AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $122,305 00 AND IN
THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $21 700 00 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF AUTHORIZING AN ENGINEERING
AGREEMENT WITH KIMLEY-HORN AND ASSOCIATES INC FOR WATER AND
SANITARY SEWER RELOCATIONS FOR LONGHORN ROAD PART 2; PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009 there
shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the
amount of $122,305 00 and in the Sewer Capital Projects Fund in the amount of $21 700 00 from available
funds, for the purpose of authorizing an Engineering Agreement with Kimley-Horn and Associates, Inc. for
additional water and sanitary sewer relocations for Longhorn Road Part 2.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

for Water and Sanitary Sewer Relocations for Longhorn Road from Old Decatur Road to US Business
Highway 287 Part 2 and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $144 005 00 from the Water and Sewer Operating Fund to the Water Capital
Projects Fund in the amount of $122 305 00 and the Sewer Capital Projects Fund in the amount of
$21 700 00
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Water Capital
Projects Fund in the amount of $122 305 00 and in the Sewer Capital Projects Fund in the amount of
$21 700 00 and
3 Authorize the City Manager to execute an Engineering Agreement with Kimley-Horn and Associates
Inc. in the amount of $113 105 00 for Water and Sanitary Sewer Relocations for Longhorn Road from Old
Decatur Road to US Business Highway 287 Part 2
DISCUSSION
The 2006 Tarrant County Bond Program includes the reconstruction of Longhorn Road from Old Decatur
Road to US Business Highway 287 in the City of Saginaw On July 27 1989 (M&C G-8101) the City of
Saginaw and City of Fort Worth entered into a Wholesale Agreement that requires the City of Fort Worth
at its own cost to adjust utilities in conflict with proposed street and storm drain improvements The street
reconstruction project will widen Longhorn Road to a four lane arterial as well as include storm drain
improvements
The City of Saginaw has an existing agreement with Kimley-Horn and Associates Inc. to design the
proposed street and storm drain reconstruction The City of Saginaw intends to commence with the
roadway improvements this summer To expedite the necessary water and sewer relocations staff
recommends that Kimley-Horn and Associates Inc. be selected to design these relocations to avoid any
delays to the street reconstruction project. The design includes approximately 1 530 linear feet and 850
linear feet water and sanitary sewer to avoid conflict with proposed street and storm drain and will improve
water and sewer service to the City of Fort Worth customers located on the south side of Longhorn Road
Part 1 of this Engineering Agreement with Kimley-Horn and Associates Inc. (City Secretary No 37952) in
the amount of $22 500 00 was administratively approved on November 18 2008 This Mayor and Council
Communication authorizes Part 2 and appropriates all required funding for Part 1 and Part 2

In addition to the contract amount, $6 100 00 (Water $4 000 00 Sewer $2 100 00) is needed for project
management and easement negotiation
Kimley-Horn and Associates Inc. is in compliance with the City's MNVBE Ordinance by committing to 8
percent M/WBE participation The City's goal on this project is 8 percent.
This project is located in COUNCIL DISTRICT 7 Mapsco 47C 47D and 48A.
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance funds will be available in the current
capital budget, as appropriated of the Water Capital Projects Fund and Sewer Capital Projects Fund
