HomeMy WebLinkAboutContract 42414-A3 CITY SECRET ) N I _ COMRA �1 AMENDMENT No.3 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 42414, (the CONTRACT) which was authorized by M&C C-25001 on the 12t" day of July, 2011 in the amount of $174,972. 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1 in the amount of $140, 605 . 00 which was authorized on April 3, 2012; and Amendment No. 2 in the amount of $12, 684 . 00 which was administratively authorized on January 14, 2012; and WHEREAS, the CONTRACT involves engineering services for the following project: Sanitary Sewer Rehabilitation Contract 80 (LXXX) ; and WHEREAS, it has become necessary to execute Amendment No.3 to the CONTRACT to include an increased scope of work and revised fee. NOWTHEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the M additional engineering services specified in a proposal dated C--) M January 8, 2015, a copy of which is attached hereto and M incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $49,500 . 00 . z 2 . Article II of the CONTRACT is amended to provide for an cm increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $377,761 . 00 . City of Fort Worth Water Department 311 W. 10" Street Fort Worth, Texas 76102 RE: Amendment No. 3— Sanitary Sewer Rehabilitation Contract 80 (LXXX) City Project No. 01499 City Secretary Contract No. 42414 Dear Mr. Sauceda: Halff Associates presents this Amendment No. 3 for additional services to City Project No. 01499. Amendment No. 3 shall include the effort necessary to complete the plans and project technical specifications for the Walsh Ranch Sanitary Sewer Extension Phase 2. The plans will be constructed by the developer's contractor so no bidding documents or services are required. Halff completed the original design of the approximately 4,700 linear feet of 24-inch diameter sanitary sewer extension in September 2004. Following is the scope and fee for completing the construction documents. SURVEY Horizontal and Vertical Control—Halff's sub-consultant, Gorrondona &Associates, Inc. will verify and re-establish the horizontal and vertical control along the proposed Phase 2 alignment, which is approximately 4,700 linear feet. Vertical and horizontal control shall be verified /established from the GPS control points that TranSystems established for the Walsh Ranch Projects. Topographic Survey— Gorrondona will provide a topographic survey for the new features along the route. The survey will locate all new features within the topographic limits including but not limited to power poles, trees or tree lines, buildings, sanitary sewer cleanouts, paving, fences, driveways, culverts, water valves, sanitary sewer manholes, and grade breaks. Since the plans were completed in 2004, the downstream manhole was constructed, a new driveway and creek crossing was constructed off of Old Weatherford Road at approximately SS Station 33+00, and a new fence was constructed on the north side of Old Weatherford Road between SS Stations 40+00 and the 47+00. Wetland Delineation — Halff will walk the proposed Phase 2 alignment to verify the wetland delineation conducted in January and February 2004 is applicable. FINAL CONSTRUCTION PLANS AND SPECIFICAITONS Aerial Crossing Design — Halff will review the applicable codes and design requirements for any changes since the 2004 design. Halff will evaluate the Mary's Creek flow velocities and potential scour at the aerial crossings based on the latest hydraulic models of Mary's Creek. Halff will update the aerial crossing plans to include any additional general notes, sections, details and specifications to meet the latest design standards and channel velocities. Halff will also make any modifications necessary to accommodate a 30-inch sewer line. iSWM Plan— Halff will prepare the necessary erosion control and iSWM plan according to City of Fort Worth Criteria. The plan will be included in the construction drawings for the contractor to use in the project Stormwater Pollution Prevention Plan (SWPPP). The Contractor is responsible for the preparation and maintenance of the project SWPPP. Construction Plans and Specifications— Halff will update the plans and specifications for Walsh Ranch Phase 2 (Stations 0+00 to 47+50 +/-) to meet current Fort Worth Water Department standards. At the City's request, Halff will also increase the size of the sewer line from 24-inch to 30-inch. The project documents will be prepared to submit to the developer's engineer for construction once the plans are approved. Halff will address one set of City comments prior to submitting final construction plans. Meetings — Halff will meet with the city staff to discuss the final plan submittal and any City comments. SERVICES NOT INCLUDED The following are not included in the scope of services: • Easement and Right-of-Entry Documents —The City has acquired the necessary right-of-way for the project. No additional documents are required. • Bidding and Construction Services —The City is providing this design to the developer's contractor for construction and will not bid the project. No bidding and construction services are required. ® • Mt Roberto Sauceda,P.E. ■® City of Fort Worth Water Department Eno January 8,2015 Page 3 • Urban Forestry Permit—This is a city utility project awarded well before the urban forestry requirements. We assume this project will not require an urban forestry permit. • USACE permitting —This project is authorized under the Nationwide Permit 12 Utility Line Activities and should not require USACE preconstruction notification. • Services related to development of the CITY's project financing and/or budget. • Public meetings • Services related to damages caused by fire, flood, earthquake or other acts of God. • Services related to Subsurface Utility Engineering Levels A, B, C or D • Services to support, prepare, document, bring, defend, or assist in litigation undertaken or defended by the CITY. • Performance of miscellaneous and supplemental services related to the project as requested by the CITY. COMPENSATION The level of effort breakdown is attached. A summary of the proposed budget for this revised amendment is as follows: Design $29,122 Survey $18,852 10% Sub Markup $1,526 TOTAL PROPOSED AMENDMENT NO. 3 $49,500 Following is the project fee summary: Original Contract $174,972 Amendment No. 1 $140,605 Amendment No. 2 $12,684 Amendment No. 3 $49.500 REVISED CONTRACT AMOUNT $377,761 Gorrondona & Associates, Inc., a MNVBE subcontractor, will conduct the necessary field survey. Their fee for the surrey is $15,260. This is 30.8% of the amendment. The amendment brings the total MNVBE fee to $121,260, which is 32.1% of the revised contract amount. This is above the 23% MNVBE goal set for the original project. A "Small Business Enterprise Request for Approval of Change/Addition Form" is attached. While Gorrondona &Associates, Inc. performed the original survey for the Walsh Ranch SS Extension, they were not previously a subcontractor on this project (SS Rehab Contract 80) and will need to be added. ■ ` Mt RoUerto Sauceda,P.Ci ■■■ City of frort Worth\Vatcr Dcpartment MEN January 8,2015 Page 4 SCHEDULE A detailed schedule will be provided once the amendment is approved.
