DISCUSSION: On June 6, 2000 (M&C C-18062), the City Council authorized an engineering agreement with Camp, Dresser & McKee, Inc. for design of the Rolling Hills Water Treatment Plant 40 MGD (million gallons per day) facility upgrade. As part of this agreement, the engineer prepared plans and contract documents to add a new high service pump station, in order to increase the pumping capacity by 100 MGD. Within this construction contract, Archer-Western Contractors, Ltd. will build a new high service pump station, together with related electrical and control system. The new station will initially house two 30 MGD, and two 20 MGD vertical turbine pumps with space for additional pump installation in the future. This project is the fourth phase of an overall plan to upgrade and expand the Rolling Hills Plant in order to meet present demands, and future growth in the rapidly developing areas of Fort Worth, and the wholesale customer cities. The project was advertised for bid in the Commercial Recorder on January 8 and 15, 2004. Reference Page 3, Paragraph 2.02 CABLE RATINGS AND TYPE Modification: Delete Paragraph A in its entirety and replace with the following Paragraph: "A. General 1. Multi-conductor or armored multi-conductor medium voltage cable shall not be used. 2. The Contractor shall provide three single conductor 5 kV cables as specified in Paragraph B, and ground conductor, each sized as shown on the drawings from the medium voltage starters to each motor. 3. Each cable and ground shall be installed in the cable tray laid side by side per the NEC and secured with tie wraps every 24-inches. 4. The cable shall enter a 4-inch 90 degree long-sweep elbow from the tray and leave the valve building to terminate on the motor. 5. The orientation of the end of the long sweep elbow shall be rotated down a few degrees to point toward the tray to eliminate a any sharp bends as the cable exits the tray and enters the conduit. 6. Provide a grounding type conduit bushing on the end of the elbow per the NEC. Bond the bushing to the cable tray. 7. Provide seal tight flexible conduit with grounding jumper to complete the raceway connection to the motor terminal box." C. Al-26 SHEET E-7 A. Reference: Electrical Building Lighting Plan: a. Add one type F fixture in the middle of the north wall of the electrical room. The fixture shall face the pump and wet well area. Aim the flood light toward the center of the line up of pumps. Circuit the light fixture on LA-9 and switch the fixture using the two three-way switches described in"b" below. b. Add two 3-way light switch inside pump building on the north and south ends on the west wall by the north door and south doors in that wall. The switch will switch the all of the type F fixtures (four installed on the west wall of the valve room and the new type F fixture installed under'a"above. Add two three-way light switches in the electrical room next to each of the exit doors. These light switches shall be circuited to switch all of the type D outdoor fixtures. e. Re-circuit all of the Type D, D1 and F1 fixtures to be from LA-18. f. The type D1 and F1 fixtures shall not be switched with the three-way switches described in"d"above. Except as specifically indicated or specified, materials and equipment removed from any existing structure shall not be used in the completed Work. B. For the pieces of equipment to be reused in the work: 1. Use special care in removal, handling, storage and reinstallation, to assure proper function in the completed Work. 2. Arrange for transportation, storage and handling of products which require off-site storage, restoration or renovation. Pay all costs for such work. 1.03 TRANSPORTATION AND HANDLING A. Arrange deliveries of products and equipment in accord with construction schedules, coordinate to avoid conflict with work and conditions at the site. B. Deliver products in undamaged condition, in manufacturers original containers or packaging, with identifying labels intact and legible. C. Pipe and other materials delivered to the job shall be unloaded and placed in a manner which will not hamper the normal operation of the existing plant or interfere with the flow of necessary traffic. D. Immediately on delivery, inspect shipments to assure compliance with requirements of Contract Documents and approved submittals, and that products are properly protected and undamaged. Furnish all materials or specimens for testing and all labor and facilities for inspection of equipment and materials. B. Furnish suitable evidence that the materials proposed to be incorporated into the Work are in accordance with the Specifications. Mill tests for reinforcing stell and cement will be acceptable if it is definite that the test sheets apply to the material being furnished. Manufacturer's or supplier's test results will be acceptable for such items as pipe, valves, hydrants when it is definite that the material being furnished is in accordance with the manufacturer's or supplier's specifications to which the test results apply. Should the Contractor fail to provide the above information, the Owner shall have the right to require tests to be made by the Owner's laboratory to obtain the information and the cost therefore shall be borne by the Contractor. The Owner may have further inspection and tests made by the laboratory or may make tests himself, to ensure that the Contractor is complying with the Specifications. C. Details for testing equipment and materials are found in the individual Sections of these Specifications. D. If the Owner requires, either prior to beginning or during the progress of the Work the Contractor shall submit samples or materials for such special tests as may be necessary to demonstrate that they comply with the Specifications. Such samples shall be furnished, stored, packed, and shipped as directed at the Contractor's expense. Except as otherwise noted, the Owner will make arrangements for and pay for the tests. E. Delay of approval resulting from the Contractor's failure to submit samples or data promptly shall not be used as a basis of a claim against the Owner or Engineer. 1.05 STORAGE AND PROTECTION OF EQUIPMENT AND MATERIALS ON SITE A. Materials and equipment to be incorporated in the Work shall be handled and stored by the manufacturer,fabricator, supplier and Contractor before, during, and after shipment in a manner to prevent warping, twisting, bending, breaking, chipping, rusting, and any injury, theft or damage of any kind whatsoever to the material or equipment. B. Special attention shall be given to the storage and handling of equipment on site. Equipment storage will be approved by the Owner. As a minimum, the procedure outlined below shall be followed: 1. Equipment shall be shipped as late as possible to assure its availability when required by the Contractor's schedule. The intent of this requirement is to reduce on-site storage time prior to installation and operation. Under no circumstances shall equipment be delivered to the site more than one month prior to installation without prior written authorization from the Owner. Equipment shall not be shipped until the Contractor has received an approved submittal from the Owner. 2. Equipment having moving parts such as gears, electric motors, and instruments shall be stored in a temperature and humidity controlled building approved by the Owner, until such time as the equipment is to be installed. All space heaters in equipment shall be energized during construction. 3. Equipment shall be stored fully lubricated with oil or grease, unless otherwise instructed by the manufacturer. 4. Manufacturer's storage instructions shall be carefully studied by the Contractor and reviewed with the Owner. These instructions shall be carefully followed and a written record shall be kept by the Contractor. 5. Moving parts shall be rotated a minimum of once weekly to insure proper lubrication and to avoid metal-to-metal "welding". Lubricants shall be changed upon completion of installation and as frequently as required AM, thereafter during the period between installation and acceptance. New lubricants shall be put into equipment at the time of substantial completion. 7. Prior to acceptance of the equipment, the Contractor shall have the manufacturer inspect the equipment and certify in writing to the Owner that its condition has not been detrimentally affected by the long storage period. Such certification by the manufacturer shall be deemed to mean that the equipment is judged by the manufacturer to be in a condition equal to that of equipment that has been shipped, installed, tested and accepted in a minimum time period. As such, the manufacturer will guarantee the equipment equally in both instances. If such a certification is not given, the equipment shall be judged to be defective. It shall be removed and replace at the Contractor's expense. C. Store materials in accordance with manufacturer's instructions, with seals and labels intact and legible. 1. Store products subject to damage by the elements in weathertight enclosures. 2. Maintain temperature and humidity within the ranges required by manufacturer's instructions. D. Exterior Storage: 1. Store fabricated products and equipment above the ground, on blocking or skids, to prevent soiling or staining. Cover products which are subject to deterioration with impervious sheet coverings; provide adequate ventilation to avoid condensation. 2. Store loose granular materials in a well-drained area on solid surfaces to prevent mixing with foreign matter. 3. Cement and lime shall be stored under a roof and off the ground and shall be kept completely dry. Structural, miscellaneous, and reinforcing steel shall be stored off the ground or otherwise to prevent accumulations of dirt or grease, and in a position to prevent accumulations of standing water and to avoid rusting. 4. Beams shall be stored with the webs vertical. Precast concrete shall be handled and stored in a manner to prevent accumulations of dirt, standing water, staining, chipping or cracking. Brick, block and similar masonry products shall be handled and stored in a manner to prevent breakage, chipping, cracking, and spalling. E. Mechanical equipment subject to corrosive damage by the atmosphere if stored outdoors (even though covered)shall be stored in a building to prevent injury. The building may be a temporary structure on the Site or elsewhere, but it shall be satisfactory to the Owner. F. Arrange storage in a manner to provide easy access for inspection. Make periodic inspections of stored materials and equipment to assure that they are maintained under specified conditions and free from damage or deterioration. G. Protection After Installation: 1. Provide substantial coverings as necessary to protect installed materials and equipment from damage from traffic and subsequent construction operations. Remove when no longer needed. H. Off-site Storage: 1. Contractor may store materials and equipment off-site with Owner's approval. I. Rejection of Materials and Equipment: 1. Materials and equipment which, in the opinion of the Owner, have become so damaged as to be unfit for the use intended or specified shall be promptly removed from the site of the Work. The Contractor shall recveive no compensation for the damaged material or its removal. 2. Damaged material and equipment shall be replaced at the Contractor's expense. Handle, store and install equipment in accordance with the manufacturer's drawings and recommendations. B. When Contract Documents require that installation of work shall comply with manufacturer's printed instructions, obtain and distribute copies of such instructions to parties involved in the installation. Maintain one set of complete instructions at the job site during installation and until completion. C. Handle, install, connect, clean, condition and adjust products in strict accord with such instructions and in conformity with specified requirements. Do not omit any preparatory step or installation procedure unless specifically modified or exempted by Contract Documents. 1. Should job conditions or specified requirements conflict with manufacturer's instructions, consult with Owner for further instructions. 2. Do not proceed with work without clear instructions. D. New equipment and existing equipment to be relocated shall be carefully aligned on the new foundations after their sole plates have been properly shimmed to true alignment at the .anchor bolts. The anchor bolts shall be set in place and the nuts tightened against the shims. After the foundation alignments have been approved by the Owner, the bed plates or wing feet of the equipment shall be securely bolted in place. The alignment of equipment shall be further checked after securing to the foundations, and after confirmation of alignments, the sole plates shall be finally grouted in place. E. Provide wedges, shims,filling pieces, keys, packing, red or white lead, grout, or other materials necessary to properly align level, and secure apparatus in place. Parts intended to be plumb or level shall be proven exactly so. Grinding necessary to bring parts to proper bearing after erection shall be done. F. Special care shall be taken to ensure proper alignment of sluice gates, operating mechanisms, stems, stem guides, and accessories. Care shall be taken to avoid warping the gate frames and to maintain tolerances between seating faces. Gates, stems, and operators shall be plumbed, shimmed and accurately aligned. G. Provide openings, channels, and chases, and install anchor bolts and other items to be embedded in concrete, as required to complete the Work under this Contract and do all cutting and patching as required. H. Furnish sleeves, inserts, hangers, and anchor bolts, required for the execution of the electrical, HVAC, and plumbing work specified and shown on the Drawings. In no case shall beams, lintels, or other structural members be cut without the approval of the Owner. 1.07 SUBSTITUTIONS AND PRODUCT OPTIONS A. Substitution of Equipment: 1. The Contractor shall note that the Engineer's design is based upon the first listed manufacturer for items of equipment, though not necessarily the manufacturer's "standard" product. 2. If the Contractor chooses other manufacturer's equipment he shall be responsible for the total cost, including engineering design, of modifications, alterations, adjustment, and coordination necessary to make the proposed equipment compatible with the treatment process and with the specified equipment, structures, spaces, and other features of the original design. If the specification list of approved manufacturers states"no equal"or .no substitutions will be allowed", the Contractor shall choose equipment from the approved manufacturer's list. B. Products List: 1. Within 30 days after Contract Date, submit to Owner a complete list of major products proposed to be used, with the name of the manufacturer and the installing subcontractor. Has investigated the proposed product and determined that it is equal to or superior in all respects to that specified. b. Will provide the same warranties or bonds for the substitution as for the product specified. c. Will coordinate the installation of an accepted substitution into the Work, and make such other changes as may be required to make the Work complete in all respects. d. Waives all claims for additional costs, under his responsibility,which may subsequently become apparent. E. This project, Phase 4—High Service Pump Station,will include construction of a new high service pump station,upgrade the existing sedimentation basins and filters to increase capacity and improve performance;increase the capacity of the plant sewer and sludge piping;and modify the existing washwater recovery system. Construction of Phase 1 -Ozonation Facilities(Eagle Contracting)and Phase 2—Backwash Supply System(BAR Constructors) have both been completed. Phase 3—Plant Process Improvements is currently under construction. Archer Western is the General Contractor for Phase 3. This project includes upgrades to the existing sedimentation basins and filters to increase capacity and improve performance;increase the capacity of the plant sewer and sludge piping; and modify the existing washwater recovery system. The Phase 3 project is scheduled to be substantially completed by May 2005 with final completion in August 2005.The Contractor may elect to finish earlier. Estimated advertisement date of Fall 2004. M/WBE GOALS AND REQUIREMENTS 1. Tom Jordan of the City's M/WBE Department presented the M/WBE requirements for this project. The City's goal for this project is 15%M/WBE participation. 2. Contractors must submit the paper work presented in the contract documents within 5 City business days after the bid. Failure to provide necessary documentation may render the bid non-responsive. The contractors will need to submit their Good Faith Effort documents within 10 calendar days of the bid,if they elect to go that route. 3. Mr.Jordan indicated that the M/WBE fors must be filled out listing both M/WBE and Non-M/WBE contractors. The major items of the project include the following: ■ Construction of a below ground wetwell ■ Construction of a new high service pump station consisting of 4 pumps,pump control valves located in a new building and two header pipes and valves. ■ Buried and non-buried piping,valves and appurtenances ■ New process instrumentation and controls. ■ Electrical,instrumentation equipment and systems. Mr 2. The instrumentation and control system work will include work by a prequalified process control system integrator(PCSI). The PCSI work is outlined in Section 13300.A list of pre-approved PCSI firms are provided in Section 13300,paragraph 1.06.F. The PCSI will be a subcontractor to the General Contractor. The instrumentation and control system work will also include work by a prequalified applications engineer(AES). The AES will be HSQ Technology. The AES will also be a subcontractor to the General Contractor. Their scope and fee will be incorporated into the bid form,as an allowance,by addendum. This list may be revised by addendum,should other subcontractors submit prequalification statements and be deemed qualified for the work. The General Contractor shall select one of the PCSI firms. Section 13300 presents a division of work for the PCSI and AES. 3. If Contractors desire to review design plans for the existing Rolling Hills WTP or set up visits to the plant,they should contact Mr.Bob Arms,(817)999-6344. BIDDING REQUIREMENTS 1. The Bid Date is scheduled for February 5,2004. Bids must be received by 1:30 pm and will be opened at 2:00 pm in City Council chambers. 2. The Special Prequalification Requirements specific for this project,as presented in the M Special Instructions to Bidders were discussed. Current prequalification for City projects does not apply for this project. 3. The prequalification information must be received by two weeks prior to the bid date. Item 1 includes a majority of the work Item 2—Trench Safety requires the Contractor to determine the amount of trench safety required.Item 3 is a unit price item for drilled shafts below the pump station.Item 4 is the allowance for the AES(HSQ)work. Item 4 is the allowance for furnishing REXA Valve Actuators. A revised Proposal Form with the allowance numbers included will be provided with the addenda. A 5%bid security must be provided with the bid. 6. The proposal form must be attached to and submitted with the specification book Since the proposal form will be revised and included in an addendum,the Contractors should staple the proposal form to the original proposal form. 7. Wage rates are presented in Part D. If two rates for the same labor classification conflict, the higher rate shall be used. 8. Bidders should take no exceptions in their Bid submittal or include exceptions from any suppliers or subcontractors. A bid that includes any exceptions will be rendered non- responsive and will be rejected. CONTRACTSCHEDULE l� 1. The estimated date for Notice to Proceed construction is approximately two months following bid openings. The timing of the notice to proceed is dependent upon the M/WBE requirements and associated documentation provided.If the M/WBE documentation is submitted properly and approved quickly,the notice to proceed may be given earlier. The City desires to start construction as soon as possible,and it is their intent to expedite contract execution. 2. The time of completion for the project(Part D,Item D-15)is 535 Calendar Days. Substantial completion of the project is defined as completion of all process structures, pipelines,buildings and equipment,including electrical and instrumentation and control system so that water can be pumped. Work must be substantially complete with 420 calendar days,but no later than May 31,2005. This is substantial completion. 3. The construction sequence for work was discussed per Section 01040. Tie-ins to existing waterlines must occur between November 1,2004 and April 1,2005. Only one line may be taken out of service at a time. A new fiber optic cable and telephone cable will be installed to serve the Laboratory Building.This work must be in operation for a period of 2 weeks prior to removing the existing fiber optic and telephone lines. The Owner and Engineer will not dictate the Contractor's means of construction,but the Contractor shall take the construction constraints presented into account in developing his on schedule. 5. The Contractor will be responsible for obtaining building permits and coordinating electrical inspections. The cost of the building permit will be waived. The City and CDM are currently proceeding with preparing building permit submittal and review with Development Department to insure that the Contractor will be able to obtain the building permit soon after award of contract. A building-permit will also be required for the construction trailer. This permit will be the responsibility of the contractor to obtain. 6. Security issues were discussed The Contractor will be responsible for following the City's security requirements. Check-in,with appropriate identification,at the back gate will be required for entry by contractor employees,suppliers,and other visitors. Contractor shall provide names to security staff prior to arrival. Under orange or red status,the security requirements will be more stringent. The contractor and his subcontrators,vendors,and suppliers shall use the rear gate for entrance and exit. ADDENDA 1. Addendum No. 1 will be completed by the end of this week and sent out no later than the first of next week. A second addendum will follow later in the week. 2. Laboratory Building: General: There are two 4-inch conduits existing from CMH-1 into the Libratory Building Electrical Room. One of the conduits is presently empty with a pull string installed. The second conduit contains a 200-pair telephone cable and a fiber optics cable. The empty 4-inch conduit is to be used to install the new 100-pair telephone cable and the new fiber optics cables specified in Addendum No. 1. The CONTRACTOR shall provide the following: 1. Install a new telephone backboard consisting of a 2.5-foot X 5-foot X 3.4-inch sheet of fire proof plywood on the west wall next to the existing telephone backboard in the electrical room. 2. Relocate the thermostat mounted next to the wall switch to accommodate the new telephone backboard. 3. Install the new 100 pair telephone protector can on the new telephone backboard. 4. Terminate the 100 pair telephone cable at both ends and ring out all pairs. If more than 5% of the pair do not pass the ring-out test, remove and replace and reinstall the cable with no expense to the OWNER. 5. The existing 200 pair telephone cable that exists between the Libratory Building and .� the Administration Building shall remain in service a minimum of two weeks after the new 100 pair telephone cable is installed, terminated and tested. 6. After the City has switched over the Libratory Building telephone service to the new cable, the CONTRACTOR shall remove the existing 200 pair telephone cable and the associated termination enclosures, and remove from the project site. The CONTRACTOR shall coordinate with the City to prevent interruption to the Libratory Building telephone service. 7. Pull the 24-fiber multimode and the 12-fiber single mode cables from the East Hub into the Laboratory Building as specified under Addendum No. 1. 8. Extend the fiber optics cables to the rack in the mechanical room. 9. Install the new patch panels in the existing rack, terminate and test all fibers in accordance with the contract specifications. 10. Allow at least two weeks after installation and testing of the fiber optics cables before removing the existing fiber optics cables that exist between the Libratory Building and the Administration Building. 11. Remove the existing fiber optics cable between the Libratory Building and the Administration Building after the City has switched the Libratory network to the new fiber optics cable. B. Administration Building: The CONTRACTOR shall provide the following: 1. Install four 4-foot X 8-foot X 3.4-inch sheet of fire proof plywood on the west wall of the Hub Room. 2.
