HomeMy WebLinkAboutResolution 4386-12-2014 1 A Resolution NO. 4386-12-2014 i i DISSOLVING THE GOLF ADVISORY COMMITTEE r WHEREAS, on May 1, 2001, the City Council created the nine (9) member Golf Advisory Committee (the "Committee"), which included a one (1) year sunset provision, to serve in an advisory capacity to the Parks and Community Services Advisory Board, the City Manager, and City Council (M&C G-13222); and WHEREAS, the Committee's roles and responsibilities include the following: (1) policy recommendations concerning citizen needs and requests to improve the services of the golf program; (2) studies and recommendations concerning plans for development of facilities and services for the golf program; (3) reviewing and commenting on proposed annual operating budgets and capital improvement program requests for the golf program; and (4) reviewing and commenting on proposed fee adjustments for the golf program; and WHEREAS, on September 17, 2002, the City Council authorized the continuation of the Committee for an additional year (M&C G-13739); and WHEREAS, on July 15, 2003, the City Council authorized the continuation of the Committee (M&C G-14026); and WHEREAS, the Committee continued to operate in an advisory capacity to the Parks and Community Services Advisory Board, the City Manager, and City Council between July 2003 and October 2014; and WHEREAS, some of the Committee's major accomplishments during its tenure ! include the following recommendations: (1) restructuring of the financial operating policy of the golf program from an enterprise fund to a special revenue fund to help subsidize the golf program; (2) using gas-well revenues to retire debt service related to ' capital improvements to Pecan Valley and Meadowbrook Golf Course; and (3) using gas- well revenue to address capital improvements and capital purchases to benefit all of the City's golf courses; and I WHEREAS, on October 8, 2014, the Committee unanimously recommended dissolution of the Committee, citing its many accomplishments and its confidence that the golf program can continue to operate effectively and efficiently in a manner consistent with other programs and services operated by the Parks and Community Services Department; and i i i i i ORTIM T 1 Resolution No.4386-12-2014 j WHEREAS, the Parks and Community Services Advisory Board currently serves III as the primary citizen's advisory board whose members are appointed by the City Council to provide policy recommendations and information to the City Manager and the I City Council about citizen needs and requests that will improve the services of the parks j department, including policies related to park facilities, services, development, and recreational activities and programs; and WHEREAS, on October 22, 2014, the Parks and Community Services Advisory Board unanimously endorsed the Committee's recommendation to dissolve the Committee, recognizing that the Committee's roles and responsibilities will be subsumed within Parks and Community Services Advisory Board's own general responsibilities upon dissolution of the Committee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 6 CITY OF FORT WORTH, TEXAS: 1. That the Golf Advisory Committee be hereby dissolved. 2. That the Parks and Community Services Advisory Board henceforth assume the roles and responsibilities of the Committee and serve as the primary citizen's advisory board to the City Manager and City Council for the golf program in the City of Fort Worth pursuant its responsibilities and duties set forth in I Chapter 24, Article II, Section 24-42 through 24-44 of the Fort Worth City Code.
