AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1 500 000 00
SUBJECT TO RECEIPT OF A GRANT FROM THE DEPARTMENT OF
HOMELAND SECURITY THROUGH THE FEDERAL EMERGENCY
MANAGEMENT AGENCY AND FROM THE STATE OF TEXAS FOR THE
PURPOSE OF PROVIDING DISASTER RELIEF ASSISTANCE TO VICTIMS OF
HURRICANE IKE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-
2009 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $1 500 000 00 subject to receipt of a grant from
the Department of Homeland Security through the Federal Emergency Management Agency and
from the State of Texas for the purpose of providing disaster relief assistance to victims of
Hurricane Ike.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded grant in the amount of $1 500 000 00 to
provide disaster relief assistance to the victims of Hurricane Ike seeking refuge in the City of Fort Worth
2. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount
of $1 500 000 00 for interim financing of this grant. project pending contract execution
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund up to $1 500 000 00 subject to receipt of the funds and
4 Ratify expenditures and contracts related to the City's response to Hurricane Ike in an amount not to
exceed $1 500 000 00
DISCUSSION
On September 8 2008 Governor Perry issued a disaster declaration for Texas and asked for Federal
Emergency Assistance for Hurricane Ike On September 10 2008 the Mayor Pro Tem signed a Declaration
of Local Disaster for the City of Fort Worth in order to assist evacuees Prior to landfall Louisiana and
Texas residents in the expected path of Hurricane Ike were ordered to leave Hurricane Ike hit Louisiana
and Texas September 13 2008 and the Federal Government declared the resulting devastation a national
disaster The States of Texas and Louisiana requested that the City provide a variety of emergency
resources to assist the evacuees On September 16 2008 the City Council approved a Resolution for
Continuation of Local Disaster for the City of Fort Worth
The Department of Homeland Security through the Federal Emergency Management Agency (FEMA), will
make funding available for disaster response and relief to Hurricane Ike evacuees seeking refuge in
neighboring states and cities Additionally the state of Texas makes funds available and manages
distribution of state and federal funds The City provided assistance to these evacuees and is eligible to
receive reimbursement for eligible costs and expenses related to assisting them including but not limited to
costs and expenses for temporary shelter security medical support, food water and other logistical needs
FISCAL INFORMATION/CERTIFICATION
The Financial Management Services Director certifies upon award and receipt of the grant, approval of the
above recommendations and adoption of the attached appropriation ordinance funds will be available in

the Fiscal Year 2008-2009 operating budget, as appropriated of the Grants Fund The General Fund has
sufficient cash to make the loan to the Grants Fund and there is no impact to the General Fund's
unreserved undesignated fund balance provided the loan is repaid within one year
