AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE AIRPORT GRANTS FUND IN THE AMOUNT OF $22,222,222.00 SUBJECT TO
RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE RUNWAY
EXTENSION PROJECT AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airport Grants Fund in the amount of $22,222,222.00 subject to receipt of the grant, for the purpose of
funding the Runway Extension Project at Fort Worth Alliance Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of, if Awarded, a Grant from the Federal Aviation Administration
in an Amount Up to $20,000,000.00 for the Runway Extension Project at Fort Worth Alliance Airport and
Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, a grant from the Federal Aviation
Administration in an amount up to $20,000,000.00 for the Runway Extension Project at Fort Worth
Alliance Airport;
2. Authorize the use of land credits in the amount up to $2,222,222.22 for the City of Fort Worth's in-kind
local match of ten percent of the project cost; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants Fund in the amount up to $22,222,222.22, subject to receipt of the grant.
DISCUSSION:
Each year, the City receives discretionary funding from the Federal Aviation Administration (FAA) for the
Runway Extension Project (Project) at Fort Worth Alliance Airport (Alliance). The FAA has advised the
City to expect an amount up to $20,000,000.00 in 2015 discretionary funding and has asked that a project
application be submitted. This grant will provide needed funding for the construction phase of the
Project.
The Project is being completed in phases as federal funds become available. In 2001, the City received
the first grant for funding of the Project. To date, the Project has focused on land acquisition, highway and
rail-line relocation in preparation for the extension of the runways. This included the relocation of FM 156
and the Burlington Northern Santa Fe (BNSF) Main Line Railroad. As part of these relocations, Keller
Haslet and John Day Roads were relocated, requiring numerous right-of-way and easement acquisitions
as well as extensive utility relocations.
With completion of the relocation of FM 156 and the relocation of the BNSF Mainline underway, the
project is proceeding to its final phases. This includes the completion of the runway extension design,
which is expected to be finalized in May of 2015. The project is forecast to be bid in August of 2015, with
construction starting shortly thereafter. Construction, estimated at $58,500,000.00, is expected to be
completed in 2017. Staff anticipates that future FAA grants and matching land credits will fund the
balance of this project cost.

FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Airport Grants Fund.
