HomeMy WebLinkAboutOrdinance 18401-12-2008Ordinance No 18401 12 2008 AN ORDINANCE INCREASING APPROPRIATIONS IN THE CITY MANAGER'S OFFICE OF THE GENERAL FUND IN THE AMOUNT OF $70,204 00 AND DECREASING APPROPRIATIONS IN THE PLANNING AND DEVELOPMENT DEPARTMENT OF THE GENERAL FUND BY THE SAME AMOUNT FOR THE PURPOSE OF TRANSFERRING ONE HUMAN SERVICES COORDINATOR POSITION AND ASSOCIATED COSTS TO THE PROGRAM MANAGEMENT OFFICE DIVISION OF THE CITY MANAGER'S OFFICE TO SERVE AS THE HOMELESSNESS COORDINATOR, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2008- 2009 in the Budget of the City Manager there shall also be increasing appropriations in the City Manager's Office of the General Fund in the amount of $70,204 00 and decreasing appropriations in the Planning and Development Department of the General Fund by the same amount, for the purpose of transferring one human services coordinator position and associated costs to the Program Management Office Division of the City Manager's Office to serve as the Homelessness Coordinator SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROV FORM AND LEGALITY Assistant Cit Attorney ADOPTED AND EFFECTIVE December 16.2008 City of Fort Worth, Texas Mayor and Council Communication SUBJECT Adopt Ordinance Increasing Appropriations in the City Manager's Office by $70,204 00 and Decreasing Appropriations in the Planning and Development Department by the Same Amount to Move the Homelessness Coordinator to the City Manager's Office Program Management Office RECOMMENDATION It is recommended that the City Council adopt the attached appropriation ordinance increasing appropriations in the City Manager's Office Program Management Office by $70,204 00 and decreasing appropriations in the Planning and Development Department by the same amount to move the position of Human Services Coordinator serving as the Homelessness Coordinator and associated costs from Planning and Development to the City Manager's Office Program Management Office DISCUSSION On October 4 2005 the City Council approved M&C G-14946 creating the Mayor's Advisory Commission on Homelessness in order to obtain input and recommendations to address the growth of homelessness in the City As a result of Commission deliberations the City Council adopted aten-year homelessness plan called Directions Home on June 17 2008 Resolution No 3628 Two positions were created in the Housing Department as a result of the Directions Home plan an Administrative Assistant and a Human Services Coordinator serving as Homelessness Coordinator Both of these positions were then moved to the Planning and Development Department. During Fiscal Year 2008-2009 deliberations on Citywide organizational structure it was suggested that the Homelessness Coordinator position be moved from the Planning and Development Department to the City Manager's Office Program Management Office (PMO). Moving this position to the suggested location would increase the visibility of the Homelessness Coordinator position and of the Directions Home initiative in general Additionally the move would provide the Homelessness Coordinator additional support from the PMO for the implementation of the overall Directions Home plan Implementing the Directions Home plan will be amulti-agency and multi-disciplinary effort involving focused attention and collaboration between various City departments and outside agencies. Placing the Homelessness Coordinator in the City Manager's Office under the umbrella of the PMO will help to facilitate cooperation and communication between City Departments and with the outside agencies that will need to be involved in this effort.
