The purpose of this report is to provide an overview and timeline concerning the recruitment of
the City of Fort Worth's next Police Chief.
It is anticipated that the process will generally involve the steps described below.
Selection of a Recruitment Firm
Since the process will be conducted on a national scale, a professional consulting firm will be
employed that specializes in and has demonstrated experience managing the recruitment of
Police Chiefs for municipalities. These proposals are currently being reviewed with the City
Manager's Office.
Position Profile
The firm selected will meet not only with executive management but other key stakeholders
including staff and community leaders and the Mayor and City Council to understand the
expectations of candidates such as experience, education and training, preferred management
style and personal traits. It is anticipated that a considerable amount of time will be spent at the
beginning of the process to understand the unique challenges of the job and the general
environment within which the position functions.
Identification of Qualified Candidates
It is expected that the selected firm will already know and/or have on file candidates who meet the
City's specifications. Additionally, the consultant will prepare and place advertisements in
professional publications and reach out to specific individuals to ensure that the best-qualified
candidates are identified and invited to apply for the position.
Evaluation of Prospective Candidates
All candidates will provide substantial information about their accomplishments and their
management style and philosophy which will be verified. All individuals selected for consideration
will be top prospects who clearly meet the City's specifications for the position. Proper "fit" will be
emphasized as important as technical ability. Candidates will be personally interviewed in his or
her present work environment in order to better assess their management style. In-depth
background checks on those individuals who continue to demonstrate their overall suitability for
the position, including detailed and extensive reference checks. In conducting these, the
consultant will speak directly to individuals who are now or have been in positions to evaluate the
candidate's job performance. It is expected that each candidate to provide a number of
references. In this way, each candidate will be thoroughly evaluated and will provide the basis for
which top candidates are identified.
Credit and criminal history checks, verification of educational background and driving record
examinations will be conducted, along with psychological or other testing of candidates.

Interviewing of Finalists
Stakeholders will have broad access to top candidates to ensure a transparent process and input
to the decision making of executive management. This may include interviewing panels,
receptions, briefings or other suitable mechanisms.
Timeframe
It is expected that the recruitment and selection process will take between ninety and one-
hundred and twenty days to complete with the installation of a new Police Chief before April 2015.
