AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $132,772 FROM A
WATER AND SEWER OPERATING FUND TRANSFER, FOR THE PURPOSE OF
EXECUTING AN ENGINEERING AGREEMENT WITH FREESE & NICHOLS INC FOR
THE EASTSIDE PUMP STATION IMPROVEMENT PROJECT OPERATIONAL STUDY
AND CONCEPT DESIGN PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in
the Water Capital Projects Fund in the amount of $132,772 from a Water and Sewer Operating Fund
transfer for the purpose of executing an engineering agreement with Freese & Nichols, Inc. for the
Eastside Pump Station Improvement Project, Operational Study and Concept Design
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $132 772 00 from the Water and Sewer Operating Fund to the Water Capital
Projects Fund
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $132 772 00 from available funds and
3 Authorize the City Manager to execute an engineering agreement with Freese & Nichols Inc. in the
amount of $132 772.00 for the Eastside Pump Station Improvement Project -Operational Study and
Concept Design
DISCUSSION
On March 19 2002 (M8~C C-19013) City Council authorized the execution of an engineering agreement for
the update to the Water System Master Plan This study provided schedules for major water capital
improvement projects through the year 2025 The update to the water master plan contains projections for
both population growth and corresponding potable water demands of each pressure zone within the Water
Department's service area.
The Eastside Pump Station serves a critical function in supplying water to the Eastside pressure plane The
Water Master Plan recommends that the Eastside pump station be rehabilitated or replaced due to pump
station capacity limitations and outdated and inefficient equipment.
As part of the scope of work, Freese & Nichols, Inc. will evaluate the Eastside Pump Station rehabilitation
versus replacement options determine potential locations for a relocated pump station prepare conceptual
design schematics for each alternative and develop cost estimates. The design of either the existing pump
station rehabilitation or a new Eastside Pump Station will be based on the recommendations contained
within the Operational Study and Concept Design
This project is located in COUNCIL DISTRICT 8
Freese & Nichols, Inc. is in compliance with the City's M/WBE Ordinance by committing to 10 percent
M/WBE participation The City's goal on this project is 10 percent.

attached appropriation ordinance funds will be available in the current capital budget, as appropriated of
