SUBJECT:
Authorize Execution of Agreements for Street Light Installation Services City-Wide with Bean Electrical,
Inc., and Independent Utility Construction Incorporated Each in the Amount Up to $500,000.00 (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council
1. Authorize execution of an Agreement for task order-based installation of street lights with Bean
Electrical, Inc., in the amount up to $500,000.00 with a term of one year and providing two additional
renewal options at the earlier expiration of the funds or time; and
2. Authorize execution of an Agreement for task order-based installation of street lights with Independent
Utility Construction Incorporated in the amount up to $500,000.00 with a term of one year and providing
two additional renewal options at the earlier expiration of the funds or time.
DISCUSSION:
The City has an ongoing need for on-call, task order-based streetlight installation services. For
responsiveness, it is advisable that the City have two concurrent contracts in place. The two lowest-bid
responsible and responsive vendors below, have been selected from among the bidders and are being
recommended for award of contract for the amounts up to $500,000.00 each to serve as contractors for
the City's street light installation program. Task orders will be issued and are contingent upon the
availability of funds and the availability of each of the contractors.
The project was advertised in the Fort Worth Star-Telegram on October 17, 2013 and October 24,
2013. On November 7, 2013, the following responsive proposals were received and are ranked from
lowest to highest bid price:

Staff recommends that the City enter into Agreements with Bean Electrical, Inc., and Independent Utility
Construction Incorporated to serve as the City's task-order contractors based upon their submission of the
first and second lowest bids.
M/WBE Office - Bean Electrical, Inc., is in compliance with the City's BDE Ordinance by committing to 10

percent MBE participation on this project. The goal for this project is 10 percent.
Independent Utility Construction, Incorporated is in compliance with the City's BDE Ordinance by
committing to 10 percent MBE participation on this project. The goal for this project is 10 percent.
RENEWAL OPTIONS - Each Agreement may be renewed for two additional times as long as the
contractor is committed to the originally bid unit prices and the City is willing to continue renewing the
Agreement with funding available. This action does not require specific City Council approval provided
that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal
term.

The Financial Management Services Director certifies that funds are available through the General Funds
annual appropriations and Capital Improvement Funds.

Yes,your office has received this information. If it's a renewal at the City's sole discretion, we're asking the vendor to
sign the letter acknowledging that the City is renewing the contract. Therefore,the law department is not signing off on
these renewals;the letter is for the sole purpose of having a record in the City Sec's office that the contract has been
renewed.
Going home at 5 and not having to think about anything until the next day is a good thing!

Well I hope your new job is going well. I need your assistance to verify comments
I received from Jack Dale regarding the Law Department's review of Renewal
Options. I have two renewal options for processing and neither one has a place for
Law to sign off. According to Jack, you advised him that Law did not want to
review the renewals; however, we have not received the same information to our
knowledge. Can you "access your memory bank" and advise me please? Thank
you.
