WHEREAS, the City of Fort Worth (City) and Turner Collie & Braden,
Inc., (Engineer) made and entered into City Secretary Contract No. 31144
(the Contract) which was authorized by M&C C-20450 on the 21st of
December, 2004;
WHEREAS, Turner Collie & Braden, Inc. has merged into AECOM USA
Group, Inc.;
WHEREAS, the Contract involves engineering services for the following
project:
Morningside Neighborhood Drainage Improvements
Project No. 00088
WHEREAS, it has become necessary to execute Amendment No. 4 to
said Contract to change the Engineer from Turner Collie & Braden, Inc. to
AECOM USA Group, Inc. and include an increased scope of work and revised
maximum fee.
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following agreement
which amends the Contract:
1.
All references to Turner Collie & Braden, Inc. shall be replaced with
AECOM USA Group, Inc. and Engineer shall be and mean AECOM USA Group,
Inc.
2.
Article I of the Contract is amended to include the revised scope in
engineering services specified in a proposal letter dated May 29, 2009, a
copy of which is attached hereto and incorporated herein. The cost to City
for the additional services to be performed by Engineer total $10,011.00.

Article II of the Contract is amended to provide for an increase in the
maximum fee to be paid to Engineer for all work and services performed
under the Contract, as amended, so that the total fee paid by the City for all
work and services shall not exceed the sum of $133,369.00.
4.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Subject: Morningside Neighborhood Drainage Improvements Amendment Request No.4

Dear Mr. Argomaniz:
As requested in the February 5, 2009 meeting, AECOM provided Amendment No. 4, which was
necessary to amend the contract to include modifications of the previous signed/sealed construction
plans to include a 7'X6' box in lieu of a 48-in pipe at the outfall of the Baker Street system. The
Amendment Number 4 upsized the downstream Baker Street system to a 100-year Qplpe capacity, so
that any future upstream modifications of the Baker Street system can connect directly into the 7'X6' box,
without reconstructing the downstream box or headwall. The modifications to the plans that were
included In the previously provided Supplemental Amendment#4 are shown below:

1. Revise the proposed headwall to facilitate 2-72" pipes and the 7'X6' box.
2. Upsize inlets at the Baker/Mississippi intersection.
3. Provide P&P sheets (2) to show the upsizing of an existing 42" pipe to a 7'X6' box and the
upsizing of an existing 24" lateral to a 36" lateral. Sheets will include limits of pavement
replacement.
4. Revise the riprap shown around the redesigned headwall.
5. Provide quantities so that the contractor can provide an estimate on the change order.
The cost to do this additional work was $4,290. A breakdown of this fee is provided as Attachment 1 in
Item A. AECOM prepared the Amendment Number 4 and submitted it to the City of Fort Worth on
February 9, 2009.
After the amendment was submitted,AECOM submitted plans to revise the outfall as described above.
The City reviewed the plans and then asked AECOM to revise the plans to include gabions at the outfall
and to realign the channel so that It will direct flow to a future detention pond. Both the gabions and the
realignment of the channel were additional Items not included in the previously submitted Amendment
Number 4, Item A. Since Amendment Number 4 has not been finalized, the City asked that AECOM
resubmit Amendment Number 4 to include the design tasks for the gabions and the realignment of the
channel. The modifications are shown in Item B.

The modifications necessary to complete the work are shown below:
1. Add gabion mattress downstream of outfall.
2. Modify detail sheet to Include gabion details, and redesign riprap.
3. Modify alignment of channel.
4. Revise quantities for change order.
5. Provide QA/QC.
The additional costs to include the changes are estimated at$5,720. A breakdown of this fee is provided
as Attachment 1 In Item B.
SUMMARY
The total cost of Supplemental Amendment Number 4 Is$10,011. A detailed breakdown of all the tasks is
provided in Attachment 1.

HEARING:
SUBJECT: Authorize Execution of Engineering Agreement with Turner Collie & Braden, Inc, for
Morningside Neighborhood Drainage Improvements
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an engineering
agreement with Turner Collie & Braden, Inc. in the amount of $108,538 for the Morningside
Neighborhood Drainage Improvements Project.
DISCUSSION:
The 2004 Capital Improvement Program (CIP) includes funds for the Morningside Neighborhood
Drainage Improvements Project.
The scope of the project consists of the preparation of plans and specifications to install a storm drain
system on New York Avenue from Judd Street to Cantey Street; on Cantey Street from New York
Avenue to Mississippi Avenue; and on Mississippi Avenue from Cantey Street to Baker Street.
Turner Collie & Braden, Inc. proposes to perform the necessary design work for a lump sum fee of
$108,538. City staff considers this fee to be fair and reasonable for the scope of services proposed.
In addition to the contract amount, $21,120 is required for project management by the Engineering
Department.
Turner Collie & Braden, Inc. is in compliance with the City's M/WBE Ordinance by committing to 19%
M/WBE participation. The City's goal on the project is 19%.
This project is located in COUNCIL DISTRICT 8, Mapsco 77U and V.
