HomeMy WebLinkAboutOrdinance 17378-01-2007Ordinance No 17378-01 2007 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $302 646 FROM A WATER AND SEWER OPERATING FUND TRANSFER, FOR THE PURPOSE OF EXECUTING AN ENGINEERING AGREEMENT WITH DUNAWAY ASSOCIATES L.P FOR SOUTHSIDE III WATER TRANSMISSION MAIN FROM MCCART STREET PUMP STATION TO EXISTING 36-INCH WATER MAIN IN THE MCPHERSON BOULEVARD/WEST CLEBURNE ROAD INTERSECTION PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $302,646 from a Water and Sewer Operating Fund transfer for the purpose of executing an Engineering Agreement with Dunaway Associates, L.P for Southside III Water Transmission Main from McCart Street Pump Station to existing 36-inch Water Main in the McPherson Boulevard /West Cleburne Road Intersection. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 ADOPTED AND EFFECTIVE. January 23 2007 This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $302 646 00 from available funds, and 3 Authorize the City Manager to execute an engineering agreement with Dunaway Associates, L.P in the amount of $262 146 00 for Southside III Water Transmission Main from McCart Street Pump Station to existing 36-inch water main in the McPherson Boulevard/West Cleburne Road intersection DISCUSSION The McCart Street Pump Station is currently being designed to pump water from the Southside II to the Southside III pressure plane The proposed Southside III Water Transmission Main will convey water from the proposed pump station to the existing 36-inch water main located at the McPherson Boulevard/West Cleburne Road intersection The City received proposals from twenty-two local engineering firms in response to a Request for Proposals (RFP) for the design of this project. A selection committee comprised of Water and Engineering Department staff reviewed the proposals and considers Dunaway Associates L.P to be the most qualified for the design of this particular project. Dunaway Associates L.P proposes to perform the necessary design work for a lump sum fee of $262,146 00 City staff considers this fee to be fair and reasonable for the scope of services proposed In addition to the contract amount, $40 500 is required for project management by the Engineering Department. Dunaway Associates, L.P is in compliance with the City's M/WBE Ordinance by committing to 25 percent M/WBE participation The City's goal on the project is 25 percent.
