HomeMy WebLinkAboutOrdinance 21617-01-2015 r i Ordinance No. 21617-01-2015 I i AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $325,426.00, FROM I AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING AN UPDATE TO THE I WESTSIDE AND SOUTHSIDE PRESSURE PLANES WATER SYSTEM MASTER PLAN; I PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of$325,426.00, from available funds, for the purpose of funding an update to the Westside and Southside Pressure Planes Water System Master Plan. I E SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. r That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of i said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund from Impact Fees in the amount of$325,426.00; and 2. Authorize the execution of an Agreement with Freese and Nichols, Inc., in the amount of$325,426.00 + to update the Westside and Southside Pressure Planes Water System Master Plan. i DISCUSSION: On March 19, 2002, (M&C C-19013) the City Council authorized the execution of an Agreement with Freese and Nichols, Inc., to update the Water System to evaluate the capability of the water system to i meet water demands through 2025. This evaluation included a developed Water System Master Plan R Capital Improvements Plan (CIP) with cost estimates and implementation schedule, and identified additional water treatment capacity/plant requirements, transmission mains and pump stations. Since the original Water System Master Plan, Fort Worth and its water wholesale customers within Fort Worth's water service area in South and West Tarrant County have experienced significant growth and will require additional water supply in the near future. The growth pattern in the original Water System Master I Plan differs from the actual developed pattern. Reassessment of the existing available treatment capacity to serve these areas of the Fort Worth system and future CIP are required. In addition, the existing k distribution system lacks the redundancy and capacity to meet long-term demands in the growing I Southside and Westside pressure planes. Freese and Nichols, Inc., will develop future population and water demands for each of the Westside and Southside pressure planes, conduct water system modeling and capacity assessment for various scenarios, evaluate water conservation impacts to needed infrastructure improvements and recommend water capital improvements program, which will include scheduling and costs. M/WBE Office - Freese and Nichols, Inc., is in compliance with the City's BDE Ordinance by committing to 16 percent SBE participation on this project.
