AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $12,451 666 SUBJECT TO RECEIPT OF
THE CONSOLIDATED PLAN GRANT FROM THE U S DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT FOR THE PURPOSE OF FUNDING THE CITY'S
CONSOLIDATED ACTION PLAN MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $12,451 666 subject to receipt of the Consolidated Action Plan grant from the
U S Department of Housing and Urban Development, for the purpose of funding the City's Consolidated
Plan.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative.of Ordinance No 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

HOPWA Grants) for Submission to the U S Department of Housing and Urban Development (HUD)
Authorize the Use of Funds from the CDBG and HOME Interest Earned Revolving Loan Funds and
Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Conduct a public hearing to allow citizen input and consideration of the 2007 2008 Consolidated Action
Plan (CAP)
2. Authorize the use of $1 476 300 in estimated program income from the CDBG and HOME
repayments, interest earned and Revolving Loan Funds
3 Adopted the attached appropriation ordinance increasing the estimated receipts and appropriations of
the Grants Fund in the amount of $12,451 666 ($6 806 253 in Community Development Block Grant
(CDBG) Program funds, $1 476 300 in estimated. program income $292,741 in Emergency Shelter Grant
(ESG) Program funds, $2,993 673 in HOME Investment Partnership Program funds, $63 699 in American
Dream Downpayment Initiative (ADDI) Program funds and $819 000 in Housing Opportunities for Persons
with HIV/AIDS(HOPWA) Program funds, all totaling $12 451 666 subject to receipt of the grant; and
4 Apply indirect cost rates as applicable for the Grants Fund in accordance with the City's Administrative
Regulations.
DISCUSSION
In 1994 HUD put forth a new policy regarding housing and community development activities carried out by
local jurisdictions, which requires jurisdictions to submit a CAP Grant Application The CAP Grant
Application details the funding uses of the five major HUD entitlement funding sources in support of the
Consolidated Plan which was submitted on April 15 2005
Working cooperatively with non-profit organizations, school districts and the private sector City staff has
been able to produce a Consolidated Plan which is both broad in scope and comprehensive with respect to
the inclusion of activities and funding sources in addition to the five grants listed above.
Each year the City is required to submit a revised CAP Grant Application detailing the activities to be funded
with the five major funding sources. The funding figures reflect the City's allocations, and are based on
FY2007 federal entitlement formula allocations for the Community Planning and Development Programs.
The CAP Grant Application details the projected use of funds for the upcoming program year beginning

June 1 2007 and ending May 31 2008 Once the CAP Grant Application is approved the City will be
eligible to receive grant funding for the HUD programs listed above At least 51 percent of these funds will
benefit low and moderate-income City citizens.
Amended to Add. $20 000 00 for the Bottle Bounty Program.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the attached
appropriation ordinance and receipt of grant funds, funds will be available in the current operating budget,
as appropriated of the Grants Fund
