AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AIRPORTS GAS LEASE PROJECT FUND IN THE
AMOUNT OF $828,990 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
EXECUTING A PROFESSIONAL DESIGN SERVICES AGREEMENT WITH
FREESE AND NICHOLS INC FOR IMPROVEMENTS AROUND FORT WORTH
SPINKS AIRPORT PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-
2009 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in Airports Gas Lease Project Fund in the amount of $828,990 00 from available
funds, for the purpose of executing a Professional Design Services Agreement with Freese and
Nichols Inc. for improvements around Fort Worth Spinks Airport.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
ADOPTED AND EFFECTIVE. April 14, 2009
This ordinance shall take effect upon adoption

Authorize an Agreement with Freese and Nichols Inc. in the Amount of $828 990 00 for Professional
Design Services for the Extension of Stone Road Alsbury Boulevard Improvements and Water and Sewer
Improvements around Spinks Airport and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Authorize the use of revenue derived from gas well drilling on City owned airports in the amount of
$592 550 00 for the design of Stone Road improvement and extension Alsbury Boulevard improvements,
Abner Lee Drive and McCall Street improvements Water Sewer and Box Culvert Improvements as well
as survey services related to the construction of a Fire Station at Spinks Airport
2 Authorize the transfer of funds from the Critical Projects Improvements Fund to the Airport Gas Lease
Project Fund in the amount of $236 440 00
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Gas Lease Project Fund in the amount of $828 990 00 from available funds, and
4 Authorize an Agreement with Freese and Nichols, Inc. in the amount of $828 990 00 for Professional
Design Services for the Extension of Stone Road Alsbury Boulevard Improvements and Water and
Sewer improvements around Spinks Airport.
DISCUSSION
The Aviation Department wishes to enter into a Professional Design Services Agreement with Freese and
Nichols Inc. to include the following scope
Design Services for the extension of Stone Road from the south Fort Worth City Limits to Farm
Market Road 1187 for an overall distance of approximately 9 400 linear feet. Stone Road is to be
designed as a major arterial a four lane divided concrete section
Design Services for Alsbury Boulevard from Interstate Highway 35 to Stone Road for a distance of
1 090 linear feet and for the realignment and connection of the existing Stone Road to the new
proposed Stone Road alignment for a distance of 620 linear feet.
Design Services for the realignment of Abner Lee Drive and the extension of McCall Street to the
City limits including survey services for the additional Abner Lee Drive and McCall Street roadways
Survey services for the fire station proposed on the southeast corner of the intersection of Stone
Road and Farm Market Road 1187

Design Services for a new 12 inch water main for a total length of 6 800 linear feet, the design of an
eight inch sanitary sewer main extension for 2 400 linear feet, and the design of a six feet by ten
feet culvert extension for 650 linear feet with new headwalls and concrete riprap
The conceptual layout of this project is attached as Exhibit '2"
Freese and Nichols Inc. will provide preliminary and final engineering services that will include a
schematic design and final plans and specifications for construction The project will include surveying
services subsurface utility engineering a geotechnical investigation environmental services
archeological investigation hydrology and hydraulic analysis of the creek crossings coordination with
TxDOT and development of construction cost estimates. Additional required roadway right-of-way will be
identified along with individual parcel exhibits and legal descriptions All design plans shall be prepared by
or under the direct supervision of a Texas licensed professional engineer who is a regular full-time
employee of a firm registered in Texas.
Freese and Nichols Inc. has been selected by the City of Burleson for Professional Design Services for
improvements to Stone Road from Renfro Street to the Burleson City Limits The Aviation Department in
cooperation with the Transportation and Public Works Department selected Freese and Nichols, Inc due
to their unique knowledge of this project.
Funding for the design will come from revenue derived from gas well drilling on City airports and funds
previously transferred to the Critical Capital Projects fund for the design The funding for construction of
these improvements will come from a combination of funds including revenue derived from gas well drilling
on City airports
MWBE Freese & Nichols Inc. is in compliance with the City's MWBE Ordinance by committing to 21
percent MWBE participation The City's goal on this project is,21 percent.
This project is located in COUNCIL DISTRICT 8
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services .Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance funds will be available in the current capital budget
as appropriated of the Airport Gas Lease Project Fund
