Assistance Grant in the Amount of$56,788.00 from the State of Texas, Office of the Governor, Criminal
Justice Division, Authorize Execution of Related Agreement and Adopt Resolution and Appropriation
Ordinance (ALL COUNCIL DISTRICTS) +

RECOMMENDATION: I
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2015 State
Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the
amount totaling $56,788.00 to implement the Fort Worth Police Jail Booking Enhancement Project;

2. Authorize the execution of a contract with the State of Texas, Office of the Governor, Criminal Justice
Division for the Fiscal Year 2015 State Justice Assistance Grant;
3. Adopt the attached resolution for acceptance of grant funds in the amount of$56,788.00 and to make
assurances required by the State of Texas, Office of the Governor, Criminal Justice Division; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$56,788.00 upon receipt of the grant.

DISCUSSION:
Each year, the Criminal Justice Division (CJD) of the Texas Governor's Office funds projects throughout
the State under the State Justice Assistance Grant Program. The Police Department submitted an
application for the Fort Worth Police Jail Booking Enhancement Project in the amount of$56,788.00. This
project provides system improvements to the current mug shot scan system and the inmate identification
system. The Fort Worth Police Jail Booking Enhancement Project has two components; the mug shot and
livescan equipment and the jail bracelets for inmate booking. These components were combined into one I
project to ensure the streamlining of the jail booking process and to provide accurate, detailed criminal
history information in a more expedient manner to law enforcement agencies and personnel.
The grant requires that the City adopt a resolution to provide assurances that funds will be returned to the
CJD, in full, in the event of loss or misuse of CJD grant funds and designates the official authorized to i
accept, reject or alter the grant. i
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,

receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.

AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF$57,788.00 IN GRANT
FUNDS FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE
DIVISION FOR THE STATE JUSTICE ASSISTANCE GRANT AND THE MAKING OF
ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S j
OFFICE
WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding grant projects
throughout the state; and

WHEREAS the City Fort Worth(City), and through its Police Department, has written a ant

application for submission to the CJD for the following project: k
The Fort Worth Police Department is requesting to purchase improvements for the
current mug shot scan system and the inmate identification system, which include,
mug shot and livescan equipment and jail bracelets for inmate booking; and
WHEREAS, the City Council of the City of Fort Worth finds it in the best interest of the citizens of
Fort Worth that the State Justice Assistance Grant be operated for the Fiscal Year 2015 Grant Cycle; and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the City containing certain assurances.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH,TEXAS,THAT:
1. The City Council ratifies the submission the grant applications to the Office of the Governor,
Criminal Justice Division, for the State Justice Assistance Grant;
2. The City Council designates the City Manager, through the Assistant City Manager for Police, to
apply for, accept,reject,alter or terminate these grants on behalf of the City; and
3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned
to the CJD in full.
