AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$95,043.84, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING
ENHANCED OPERATIONS AT THE CHISHOLM TRAIL COMMUNITY CENTER,
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of$95,043.84, from available funds, for the purpose of funding enhanced
operations at the Chisholm Trail Community Center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ordinances (COUNCIL DISTRICT 6)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund for Fiscal Year 2014 in the amount of$95,043.84;
2. Authorize a transfer in the amount of$95,043.84 from the Special Trust Fund to the General Fund for
Fiscal Year 2014; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
General Fund for Fiscal Year 2014 in the amount of$95,043.84.
DISCUSSION:
Chisholm Trail Community Center opened to the public on March 1, 2014. The General Fund provides
funding for the Chisholm Trail Community Center for a base level operating budget similar to all other
community centers, which provide 45 hours per week operation. However, the Chisholm Trail Community
Center has longer operating hours (95 hours per week) and additional amenities (a 3,000 square foot
fitness center) that were developed to address market demand and meet customers' expectations.
The business plan for the management and operations of the Chisholm Trail Community Center calls for
fitness center revenue from memberships and programs to be dedicated to the Chisholm Trail Community
Center to be used in paying for enhanced services costs (additional part-time employees and fitness
equipment procurement and maintenance) that directly support the fitness center and program.
From March 1, 2014 to September 30, 2014, revenues generated from the fitness center totaled
$95,043.84 ($12,192.35 from programs; $82,851.49 from memberships). These revenues were deposited
into the Special Trust Fund and the purpose of this Mayor and Council Communication is to appropriate
and transfer the revenues to the General Fund to offset the costs of the enhanced services during the
second half of Fiscal Year 2014.
Chisholm Trail Community Center is located in COUNCIL DISTRICT 6 and serves the entire City.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the Fiscal Year operating
budget, as appropriated, of the Special Trust Fund and of the General Fund.
