HomeMy WebLinkAboutOrdinance 17537-05-2007Ordinance No 17537-05-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $600 500 SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION FOR THE PURPOSE OF FUNDING THE 2007 SUMMER FOOD SERVICE PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $600 500 subject to receipt of the grant from the Texas Health and Human Services Commission for the purpose of funding the 2007 Summer Food Service Program. SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $600 500 00 subject to receipt of the grant; 3 Authorize the execution of a contract with THHSC for the 2007 SFSP upon receipt of the grant; and 4 Apply an indirect cost rate of 1918 percent, which is the most recently approved rate for this department, and apply the new approved indirect rate when available DISCUSSION Since 1969 the City has sponsored the SFSP The SFSP provides nutritious lunches and snacks, prepared and delivered by a private vendor to youth 18 years of age and younger including residents in low-income housing Last year 155 672 lunches and 179 504 snacks were served to 6 795 children at 59 sites for a total operating cost of $492,747 55 The total administrative cost was $53 117 33 The THHSC has notified the City that funds are available for the operation of the 2007 SFSP It is projected that 160 500 lunches and 190 500 snacks will be served during the period from June 4 2007 through August 17 2007 The Parks and Community Services Department, Community Services Division will administer the SFSP according to guidelines established by the THHSC and the U S Department of Agriculture The SFSP requires daily monitoring of serving sites, therefore four existing employees will be paid from the Grants Fund for up to a maximum of 40 hours per week.
