HomeMy WebLinkAboutContract 31045-A3 CITY SECRETARY CONTRACT NO.3 - L'1L'ENIM..-TE 1 No. 3 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Carter & Burgess, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 31045, (the CONTRACT) which was authorized by M&C C-20374 on the 2nd day of November, 2004 in the amount of $ $96, 122 . 56; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $216, 466 . 00 which was authorized by M&C # C-23601 on June 16, 2009, Amendment Number 2 in the amount of $102, 851 . 00 which was authorized by M&C # C-24870 on April 19, 2011; and WHEREAS, the CONTRACT involves engineering services for the following project : Trinity Boulevard Culvert Improvements at Valley View Branch, Project No. 00100; and WHEREAS, it has become necessary to execute Amendment No . 3 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT : 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated October 3, 2011, a copy of which is attached hereto and incorporated herein . The cost to City for the additional design services to be performed by Engineer totals $49, 925. 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $465,364. 56. 3 . Project Manager ATTACHMENT "A" October 3, 2011 Final Modified 1/18/2012 Scope for Engineering Design Related Services for Storm Water Improvements Projects The scope set forth herein defines the work to be performed by the ENGINEER in completing the project. Both the CITY and ENGINEER have attempted to clearly define the work to be performed and address the needs of the Project. Under this scope, "ENGINEER" is expanded to include any sub-consultant, including surveyor, employed or contracted by the ENGINEER. Task 1. Design Management Task 2. Conceptual Design Task 3. Preliminary Design Task 4. Final Design Task 6. Construction Phase Services Task 7. ROW/Easement Services Task 8. Survey Task 9. Additional Design Services TASK 1. DESIGN MANAGEMENT. 1.2 Communications and Reporting • Conduct informal review meetings with the CITY at the 60% plan review stage. • Invoice and prepare MWBE reports 1.2.8 Scope for Addl. Hydraulic Evaluation • Gathered GIS data and readily available as builts to review actual City stormwater assets in the proposed project area • Site visit to locate culvert shown in as builts, not apparent on the ground • Preliminary drainage area maps to evalute Qs were developed • Evaluated adequacy of proposed ditch to carry water from the west side of Norwood • Evaluated need for inlets at the Norwood intersection • Reviewed potential utility conflicts and conflicts with proposed development and potential alternatives • Evaluated work limits with respect to TAD property boundaries • Determined additional survey and SUE needs to request proposal from subconsultant • Produced three feasible design alternative concepts • Developed and QC'ed scope and fee for developing preliminary alternatives, presenting recommendation to the City and proceeding with design to marry into existing 60% plan set ASSUMPTIONS • Assume no 30% review meeting and one 60% informal review meeting. City of Fort Worth,Texas Attachment A PMO Release Date:08/27/2010 Page 1 of 22 • Changing site conditions, excluding the plan sheets produced by Hamilton Duffy, P.C. signed June 17, 2011, are not the responsibility of the ENGINEER and are excluded from this scope of services. • All adjacent planned developments shall conform to design produced by this contract. No review will take place to verify conformity. Any such review requested by the city will be handled as an additional service, billed as hourly. Any change required due to such request will be seen as a change in scope and require an amendment to the contract. DELIVERABLES n/a TASK 2. CONCEPTUAL DESIGN (30 PERCENT). The Conceptual Design for water/sewer shall be submitted to CITY per the approved Project Schedule. ENGINEER will develop the conceptual design of the infrastructure as follows. 2.4. The Conceptual Design Package shall include the following: • Determine best alignment option for both the water and sanitary sewer relocations based on plan research, survey data, and proposed road and drainage improvements. • Site plan layout sheet • Overall Project Water and Sewer Layout Sheet— The water and sewer layout sheet shall identify the proposed water and sewer main improvements and existing water and sewer mains in the vicinity and water and sewer appurtenances along with pressure plane boundaries, valve and manhole locations, and fire hydrants as needed for the purposes of constructing the relocation of the 16" water line and 8" sanitary sewer line and a portion of the 33" sanitary sewer crossing Trinity Blvd. • Plan and Profile Sheets— Conceptual plan and profile sheets will be prepared for the 16" water and 8" sanitary sewer relocations and a portion of the 33" sanitary sewer crossing Trinity Blvd., showing only the proposed alignment and profile including proposed surface and utility conflicts. Plans will be drawn to 1"=40' scale. It is assumed that the total linear footage of water and sewer replacement will not exceed 3,000 feet (1,500 feet for water and 1,500 feet for sewer). • Proposed phasing of water and sanitary sewer, documented in both the project schedule and narrative form. • Documentation of key design decisions (Project Decision Log). • Estimates of probable construction cost. ASSUMPTIONS • Three copies of the conceptual design package will be delivered. Drawings will be half size (11" x 17"). City of Fort Worth,Texas Attachment A PMO Release Date:08/27/2010 Page 2 of 6 • No 30% review meeting will be held at the City. • PDF files created from design CAD drawings will be uploaded to the designated project folder in Buzzsaw. DELIVERABLES A. 30% Plan Sheets. TASK 3. PRELIMINARY DESIGN (60 PERCENT). Preliminary plans shall be submitted to CITY per the approved Project Schedule. ENGINEER will develop the preliminary design of the infrastructure as follows. 3.1. Development of Preliminary Design Drawings shall include the following: • Cover Sheet • Overall project easement layout sheet(s). The ENGINEER will prepare standard and special detail sheets that are not already included in the City's standard details. These may include connection details between various parts of the project, tunneling details, boring and jacking details, waterline relocations, details unique to the construction of the project, trenchless details, and special service lateral reconnections. For this amendment, it is assumed that one sheet of standard details and one sheet of special details will be required. The outfall of the proposed storm drain system is included in the estimate for the special details. • Prepare separate drawings for water and/or sanitary sewer mains including a overall water and/or sanitary sewer layout sheet and plan and profile drawings. • Overall project water and/or sanitary sewer layout sheets. The water layout sheet shall identify the proposed water main improvement/ existing water mains in the vicinity and all water appurtenances along with pressure plane boundaries, water tanks, pump stations, valves, and fire hydrants. The sewer layout sheet shall identify the proposed sewer main improvement/existing sewer mains and all sewer appurtenances in the vicinity. • Plan and profile sheets which show the following: proposed water and sewer plan/profile and recommended pipe size, fire hydrants, water service lines and meter boxes, gate valves, isolation valves, existing meter numbers and sizes that are to be replaced, existing sample locations, existing fire line locations, existing utilities and utility easements, and all pertinent information needed to construct the project. Legal description (Lot Nos., Block Nos., and Addition Names) along with property ownership shall be provided on the plan view. Plans will be drawn to 1"=40' scale and we assume that the total linear footage of water and sewer replacement will not exceed 3,000 feet (1,500 ft for water and 1,500 ft for sewer). • The ENGINEER shall make provisions for reconnecting all identifiable water service lines which connect directly to any main being replaced, including replacement of existing service lines within City right-of-way or utility easement. When the existing alignment of a water and sanitary sewer main or lateral is City of Fort Worth,Texas Attachment A PMO Release Date:08/27/2010 Page 3 of 6 changed, provisions will be made in the final plans and/or specifications by the ENGINEER to relocate all service lines which are connected to the existing main and connect said service lines to the relocated main. • Sanitary Sewer Service Reconnection Sheet—The ENGINEER will prepare sanitary sewer service reconnection plan sheet for existing services affected by the sewer line relocation • Details Sheet—The ENGINEER will prepare standard and special detail sheets for water line and sewer line installation or replacement that are not already included in the D-section of the CITY's specifications. These may included connection details between various parts of the project, tunneling details, boring and jacking details, waterline relocations, details unique to the construction of the project, trenchless details, and special service lateral reconnections • The following shall be applicable at all locations where it is necessary to relocate or reroute the existing private sanitary sewer service line due to the abandonment or realignment of the existing public sanitary sewer lateral or main: The CITY shall furnish the ENGINEER with a sample format of how the sewer service line reroute/relocation should be designed and submitted for construction. Additional survey is not included in this scope. If the service flow line information has not been obtained during previously completed design survey, the ENGINEER shall delay the design of the sewer service line until after a Quality Level A Subsurface Utility Engineering (SUE investigation has been performed). The Level A SUE will be performed; (1) by the CITY prior to bidding if the CITY determines that it is needed for satisfactory completion of the design; or (2) by the Contractor after the project has been bid, by means of a bid item to that effect. In all options, the ENGINEER shall propose appropriate de-hole locations in the project and collect flow line elevation and other applicable information of the sewer service line. The ENGINEER shall use this information to provide the design for the sanitary sewer service line to be rerouted or relocated. ASSUMPTIONS • Three (3) half size drawings and one (1) full size will be delivered for Preliminary Design and can be reviewed informally outside the City's normally scheduled review meetings. • PDF files created from design CAD drawings will be uploaded to the designated project folder in Buzzsaw. • ENGINEER shall not proceed with Final Design activities without written approval by the CITY of the Preliminary Design plans. • The only utility relocations included in this scope are the 16" water line running parallel to the north side of Trinity Blvd., the 8" sanitary sewer line running parallel to the north side of Trinity Blvd., and a portion of the 33" sanitary sewer crossing Trinity Blvd. DELIVERABLES City of Fort Worth,Texas Attachment A PMO Release Date:08/27/2010 Page 4 of 6 A. Separate cover sheet for water and sewer improvements specifically for submittal to the Vault. B. Water and Sewer General Notes will be the latest approved general notes from City's Buzzsaw website. C. For the purposes of this set of plans, utilize the 9700 Trinity Boulevard Improvements, Norwood to Bell Spur Project Control Sheet to provide control for water and sewer improvements. No new control will be set for the water line and sewer line relocation plans. D. The water and sewer layout sheet shall identify the proposed water main improvements and existing water mains in the vicinity and all water appurtenances along with pressure plane boundaries, valves locations, and fire hydrants as needed for the purposes of constructing the relocation of the 16" water line. E. Develop a list of specifications F. Preliminary Design drawings G. Documentation of key design decisions (Project Decision Log) H. Estimates of probable construction cost with a 20% contingency. TASK 4. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS (100 PERCENT). Upon approval of Preliminary plans, ENGINEER will prepare construction plans as follows: • Final draft construction plans and specifications shall be submitted to CITY per the approved Project Schedule. • The ENGINEER shall submit a final design estimate of probable construction cost with the final design plans submitted. This estimate shall use ONLY standard CITY bid items. • Following a formal 90% construction plan review meeting with the CITY for the entire set of Trinity Boulevard plans, the ENGINEER shall submit Final Plans (100%) to the CITY per the approved Project Schedule. Each plan sheet shall be stamped, dated, and signed by the ENGINEER registered in State of Texas. ASSUMPTIONS Final design plans will be submitted and included in the 90% Trinity Boulevard plan set. A separate 90% submittal for this additional scope will not be made. DELIVERABLES A. 90% construction plans and specifications will be included in Trinity Boulevard plan set not as separate plan sets. Documentation of key design decisions (Project Decision Log). D. Detailed estimates of construction cost for the authorized construction project, including summaries of bid items and quantities using the CITY's standard bid items and format. TASK 6. CONSTRUCTION PHASE SERVICES. ENGINEER will support the construction phase of the project as follows. 6.1 Construction Support will include three submittal reviews for water and sewer. TASK 7. ROW/EASEMENT SERVICES • The current ownership of all adjacent properties to the project area will be researched, verified and/or revised and copies of subdivision plats and deeds reflecting any changes will be obtained one time only. • Locate and tie additional property corners or right-of-way monuments one time only. • Prepare parcel maps and legal descriptions for right-of-way acquisitions to CoFW standards. ROW documents will be on a per document basis with the fee being $1,500 per document. For this proposal an estimated two (2) documents will be prepared in addition to the two (2) documents scoped in the previous contract. After right-of-way documents have been approved, new ROW monumentation will be set. • Prepare four (4) permanent drainage easements to CoFW standards. The easements will be on a per document basis with the fee for each document being $800.00. • Prepare two (2) temporary construction easements to CoFW standards in addition to the two (2) documents in the previous contract. The easements will be on a per document basis with the fee for each document being $600.00. ASSUMPTIONS It is assumed that the water and sewer line construction and permanent location of the water and sewer line will fall within the easements already proposed within the 60% Trinity Blvd. Drainage Improvements Plans submitted Sept. 9, 2011. Additional required easements or ROW documents as a result of the water/sewer relocations will be considered additional services. TASK 8. SURVEY Miscellaneous survey services of up to $3,000 are scoped and will be completed as directed by the City. TASK 9. ADDITIONAL DESIGN SERVICES Miscellaneous design services of up to $5,000 are scoped and will be completed as directed by the City.
