WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an extension in time required to complete the Contract; NOW THEREFOR, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1. Attachment B, Schedule of the Contract is amended to change the period of the contract from 10 months to 18 months. Engineer shall not be entitled to any additional compensation for this time extension. 2. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Kalmbach Director, Contracts -2- City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER ILOG NAME PAGE 1/14/03 **C-19415 1 20MASTER 1 of 3 SUBJECT ENGINEERING SERVICES AGREEMENT WITH SOUTHWEST RESEARCH INSTITUTE FOR THE DEVELOPMENT OF A CITY-WIDE MASTER PLAN FOR TRAFFIC MANAGEMENT AND COMMUNICATION DEVICES RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute an engineering services agreement with the Southwest Research Institute for the development of a .Communications Master Plan for the Traffic Management System for a fee not to exceed $377,000. DISCUSSION: On January 9, 2001 (M&C C-18423, City Secretary Contract No. 26626), the City Council approved a Congestion Mitigation and Air Quality (CMAQ) Improvement Agreement in the amount of $400,000 with the Texas Department of Transportation (TxDOT) for a grant program that was funded 80% by TxDOT ($320,000) and 20% ($80,000) from the $45M Certificates of Obligation program issued by the City. This project will be funded as part of this grant program. This project is_for the development of a master plan to set forth a strategy for ,design- and implementation of an improved city-wide Intelligent Transportation System (ITS) traffic communication network. This project will determine methods to improve existing communication systems and establish improved new systems for the Traffic Management Center (TMC) communication connections to on- street ITS devices (traffic signals, traffic cameras, and other devices). Representatives of the Information Technology Solutions Department and the Transportation and Public Works Department (T/PW) worked together during development of the concept, consultant interviews and selection process. One goal of the TMC is to manage and improve the flow of traffic on the City's roadways. From the TMC, the operation and timing of networked traffic signals can be adjusted in real-time in response to roadway incidents. Adjustments can also be made for on-going signal timing improvements on coordinated arterial streets. Five new downtown traffic cameras were installed in the summer of 2002, and along with 30 of TxDOT's freeway cameras, TMC operators are able to view traffic flow at over 100 signalized intersections and area roadways. Therefore, incidents and congestion can be identified, corrective actions evaluated, and adjustments made in a timely manner. Of the City's 635 traffic signals, 400 (63%) are connected to the centralized computer system in the TMC. Currently, communication to traffic signals uses primarily two methods: City-owned telephone type cable in the downtown area, and coaxial cable from Charter Communications (Charter) cable TV system for the rest of the City. The downtown connections are very reliable. The coaxial connections integrated with the Charter system have historically provided a poor communication rate, many times being ineffective for traffic management. T/PW plans to connect all City traffic signals to the TMC central traffic signal computer and to deploy traffic cameras at critical intersections city-wide. Currently, the TMC provides traffic video images to the City's cable TV channel for morning broadcasts and also to the Emergency Operations Center and the City's new Backup 911 Center for major roadway incident monitoring. Therefore, it is vital to improve and/or develop new and reliable communication methods to meet the goal of effective incident management and traffic operations. Basic concepts of the proposed Communication Master Plan include: • Develop a master plan to identify the best communication options and equipment available; and • Establish design standards for all future ITS device installation projects; and • The system should be owned and operated by the City to minimize recurring operating costs; and • The design should utilize existing City-owned infrastructure where possible to improve the effectiveness of capital investment. Collaboration with other City departments will maximize shared resources; and • Look for collaborative opportunities with other departments or agencies to share communication resources. The results of this project will ultimately improve the ability of the TMC to effectively manage traffic signal operations, detect and respond to equipment failures, and perform activities to identify and -respond to incidents on roadways. The plan will further goals to reduce traffic congestion, reduce the motor vehicle emissions that contribute to current poor air quality, and reduce motor fuel consumption. After reviewing the qualifications of several firms, the Southwest Research Institute was selected by City staff as the best qualified to prepare the Communication Master Plan for a fee not to exceed $377,000. In addition, $23,000 will be reserved for staff labor and project expenses, bringing the total project cost to $400,000. Staff considers this fee to be fair and reasonable for the scope of services to be performed. The total project is anticipated to take ten months. This project meets the City Council's strategic goals of providing a safe city, revitalization of the Central City, promoting orderly growth, improving customer service, and promoting a diversified economic base. M/WBE - Southwest Research Institute is in compliance with the City's M/WBE Ordinance by committing to 10% M/WBE participation. The City's goal on this project is 10%.
