HomeMy WebLinkAboutOrdinance 17521-04-2007Ordinance No 17521-04-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $95,700 FROM A WATER AND SEWER OPERATING FUND TRANSFER, FOR THE PURPOSE OF EXECUTING AN ENGINEERING AGREEMENT WITH FREESE & NICHOLS, INC FOR AN AMMONIA TREATMENT PILOT PLANT STUDY AT VILLAGE CREEK WASTEWATER TREATMENT PLANT PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS' SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $95 700 from a Water and Sewer Operating Fund transfer for the purpose of executing an engineering agreement with Freese & Nichols, Inc. for an ammonia treatment pilot plant study at Village Creek Wastewater Treatment Plant. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Aoril 24, 2007 City of Fort Worth, Texas Mayor and Council Communication RECOMMENDATION It is recommended that the City Council 1 Authorize the transfer of $95 700 00 from the Water and Sewer Operating Fund to the Sewer Capital Projects Fund 2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Sewer Capital Projects Fund in the amount of $95 700 00 from available funds and 3 Authorize the City Manager to execute an engineering agreement with Freese & Nichols, Inc. for design services and operational support of a small scale ammonia treatment pilot plant at Village Creek Wastewater Treatment Plant for a total fee not to exceed $95 700 00 DISCUSSION During winter months the lower wastewater temperatures reduce the treatment capacity of wastewater treatment plants including the City of Fort Worth s Village Creek Wastewater Treatment Plant (VCWWTP) Last winter the VCWWTP had difficulty achieving regulatory permit limits for ammonia in the treated effluent discharged to the Trinity River Under a completed study Freese and Nichols, Inc. evaluated -the existing plant processes and determined that the VCWWTP was very near the regulatory permit ammonia treatment limits under normal conditions, not just in cold weather and recommended a pilot plant to evaluate the use of an Integrated Fixed-Film Activated Sludge (IFAS) process to increase the ammonia treatment capacity The IFAS system was recommended because it can be installed into existing aeration basins, thereby saving costs of additional facilities. Freese 8~ Nichols, Inc will design and operate the small scale ammonia treatment pilot plant and develop the design criteria for modification of existing facilities at the VCWWTP to allow installation of the IFAS system for a fee not to exceed $95 700 00 Plant staff and other in-house forces will construct the pilot plant. Additional design engineering and construction contracts will be required for the full-scale project. This project is located in COUNCIL DISTRICT 5 Freese & Nichols Inc. is in compliance with the City's M/WBE Ordinance by committing to 10 percent M/WBE participation The City's goal on this project is 10 percent.
