HomeMy WebLinkAboutOrdinance 17352-01-2007Ordinance No. 17352-01-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE STREET IMPROVEMENTS FUND IN THE AMOUNT OF $300,000 FROM A SPECIAL ASSESSMENTS FUND TRANSFER FOR THE PURPOSE OF EXECUTING AN ENGINEERING SERVICES AGREEMENT WITH TEAGUE NALL AND PERKINS, INC; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Street Improvements Fund in the amount of $300,000 from a Special Assessments Fund transfer for the purpose of executing an Engineering Services Agreement with Teague Nall and Perkins, Inc. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 1/9/2007 -Ordinance No. 17351-01-2007 & 17352-01-2007 DATE: Tuesday, January 09, 2007 LOG NAME: 20KELLHICKSTNP REFERENCE NO.: **C-21918 SUBJECT: Authorize Execution of an Engineering Agreement with Teague Nall and Perkins, Inc., for the Design of Keller-Hicks Road from Ridgview Street to Park Vista Boulevard and Beach Street from Golden Triangle Boulevard to Keller-Hicks Road and Adopt Appropriation Ordinances RECOMMENDATION: It is recommended that the City Council: 1) Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Assessments Fund in the amount of $300,000.00 from available funds; 2) Authorize the transfer of $300,000.00 from the Special Assessments Fund to the Street Improvements Fund; 3) Adopt the attached, appropriation ordinance increasing estimated receipts and appropriations in the Street Improvements Fund in the amount of $300,000.00 from available funds; and 4) Authorize the City Manager to execute an Engineering Services Agreement with Teague Nall and Perkins, Inc., in the amount of $668,030.00 for the design of Keller-Hicks Road from Ridgview Street to Park Vista Boulevard and Beach Street from Golden Triangle Blvd to Keller-Hicks Road. DISCUSSION: The Keller Independent School District (KISD) has recently constructed new elementary and middle schools on Keller-Hicks Road just west of Alta Vista Drive. On April 26, 2004 the City executed a Community Facilities Agreement (CSCN-33444) with KISD that provided for the reconstruction by KISD of Keller-Hicks Road from Ridgview Street to Alta Vista Drive with three lanes. KISD retained Teague Nall and Perkins (TNP) to design the roadway. This was planned as an interim improvement until the City could construct an additional two lanes to ultimately provide afive-lane section in front of the schools. Last fall when the school year began, the need to accelerate the five-lane construction and extend the improvements beyond the school boundaries became apparent. Therefore, staff proposes the following three phase plan: 1) Amend the CFA with KISD to allow the full five-lane section in front of the schools to be constructed at one time, with City participation to cover the costs for the additional two lanes, with construction in 2007. 2) Widen Keller-Hicks Road to four lanes east of Alta Vista Road to Park Vista Boulevard because Park Vista is the primary entrance for the Woodland Springs subdivision, which is generating much of the traffic in the area, with construction in 2008. 3} Construct the west two lanes of the planned four-lane divided Beach Street from Golden Triangle Boulevard to Keller-Hicks Road, to provide additional access for the Woodland Springs to IH-35W via Golden Triangle, with construction in 2009. Logname: 20KELLHICKSTNP Page 1 of 2 In hopes of getting Phase 1 built before the beginning of the 2007 school year, staff recommends that the design services contract with Teague Nall and Perkins, for surveys, final plans and specifications for all three phases, be executed at this time. Subsequent M&C's will be presented to Council for the amended KISD CFA for Phase 1, and for the construction contracts for Phases 2 and 3. Teague Nall and Perkins has already done the design for the three-lane section in front of the schools. Furthermore, they are the City's design consultants for Golden Triangle Blvd. and are very familiar with the area. Staff considers them to be the best qualified and in the best position to complete the engineering ~ in the most efficient and expeditious manner. Teague Nall and Perkins has proposed to perform the necessary surveys, final plans and specifications for a lump sum fee of $668,038. City staff considers this fee to be fair and reasonable for the scope of services to be performed. Teague Nall and Perkins is in compliance with the City's M/WBE Ordinance by committing to 10 percent M/WBE participation. The City's goal on this project is 10 percent. This project is located in COUNCIL DISTRICT 2, MAPSCO 22 J, K and L.
