Pursuant to the Contract, renewals are at the mutual agreement of the parties. This letter is to inform you that the City requests renewal of CSC No. 6 for an additional one year period, which will begin immediately upon the expiration of the current term and will end on January 24, 2015. NON- PUBLIC CODE: C TYPE: CONSENT HEARING: NO SUBJECT: Authorize Application for and Acceptance of Low-Income Weatherization Assistance Program Funds from Atmos Energy, Inc., in an Amount up to $340,000.00 Annually; Authorize Related Contracts; and Adopt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize the City Manager to apply for and accept, if awarded, a donation from Atmos Energy, Inc., in an amount up to $340,000.00 annually for a Low-Income Weatherization Program; 2. Authorize the execution of a contract with Atmos Energy, Inc., for the Keeping the Warmth Program beginning on the effective date and ending one year thereafter with automatic successive one year period renewals; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Trust Fund in an amount up to $340,000.00, subject to receipt of the funds. DISCUSSION: Atmos Energy, Inc., has developed a pilot low-income weatherization program called the Keeping the Warmth Program which will provide assistance to its low-income customers for energy efficiency measures. The primary objective of the program is to achieve a cost effective reduction of energy use in the homes of eligible families. To qualify, the household must be an Atmos Energy, Inc., customer and either (1) have income that does not exceed 125 percent of the Federal Income Poverty Guidelines or (2) an individual age 65 or older, The Keeping the Warmth Program provides weatherstripping, caulking, hot water heater blankets, insulation and other energy saving devices and materials to make homes more energy efficient. The proposed program will serve approximately 200 homes annually, supplement the Heating and Cooling Program funded by the Texas Department of Housing and Community Affairs Comprehensive Energy Assistance Program, and be administered within the standards and guidelines established by the City of Fort Worth and Atmos Energy, Inc. The City of Fort Worth also participates in the Sharing the Warmth Program which assists low income individuals and households with payment of their natural gas bills. In order to receive funding for the Keeping the Warmth Program, the individual or family must be a participant of the Sharing the Warmth Program. http://apps,cfwnet.org/council_packet/mc_review.asp?ID=10649&councildate=12/9/2008 1/18/2011 M&C Review Page 2 of 2 The contract shall automatically renew for successive one year periods but will allow either the City or Atmos Energy, Inc., to terminate the Keeping the Warmth Program agreement, with or without cause, upon thirty (30) days written notice to the other parry. This program will serve ALL COUNCIL DISTRICTS. FISCAL INFORMATION/CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, adoption of the attached appropriation ordinance, and receipt of the award, funds will be available in the current operating budget, as appropriated, of the Special Trust Fund.
