HomeMy WebLinkAboutContract 29160 1C�-10-0 3 r+C9 : 12 IN AMENDMENT NO. 3 (� " STATE OF TEXAS § CITY SECRETARY CONTRACT NOPA9 (M&C needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and TranSystems Corporation Consultants (Engineer) made and entered into City Secretary Contract No. 26807 (the Contract) which was authorized by the City Council by M&C C-18571 on the 26th day of April, 2001; and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for Sanitary Sewer Main 244A Parallel Relief Study and Design WHEREAS, it has become necessary to execute Amendment No. 3 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated May 16, 2003, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $72,556.00 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$998.35448. 3. DISCUSSION: On April 24, 2001 (M&C C-18571), the City Council authorized the City Manager to execute an engineering agreement with TranSystems Corporation Consultants for the Sanitary Sewer Main 244A Parallel Relief Study and Design for a fee not to exceed $727,760.00. This contract was previously revised by two amendments. Amendment No. 1 was approved on May 21, 2002 (M&C C-19089), for $179,141.48 for an additional 4,000 linear feet of sanitary sewer added due to revisions in the original planned route. Amendment No. 2 was approved for $18,897.00 to include geotechnical investigation services to evaluate subsurface conditions. Amendment No. 3 includes an additional fee for developing plans and specifications to provide odor control devices for the existing Sanitary Sewer Main 244A From US80 to the Village Creek Wastewater Treatment Plant, and at the existing Sanitary Sewer Main M-253A. This amendment also includes engineering services to provide plans and specifications for abandonment of Sanitary Sewer Main M- 503 from station 0+00 to 31+00, and for Sanitary Sewer Main M-244A westward to the by-pass line "A"; the modification of the current design to reflect a change in sewer capacity from 80MGD (million gallons per day) to 60MGD; and an additional survey and design of approximately 1,650 linear feet of sanitary sewer main to serve the members of Far East Fort Worth Home Owners Association. City staff considers the proposed fee of $72,556.00 to be fair and reasonable for the scope of additional services to be performed. TranSystems Corporation is in compliance with the City's M/WBE Ordinance by committing to an additional 18% M/WBE participation on this Amendment No. 3. The City's goal on this amendment is 16%. This project is located in COUNCIL DISTRICTS 4, 5 and 8. Based on our meeting we have prepared the below Scope of Services and fees. A. Passive Odor Control Lump Sum $ 9,575.00 TranSystems will develop plans and specifications to provide Passive Odor Control devices at the following locations; 1) along the existing Sewer main M-244A route from US 80 to Village Creek Wastewater Treatment Plant and 2) M-253A from sta. 0+00 to sta. 28+96. The following services are proposed. 1. Field inspect and document exterior of manholes that are to receive odor control devices. 2. Preparation of schematic horizontal layout of M-244A and M-253A. This layout will be based on City record plans. The layout sheets will identify existing manholes that are to be modified with a Passive Odor Control device. 3. Preparation of Special Provisions and Specifications relating to the installation of the passive odor control devices. 4. Prepare details relating to Passive Odor Control installation. B. Abandonment Lump Sum $ 7,510.00 TranSystems will provide plans and specifications for the abandonment of the following sewer mains; 1) M-244-B from Cook Ln. to north bound Dottie Lynn Parkway entrance ramp and 2) M-238 from M244-A westward to the by-pass line designated as Line"A" in TranSystems plans dated April 1999 (D.O.E. 2593). This layout will be based on City record plans. The layout sheets will identify existing manholes that are to be abandoned. 5. Preparation of Special Provisions and Specifications relating to the manhole and sewer main abandonment. 6. Prepare details relating to abandoning manholes and sewer main. C. Village Creek WWTP Connection Study Lump Sum $ 5,725.00 1. Meetings with CDM and the City to discuss proposed improvements at VCWWTP and possible extension and rerouting of the proposed M244-A Collector to the expansion of the west side of the plant. 2. Surveys at the plant along with field ties of existing improvements in the route extension vicinity. 3. Preparation of alternative routes to connect to Box F1 at the plant expansion. 4. Preparation of "Opinions of Probable Cost" for alternatives. 5. Summary report concerning "pros' and "cons" of each alternative. D. Municipal Interconnects along US 80 Lump Sum $ 15,525.00 1. Meeting with CITY and Arlington to evaluate interconnection locations and structure layouts. 2. Survey existing structures and limited area around structure to complete design. 3. Design a maximum of two interconnections structures similar to the Arlington Rush Creek interconnection near the upstream end of the proposed Village Creek M-244A Collector. One structure is expected to be the junction structure connecting M-503 and existing M-244-A. E. Reduction in Pipe Size Lump Sum $ 7,530.00 TranSystems has been directed to modify the current design to reflect a change in sewer capacity from 80 mgd to 60 mgd. This will effect the proposed sewer from sewer main M-253 to the upstream end of the project. 1. Modify plans and profiles. This includes changing pipe sizes, elevations of connecting sewers, labels and callouts. This does not include changing the dimensions of the any special structures. Provide cost estimate of the cost savings of reducing the pipe size. F. Far East Fort Worth HOA Sewer Phase 2 Lump Sum $ 24,990.00 TranSystems will complete the survey and design of the HOA study area in this amendment. The anticipated alignment is designated as Phase 2 in the exhibit 1. The scope of services for phase 2 will be the same as Phase 1. Exceptions are noted below: 1. Survey design consists of a survey route being approximately 1650 linear feet. 2. No sewer easements are expected in Phase 2. 3. The proposed alignment will remain in street ROW. 4. Proposed sewer alignment is approximately 1650 linear feet. G. M/WBE Subconsultant Management (10%) Lump Sum $ 1,701.00 Total Fee $ 72,556.00 Items not included in this project scope are: 1. Surveying abandoned lines 2. Surveying abandoned structures 3. Construction services 4. Construction staking 5. Survey easements 6. Changing details of special junction structures for smaller pipe diameter. 7. Sewer service design within private property of the far East Fort Worth HOA. 8. Road reconstruction 9.
