WHEREAS, the City of Fort Worth (City) and CH2M HILL, Inc. (Engineer) made
and entered into City Secretary Contract No. 29211 (the "Contract") on the 04 day of
November, 2003; and
WHEREAS, the Contract involves engineering services for the following project:
DESIGN OF PROTECTION SYSTEMS
WHEREAS, it has become necessary to amend said Contract to: (1) delete services
related to the detail design of electronic security systems from the Scope of Services; (2)
expand the Scope of Services to include detailed design, bidding, and construction services
to implement high priority site hardening improvements for the City's mission critical
facilities; (3) revise the Contract's maximum fee; and (4) revise the Contract's M/WBE
participation commitment:
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
I.
Article I, Section 1 of the Contract is amended to include the additional engineering
services specified in the Scope of Services, incorporated herein as "Attachment A,
Amendment No. 1", dated 04 January 2005. The cost of the additional services shall not
exceed the sum of$297,000.
2.
Article II of the Contract is amended to provide for an increase in the maximum fee
to be paid by City to Engineer as compensation for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all work and services
shall not exceed the sum of$502,800.
Compensation details for the scope reduction of the electronic security systems and
for the additional services outlined in this Amendment No. 1 are provided in the revised
"Exhibit B-3, Cost Summary", attached hereto and incorporated within this Contr _

Engineer's total M/WBE participation commitment for this Contract is reduced by
3%. Total M/WBE participation commitment for services under this Contract, as of this
Amendment No. 1, is 15%.
4.
All other provisions of the Contract, which are not expressly amended herein, shall
remain in full force and effect.

Fort Worth Water Department
Protection System Improvements Project
CH2M HILL is under Contract with the City of Fort Worth, Fort Worth Water Department
("FWWD") to provide detailed design.,bidding and construction services to implement high
priority site hardening improvements for the FWWD's mission critical facilities (12).
The Scope of Services for this Project as outlined in"Attachment A, Scope and Fee"of the
original agreement, is amended as follows:
(1) Eliminate the electronic security improvements engineering services as further
detailed in Exhibit A-1, "Intruder Alarm", "Motion Sensor" and "Fence Sensor".
These services were to be provided by Gupta and Associates,Inc., a M/WBE
Subconsultant.
(2) Add the Protection System Improvements services recommended in CH2M HILL's
Vulnerability Assessment Report completed in December 2002 which are outlined in
this Amendment. No. 1, "Attachment A-Scope of Services and Fee".
SCOPE - Protection System Improvements
This scope provides the design,bidding and construction services to implement high
priority electronic security improvements for the FWWD's mission critical facilities.
Protection system items included in the design are:
❖ Card access control system for critical buildings (excluding gate entries at the plants,
which are being provided by others in another contract)
❖ CCTV monitoring of critical assets (excluding chlorine and ammonia storage areas at
plants,which are being provided by others in another contract)
• Site lighting for camera coverage areas only
❖ Motion sensor/intrusion detection devices for critical buildings
❖ Online instrumentation (such as a multiparameter probe that measures pH,
chlorine residual, Dissolved Oxygen, Oxidation Reduction Potential and
Conductivity) for raw and finished water contamination detection system at all
the critical facilities listed below
•:• Communication systems (recommended by South West Research Institute) for security
monitoring (CCTV,card access,intruder alarms) of critical remote sites from the security
command center at Holly SCADA center
FWWD mission critical facilities included in the design are:
1. North Holly WTP
2. South Holly WTP
3. Rolling Hills WTP
4. Eagle Mountain WTP and Raw Water PS
5. Como Pump Station (PS) and Ground Storage Reservoir (GSR)
6. Stage Coach PS and GSR
7. Lake Worth Dam
8. Alta Mesa PS and GSR
9. North Beach PS and Tank Site
10. Westside PS&GSR (Chappel Creek PS& Westland GSR)
11. Edwards Ranch PS
12. Village Creek WWTP
Project Approach
CH2MHILL will use a phased project approach for design,consisting of a Kickoff meeting,
with visits to each site,and thereafter 30%,60% and 90% reviews. At regular intervals, a
progress meeting will be held, to update the FWWD's project manager and other key project
staff on the design status.
Engineering services during construction are included in this scope of services, including
technical bid analysis,submittal review,construction site visits, observe startup acceptance
testing,and record drawing services.
Task 1: Site Visits (12 sites/5 days):
— Locate electronic security devices (cameras,card access, motion and intruder
sensors)
— Check electrical feed for the electronic security systems
Task 2: Services During Design Phase :
Task 2.1: Schematic Design Phase (30% Review)
— Develop preliminary drawing list and specification list.
— Evaluate and recommend security information management software }}
— Produce preliminary block diagrams and facility plans.
— Provide Budget Cost Estimate (+30%/-15%).
— Provide internal QC review.
— Deliver (5 copies) 30% review documents for FWWD's review.
Task 2.2: Design Development Phase (60% Review):
— Adjudicate 30% review comments, updating drawings.
— Refine drawings, adding detail.
— Produce preliminary specifications.
— Provide internal QC review.
— Deliver (5 copies) 60% review documents for FWWD's review.
Task 2.3: Construction Documents Phase (90% Review):
— Adjudicate 60% review comments,updating drawings.
— Complete all drawings,block diagrams,details and site-plans.
— Produce final version specifications.
— Provide internal QC review at 90% review.
— Deliver (five copies) 90% review documents for client review.
— Adjudicate all comments and incorporate into final set.
— Complete Engineer's estimate of construction cost (+15%/-5%)
— Provide stamped engineering drawings and construction specifications.
Task 3: Services During Bidding Phase :
— Answer bid questions and issue addenda (2)
— Attend Bid Opening/Tabulate
— Provide technical bid evaluation assistance and make recommendation of contractor
Task 4: Services During Construction Phase:
— Answer contractor information requests (Assumed 20 RFIs).
— Review shop drawing submittals (Assumed 10).
— Evaluate potential change orders (Assumed 2).
— Review Operation and Maintenance manuals (2) submitted by the Contractor.
— Assist FWWD with contractor's pay requisitions

— Conduct monthly construction meetings and site visit trips (6) to observe
construction progress, documenting each trip with a Site Observation Report.
— At the construction completion visit, the objective is to develop a punch-list;
identifying deficient items, action required and pertinent drawing or specification
section.
— Produce record drawings,based on contractor drawing redline markups.
Task 5: Security System Standard Details
Develop standard detail in CAD for security systems layout(intruder alarm, camera,card
access, and lighting) and specification at the following types of assets:
— Groundwater Storage Reservoir (GSR).
— Elevated Storage Tank (EST).
— Lift Station (LS).
— Wholesale customer water metering station.
— Office Building at each WTP.
Task 6: Project Management
— Meet with FWWD project manager and other key project staff, reconfirm project
objectives,scope of work and schedule.
— Provide FWWD project staff with Information Needs List; (existing drawings, site-
plans documenting current system).
— Conduct four (4) progress meeting during the design phase (30%, 60%,90% review
and final)
— Prepare project instructions,work plan,quality control procedures, schedule, and
meeting procedures. This task will also include general project management such as
reviews and in-house project management.
— Conduct internal staff coordination;budget and schedule control;coordination of
various task activities being conducted simultaneously and prepare handouts for
meetings and workshops.
— Prepare monthly invoices.
— Coordinate with Owner's consultant CPY and contractor ADT on improvements
being implemented in FY 2004/2005 (2 meetings).
— Coordinate with SWRI on communication improvements for security monitoring of
remote sites from central command center (2 meetings)
- Coordinate with City's code department and for modifications to exit doors
- Submit plans and specifications to Texas Department of Licensing and Regulations
for review

— Revise the protection system implementation plan provided in the VA report (break
down of design and construction costs,reallocation of costs from FY 2003 & FY 2004)
Deliverables
❖ Five (5) copies of drawings and specifications at each review phase.
❖ One set of construction documents, sealed by a Professional Engineer registered in the
State of Texas. (Drawings and Specifications)
❖ One electronic copy of drawing files.
❖ One set of record drawings.
Project Schedule
The project schedule is estimated to take approximately six months to complete the design
phase from Notice to Proceed. The services during construction phase willl follow the
design phase. See Attachment D for project schedule.
Assumptions
FWWD provides existing documentation/drawings (site plans,building floor plans and
electrical) that exists for the facilities. Assumes documentation in Microstation format.
New drawings to be in Microstation format.
FWWD will provide electronic copy of the front end specifications.
Technical specifications for the project to be assembled using CH2M HILL's Security Master
Specifications as a basis.
Escorted access will be provided within facilities.
System drawings developed will include only the newly added portions of the security
system, not complete as-built drawings for City-wide security elements.
Owner will provide acceptable topographic survey of sites and property boundary
documents if required.
Updating of electrical equipment to latest codes is not included in the scope.
No relocation of underground utilities or structures will be required to incorporate new
fencing.
City will require construction contractor(s) to name City and CH2M HILL as additional
insured on the contractor's general liability insurance policy.
Additional Services
Additional Services to be performed by the ENGINEER, if authorized by the FWWD which
are not included in the above described Basic Services,are described as follows:

❖ Daily field inspection services during construction period
•:• Design of protection system improvements for the remaining FWWD's non-critical
facilities.
•:• Additional project and construction meetings
❖ Additional site visits during construction (such as second punch list)
Compensation For Engineering Services
CH2M HILL developed the engineering fees for designing the Fort Worth Water
Department's protection systems; this fee basis is shown in Attachment B. Compensation
will be on a time and materials basis as defined by the terms of the Contract between the
City of Fort Worth and CH2M HILL Inc. The budgeted amount for the basic services
identified in this Amendment No. 1 is $297,000. Compensation for services under this
Agreement shall not exceed $502,800 without prior authorization and amendment to this
Agreement.
Existing Not to Exceed Amount: $251,000

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to th(
contract with CH2M Hill to develop plans and specifications for the installation of Priority 3 Protection S
Improvements at Water Department facilities, increasing the cost by $251,800 for a total contract amou
to exceed $502,800.
DISCUSSION:
On September 30, 2003, M&C C-19784, the City Council authorized the execution of an engineering
agreement with CH2M Hill to develop plans and specifications for improvements identified as Priority 1
Protection System Improvements at Water Department facilities. During design it was discovered that
advances in technology now allowed motion sensors to be combined with digital cameras thus eliminat
need for motion sensors in many applications. The decision was made to eliminate the motion sensor:
Priority 1 and 2 phase of design and combine it with the Close Circuit TV (CCTV) camera installation in
Priority 3 contract. CH2M Hill has substantially completed the design work for the Priority 1 and 2 Secu
Improvements and a construction contract is scheduled to go out for bid in Spring of 2005.
Under the proposed Amendment No. 1, CH2M Hill will develop plans and specifications for security
improvements identified as Priority 3. These improvements will include card access control systems at
critical buildings, motion detection CCTV cameras, site lighting, intrusion detection devices, online
instrumentation system for raw and finished water contamination detection and an integrated communi
system for critical remote sites.
In addition to the design work, the amended contract will also provide for the development of plans and
specifications for bidding, technical bid analysis, submittal review, construction site visits, engineering
during startup and acceptance testing and record drawing services.
The original contract with CH2M Hill was for an amount not to exceed $251,000. The proposed amend
will include a credit of$45,200 for scope reduction based on deleting the design of intruder alarms, moi
and fence sensors from the Priority 1 and 2 contract and $297,000 for the additional design of Priority
Improvements. The total amended contract will be for an amount not to exceed $502,800.
CH2M Hill is in compliance with the City's M/WBE Ordinance by committing to an additional 15% M/WE
participation on this Amendment No. 1. The City's goal on this amendment is 15%.
