HomeMy WebLinkAboutOrdinance 18408-12-2008Ordinance No 18408-12 2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $2,000 00 FROM MARIANNE LEAL STATE FARM INSURANCE AGENT FOR THE PURPOSE OF PROVIDING CHILDREN'S BOOKS FOR FAMILIES IN THE EARLY CHILDHOOD MATTERS PROGRAM PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2008- 2009 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $2,000 00 from Marianne Leal State Farm Insurance Agent for the purpose of providing children s books for families in the Early Childhood Matters program SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO F f2M AND LEGALITY Assistant City Attorney ADOPTED AND EFFECTIVE December 16, 2008 City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 12/16/2008 Ord No 18408-12 2008 DATE Tuesday December 16 2008 LOG NAME 07ECM-STATE v REFERENCE NO G-16398 SUBJECT Receive Donations for the Early Childhood Matters Program from Marianne Leal State Farm Insurance Agent and KERA Public Television and Radio of North Texas and Adopt Appropriation Ordinance _ _~... .. :.~..x.. RECOMMENDATION It is recommended that the City Council 1 Authorize the receipt of approximately 600 children's books from KERA Public Television and Radio of North Texas for use in the curriculum of the Early Childhood Matters program 2 Authorize the receipt of a cash donation of $2 000 00 from Marianne Leal State Farm Insurance Agent for children's books for families in the Early Childhood Matters program and 3 Adopt the attached appropriation ordinance to increase receipts and appropriations in the Special Trust Fund by $2 000 00 DISCUSSION On October 12 2004 the City Council approved the adoption of an Early Childhood Matters Community Action Plan Resolution No 3131 As part of the implementation of the plan the Community Relations Department operates four Early Childhood Resource Centers located at North Tri-Ethnic, Southside Worth Heights and MLK Community Centers These neighborhood-based programs serve as local hubs of activity for parents grandparents and others who are raising children from birth to five years of age Sessions are offered at Sycamore Community Center as a satellite program The goal of the program is to have children enter kindergarten with the language literacy social-emotional and motor skills needed to succeed in school The Early Childhood Resource Centers focus on improving the knowledge and skills of adults and conduct weekly sessions on topics such as early brain development, child development, age appropriate activities to do in the home pre-literacy skills, emotional development and motor skills Children's books are distributed weekly to families as part of the programming and to encourage parents to read to their children every day Two community partners have signed on to support this effort. As part of its 'Read with Me program KERA has provided 600 children's books, which are used in multiple sessions at each location each semester Marianne Leal State Farm Insurance Agent has donated $2 000 00 to purchase an estimated 670 children s books for participating parents and their children Books are provided in English and Spanish Since the program began in 2006 more than 1 035 parents and other adults who care for more than 2 846 children have attended classes or other activities to improve their skills With a recent grant from the United States Department of Health and Human Services the City has increased the number of resource centers to Logname: 07ECM-STATE Page 1 of 2 four centers Through advisory Neighborhood Leadership Councils each resource center engages a variety of partners including local businesses schools congregations community centers libraries and nonprofit / partners to support families with young children FISCAL INFORMATION/CERTIFICATION The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds will be available in the current operating budget, as appropriated of the Special Trust Fund TO Fund/Account/Centers FROM Fund/Account/Centers FE72 488100 007507001000 2 000.00 FE72 539120 007507001000 2 000.00 Submitted for City Manager's Office b~ Joe Paniagua (6191) Originating Department Head Vanessa Ruiz Boling (7534) Additional Information Contact: Kathy Livingston (6129) Logname: 07ECM-STATE Page 2 of 2
