Work under this attachment includes engineering services for the following: Quality Levels A and B SUE for the following area: Lancaster Avenue from Cherry Street to Jones Street, up each cross street approximately 100 feet not including the following streets which require adjustments in excess of 100 feet; Jennings Avenue approximately 200 feet to the north and 350 feet to the south; Throckmorton Street approximately 400 feet to the north; South Main Street approximately 400 feet to the south. Based on record drawings and subsequent site visit, the estimated linear feet of"known" underground utilities is 46,000. In addition to the SUE, the ENGINEER will perform a conflict analysis to determine if any design modifications to the Lancaster Avenue Reconstruction plans are necessary. The purpose of the SUE is to identify potential conflicts with existing utilities that may arise during the construction of the Lancaster Avenue Reconstruction improvements. ENGINEER will perform the SUE work required for this project in general conformance with the recommended practices and procedures described in ASCE Publication CI/ASCE 38-02 (Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data). As described in the mentioned ASCE publication, four levels have been established to describe the quality of utility location and attribute information used on plans. The four quality levels are as follows: Quality Level D (QL"D") — Information derived from existing records. Quality Level C (QL"C") — QL"D" information supplemented with information obtained by surveying visible above-ground utility features such as valves, hydrants, meters, manhole covers, etc. Quality Level B (QL"B") —Two-dimensional (x,y) information obtained through the application and interpretation of non-destructive surface geophysical methods. Also know as "designating" this quality level provides the approximate horizontal position of subsurface utilities within approximately one foot. Quality Level A (QL"A") —Also known as "locating", this quality level provides precise three dimensional (x,y,z) information at critical locations by exposing specific utilities. Non-destructive vacuum excavation equipment is used to expose the utilities at specific points which are then tied down by survey. It is the responsibility of the SUE provider to perform due-diligence with regard to records research (QL"D") and acquisition of available utility records. The due-diligence for this project will consist of reviewing the record documents previously compiled. Utilities that are not 06/23/04 EA1-1 identified through these efforts will be here forth referred to as "unknown" utilities. ENGINEER will scan the defined work area using electronic prospecting equipment to search for"unknown" utilities, however, will not be responsible for designating and locating these "unknown" utilities. In case of conflict between this EXHIBIT "A-1" and ATTACHMENT "A" General Scope of Services, this EXHIBIT"A-1" Supplemental Scope of Services shall govern. Upon receipt of notice to proceed, the ENGINEER will perform the following tasks: PART A. PRE-ENGINEERING 1.0 Initial Data Collection a. Data Collection / Information Review Prior to field designating activities, ENGINEER will obtain and review all available utility records and QL"C" and QL"D" information previously completed. b. Designating Upon completion of data collection and information review, ENGINEER will begin designating the approximate horizontal position of known subsurface utilities within the specified project limits. A suite of geophysical equipment will be used to designate metallic/conductive utilities (e.g. steel pipe, electrical cable, telephone cable). Non-metallic/non-conductive utilities will be designated using other proven methods, such as rodding, and probing. Where access is available, a sonde will be inserted into the utility line to provide a medium for signal transmission, which can then be designated using geophysical equipment. In instances where access is not available, ENGINEER will attempt to designate the utility by probing. ENGINEER will utilize a vacuum excavation truck equipped with a high pressure water lance to conduct probing. Probing will typically be conducted at 100-foot intervals, however, the probing interval may vary depending on the specific alignment of the utility. When using probing methods to designate, ENGINEER will vacuum excavate test holes periodically to provide positive visual verification that the correct utility is being probed. Due to inefficiencies, probing will not be attempted in paved areas. c. Locating Procedures It is estimated that an additional eight (8) test holes will be required for additional vertical information not provided during the designating procedure. ENGINEER will utilize the utility designating marks as determined in 1.0, b above and the proposed utility alignment plans prepared as part of the Lancaster Avenue Reconstruction to layout the test hole locations. ENGINEER will utilize non-destructive vacuum excavation equipment to excavate test holes at the required locations. Once each utility is located, ENGINEER will record the utility type, size, material, depth to top and general direction. Test hole excavations will be backfilled with appropriate material, compacted in lifts be mechanical means, and the original surface will be restored. 06/23/04 EA 1-2 d. Traffic Control ENGINEER will establish routine/ordinary traffic control (cones, free standing signage, etc.) as required. Non-routine traffic control measures (barricades, flag person, changeable message board, etc.) are not included in this scope of services and shall be considered as an additional service. e. Data Collection Information Submittal ENGINEER will produce SUE plans depicting the type, horizontal location, and size, if available, of the designated utilities. In addition, ENGINEER will produce a summary sheet containing test hole field notes. A test hole data form will be prepared for each test hole, including coordinate and elevation information. PART B. DISCUSSION: In conjunction with the proposed roadway reconstruction of Lancaster Avenue, the City is currently relocating all public water and sanitary sewer mains located within the project limits. The Texas Department of Transportation (TXDOT) has informed City Staff that it will require a letter from the City certifying that all utilities are clear prior to TxDOT letting the roadway reconstruction contract. In order to identify all conflict locations between existing utilities and the proposed roadway project, it is necessary to conduct a Subsurface Utility Engineering (SUE) study. Based upon the results of the SUE study, design modifications will be made to the project plans that will eliminate any delays and added construction costs or claims by TxDOT's contractor during construction. Tumer Collie & Braden, Inc., proposes to perform the design work for a lump sum fee of $59,385. Staff considers this fee to be fair and reasonable for the scope of services proposed. Turner Collie & Braden, Inc. is in compliance with the City's M/WBE Ordinance by committing to 82% M/WBE participation. The City's goal on this project is 82%. The project is located in COUNCIL DISTRICT 9 Mapsco76A.
