AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AVIATION GRANTS FUND IN THE AMOUNT OF $792,484.21 SUBJECT TO
RECEIPT OF THE AIRPORT CARGO ENTITLEMENT AND NON-PRIMARY GRANT
FROM THE FEDERAL AVIATION ADMINISTRATION FOR THE PURPOSE OF
FUNDING THE DESIGN AND CONSTRUCTION OF VARIOUS IMPROVEMENTS AT"
FORT WORTH ALLIANCE AIRPORT PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Airport Grants Fund in the amount of $792,484.21 subject to receipt of the Airport Cargo Entitlement and
Non-Primary Airport grant from the Federal Aviation Administration, for the purpose of funding the design
and construction of various improvements at Fort Worth Alliance Airport.
SECTION 2.
That should any portion section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded a grant from the Federal Aviation
Administration (FAA) in the amount of $752;860 to design and construct various improvements purchase
and install airfield lighting system (ALS) conduct noise mitigation and extend runway at Fort Worth Alliance
Airport;
2. Authorize the use of land credits in the amount of $39 624 21 for the City's in-kind local match of 5
percent of the project cost; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants Fund by $792,484 21 subject to receipt of the grant.
DISCUSSION
Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement and Non-Primary
Airport money from the FAA, which is based on the amount of cargo activity from the previous calendar
year and discretionary dollars available in the airport improvement program The total amount of
entitlement ($602 860) and non-primary ($150 000) airport money available to Alliance Airport this year is
$752 860 00
Upon receipt of a grant from the FAA, this Airport Cargo Entitlement and Non-Primary Airport Money will be
used for
Construction of Airfield Pavement Rehabilitation (Runway Shoulders Taxiway A to Taxiway D)
Design Airport Beacon Relocation
Purchase and Install Airfield Lighting Control and Monitoring System
Additional funding for portion of ARFF vehicle purchase
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
