HomeMy WebLinkAboutOrdinance 21563-12-2014 Ordinance No.2 1 563-1 2-20 1 4 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE STORMWATER UTILITY FUND IN THE AMOUNT OF $400,000.00, DECREASING THE AVAILABLE CASH BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING A PROFESSIONAL SERVICES AGREEMENT WITH HALFF ASSOCIATES, INC., FOR DRAINAGE DESIGN REVIEW SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Stormwater Utility Fund in the amount of$400,000.00, decreasing the available cash balance by the same amount, for the purpose of funding a professional services agreement with HaIff Associates, Inc., for drainage design review services. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplemental appropriation ordinance increasing the estimated appropriations in the Stormwater Utility Fund in the amount of $400,000.00 decreasing the available cash balance by the same amount; and 2. Authorize the execution of a Professional Services Agreement with Halff Associates, Inc., for an amount not to exceed $400,000.00 for drainage design review services. DISCUSSION: The Professional Services Agreement recommended by this Mayor and Council Communication is for Drainage Design Review Services associated with private development projects. Halff Associates, Inc., will augment staff to reduce the review time of the drainage design component of private development projects. In 2011, the Transportation and Public Works Department, Stormwater Management Division published a Request for Qualifications (RFQ) for various technical services associated with drainage engineering, including services to review private development projects for compliance with the City's drainage design standards. Halff Associates, Inc., was selected as one of the most qualified engineering consultants for this service. Halff Associates, Inc., proposes to perform this work on an on-call, time and materials basis for a fee not to exceed $400,000.00. This contract is expected to provide 300 —400 reviews over a 12-18 month period, depending on the level of development activity. M/WBE Office: Halff Associates, Inc., is in compliance with the City's BDE Ordinance by committing to 15 percent SBE participation. The City's goal on this project is 15 percent.
