AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE
CITY OF FORT WORTH, AS AMENDED, OF THE CODE OF THE CITY
OF FORT WORTH, TO AMEND SECTION 22-175, `HEAD-IN PARKING
PROHIBITED" OF CHAPTER 22, ARTICLE VI, DIVISION I `MOTOR
VEHICLES AND TRAFFIC" `STOPPING STANDING AND PARKING
TO CHANGE THE ANGLE REQUIRED FOR HEAD IN PARKING
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF
ALL ORDINANCES, PROVIDING A SAVINGS CLAUSE, PROVIDING A
SEVERABILITY CLAUSE PROVIDING FOR PUBLICATION AND
NAMING AN EFFECTIVE DATE
WHEREAS, m January 2003 the City Manager appointed the Development
Standards Task Force to assess the extent to which the Crty's development standards and
procedure effectively implement the developmental policies contained m the
Comprehensive Plan and to recommend amendments based on their assessment; and
WHEREAS, the ma~onty of the proposed amendments suggested by the Task
Force were approved by the Crty Council on January 24 2004 and
WHEREAS, the City Council conducted a special work session on the proposals
regarding sidewalks and head-m parking on January 20 2004 and
WHEREAS, on Apnl 13 2004 the Crty Council approved Ordinance Numbers
15946 and 15947 (M&C G-14332) amending Chapter 31 `Subdivision Regulations" related
to sidewalks, Chapter 22, `Motor Vehicles and Traffic related to head-m parking; and
amendments to the sidewalk policy m the Policy for Installation of Community Facilities,
WHEREAS, the amendment to Sec 22 175 adopted by the Crty Council on April
13 2004 provided for head m parking at an angle of sixty degrees under certain traffic
conditions and with the approval of the City Traffic Engineer if the new parking directly
supported a re-development project wrthtn the Crty• and
WHEREAS, m order to be m agreement with current City Traffic Engineering
Design Standards and Policy Guidelines regarding off street parking, the Crty Traffic
Engineer has requested an amendment to Section 22 175 `Head-m Parking" to require a
forty five degree angle rather than the current sixty degree head in parking space, and
WHEREAS, rt is advisable to amend the current language m the Crty Code to
require a forty five degree angle for head in parking;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS AS FOLLOWS
SECTION 1
Subsection (d)(3) of Section 22 175 `Head-in Parking Prohibited of Chapter 22,
Article VI, Division I of the Crty Code of the City of Fort Worth, `Motor Vehicles and
Traffic `Stopping, Standing and Parking" is amended to change the angle of head m
parking from sixty degrees to forty five degrees to read as follows
Sec. 22-175. Head-in parking.
(d) New angle/head-in parking maybe constructed if the following conditions
are met:
(1) The new parking directly supports a redevelopment project. A
redevelopment project shall be defined as any project that includes a change in
use of an existing structure, or the reuse of an existing parcel where prior use can
be demonstrated to the city
(2) The parking space is a minimum of twenty (20) feet in depth measured
from the face of the curb In constrained areas, an eighteen-foot minimum may be
considered and approved, when deemed appropriate by the city traffic engineer
(3) The parking spaces are at an angle of forty five degrees or greater to the
face of the curb
(4) The travel lane add acent to the new parking will be a minimum of fifteen
(15) feet wide In constrained areas, a minimum twelve foot wide travel lane may
be considered and approved, when deemed appropriate by the city traffic
engineer

(5) A minimum six foot wide paved sidewalk is required adjacent to the new
parking.
(6) The city traffic engineer determines that the new parking does not create a
hazard to pedestrians or traffic.
(7) The construction of curb and gutter sidewalks and the paved angle/head
m parking area meet all city specifications.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the
Code of the Crty of Fort Worth, Texas (1986), as amended, except where the provisions
of this ordinance are m direct conflict with the provisions of such ordinances and such
Code, m which event conflicting provisions of such ordinances and such Code are hereby
repealed.
SECTION 3.
It is hereby declared to be the intention of the Crty Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent ~unsdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation m this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 4
All rights and remedies of the City of Fort Worth, Texas, are expressly saved as to
any and all violations of the provisions of Ordinances No 3011 13896 and any other

ordinances affecting zoning which have accrued at the time of the effective date of this
ordinance, and, as to such accrued violations and all pending litigation, both civil and
criminal, whether pending m court or not, under such ordinances, same shall not be
affected by this ordinance but may be prosecuted until f nal disposition by the courts.
SECTION 5.
The City Secretary of the Crty of Fort Worth, Texas, is hereby directed to publish
the caption, penalty clause and effective date of this ordinance for two (2) days m the
official newspaper of the City of Fort Worth, Texas, as authorized by Section 52 013
Texas Local Government Code.
SECTION 6.
This ordinance shall take effect upon adoption and publication as required by law

DISCUSSION
In January 2003 the City Manager appointed the Development Standards Task Force (DSTF) to assess the
extent to which the City's development standards and procedures effectively implement the developmental
policies contained in the Comprehensive Plan and to recommend amendments based on that
assessment. The majority of proposed DSTF amendments were approved by the City Council on January
27 2004
The City of Fort Worth is planning developing and redeveloping portions of the city using the Urban Village
concept. Urban Village design fosters a more customer and pedestrian friendly atmosphere by providing
on-street parking and narrower streets which are easier for pedestrians to cross.
Minimum 45 degree angle parking reduces the required right-of-way width by approximately 5 feet as
compared to the current minimum of 60 degree angle parking As such additional areas will be able to
implement the Urban Village concept and provide more diverse parkway development alternatives.
An amendment has been requested by the City Traffic Engineer regarding Head-In Parking as follows.
The proposed amendment to Section 22 175 would require that all head-in parking be at an angle of 45
degrees or greater to the face of the curb rather than the existing angle of 60 degrees
This change is requested in order to be in agreement with current City Traffic Engineering Design
Standards and Policy Guidelines, Section 6 Access Control and Off-Street Parking
