resolution No. 4370-10-2014 and i
adopted Ordinance No. 21509-10-2014 establishing a moratorium on the acceptance of applications for
one-family residential building permits in the proposed TCU Residential Overlay District boundary until
December 31, 2014; and j

WHEREAS, a TCU mediation committee comprised of neighborhood leaders, TCU
administrators, investors and student government, led by Fernando Costa, Assistant City Manager, made
recommendations to the Zoning Commission regarding regulations for the proposed overlay which
would reduce the number of allowed unrelated persons living together from five to three and provide for
grandfathering of existing rental properties; and
WHEREAS, on November 12, 2014, the Zoning Commission voted to recommend that the City
lower from five to three the number of unrelated adults who can live in a house in TCU-area
neighborhoods zoned for single-family dwellings and also agreed to recommend exempting property
owners who are already renting to more than three people from the new rule; and i
WHEREAS, Section 4 of Ordinance No. 21509-10-2014 allows the City Council to terminate f
the ordinance prior to December 31, 2014; and
WHEREAS, the City Council desires to terminate the moratorium at 12:01 a.m. on the day after j
the effective date of the zoning ordinance establishing the TCU Residential Overlay District.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
That the moratorium on the acceptance of applications for one-family residential building
permits in one-family residential zoning districts in the TCU Residential Overlay District boundary be
terminated at 12:01 a.m. on the day after the effective date of the zoning ordinance establishing the TCU
Residential Overlay District
