The purpose of this Change Order is to: (highlight the key reasons for this Change Order)
To provide the City of Ft.Worth, Texas, discounts off subscriber list pricing at the time of
purchase. The discounts will be at 16.5%and will include an additional $150.00 per unit rebate.
This Change Order also waves the current 1.5%fees required under HGAC pricing.
Subscriber Parts and Accessories will be offered at 25%discount (at time of purchase) under this
order also.These pricing break discounts are valid only through the end of December 31St,2007.

Contract with Motorola Communications Systems for Radio Communications Equipment for the
Western Communications Tower Site for the Information Technology Solutions Department
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a contract with Motorola
Communications Systems for radio communications equipment for the new Western Communications
Tower site for the Information Technology Solutions Department, at a cost not to exceed $2,560,375.
DISCUSSION:
The Information Technology Solutions Department is coordinating the effort to develop a Western
Communications Tower site. The new communications site is being developed at the Eagle Mountain
Water Treatment Plant. The purpose of the Eagle Mountain site is to support public safety delivery of
services for the Lake Country Estates area, the general western segment of Fort Worth to the Parker
County line and the City's Extraterritorial Jurisdiction in northwest Tarrant County. The City Council
approved an adjustment from the Crime Control and Prevention District Fund (M&C G-13558) March 19,
2002, and the sale of Certificates of Obligation in December of 2000, to fund the estimated $5,200,000 cost
to construct the communications tower and develop the site.
The Western Communications Tower site is an extension of the existing public safety trunked radio system
and Mobile Data System. Due to the proprietary operation and design of the Motorola SmartNet II
infrastructure, only Motorola Communications Systems can manufacture, deliver and install the
infrastructure components. The new Motorola equipment is compatible with the existing infrastructure. The
City Council approved the purchase of the SmartNet controller (M&C P-9702) on October 29, 2002, needed
for the Eagle Mountain site.
The Western Communications Tower site project with Motorola is split into two phases. The cost for Phase
1 is $1,405,079 and the cost for Phase 2 is $1,155,296. The total contract price for all equipment, software
and services provided under this contract is $2,560,375. Freight charges for all equipment, software and
any and all other products and supplies provided are included in the Contract Price. All material to be
shipped FOB Destination.
The Western Communications Tower site project payment milestones are as follows:
20% Contract signing
50% Delivery of Motorola fixed network equipment to the field and completion of detailed inventory list
10% Installation of equipment
20% Final system acceptance and resolution of all punch list items

Phase 1 of the project consists of installing and relocating all the equipment necessary at the existing 4
communication sites (Burnett Plaza, Bergh Tower, Rolling Hills and North Beach), in order to add the fifth
site (Eagle Mountain). Phase 1 also includes adding three Radio Frequency channels to the existing 800
MHz Motorola RD-LAP Mobile Data System. This will increase the Radio Frequency resources of the
system from 5 to 8 channels. Two channels will be implemented at Burnett Plaza and the third Radio
Frequency channel will be implemented at the Eagle Mountain site. This phase of the project is scheduled
to be completed in April 2005.
Phase 2 of the project consists of installing and relocating all the equipment necessary at the new Eagle
Mountain site. It is estimated that the Phase 2 portion of this Motorola contract will be completed in
October 2005, in conjunction with the completion of the other portions of the site development.
This project is located in Council District 7.
M/WBE -A waiver of the goal for M/WBE subcontracting was requested and approved by the M/WBE Office
because the purchase of goods and services is from sources where subcontracting or supplier opportunities
are negligible.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the
Fire Services Fund.
