HomeMy WebLinkAboutOrdinance 17547-05-2007Ordinance No. 17547-OS-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $300,000, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF EXECUTING A SUPPLEMENTAL CONTRACT WITH THE U S. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR COMMUNITY MENTAL HEALTH SERVICES FOR CHILDREN AND THEIR FAMILIES; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $300,000, from available funds, for the purpose of executing a supplemental contract with the U S Department of Health and Human Services for Community Mental Health Services for Children and Their Families.. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY L..~- Assista'~nt Ci Aftor y ADOPTED AND EFFECTIVE. Authorize acceptance of $200 000 of in-kind contributions from community providers in mental health education juvenile justice health, substance abuse and child welfare for the required in-kind match, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $300 000 00 in the Grants Fund DISCUSSION City Council approved the Child Mental Health Initiative (CMHI) on April 23 2002 through M&C C-19063 to create and sustain effective systems of care for children with a mental illness. The purpose of the aforementioned supplemental grant contract is to augment and expand the current activities of the existing Child Mental Health Initiative (CMHI) Co-Operative Agreement, 'Children's Voices, Family Choices, Community Solutions. Building Blocks for Healthy Families by strengthening innovative activities directed or primarily influenced by family members, youth and community advocates in the areas of policy development and service planning to improve outcomes for children youth and families. These supplemental funds would be utilized to strengthen our developing 'Parent Connections: A Mentoring Initiative This initiative will pair volunteer family members who have graduated from services with Community Solutions with new family members coming into services. The volunteers would be identified as mentors. The role of the mentor will be to provide emotional support and guidance to new families that are receiving wraparound services. This initiative is the brainchild of parents who are currently or have been involved with Community Solutions. They have been meeting to conceptualize the format of this initiative and have recruited several interested parents to serve as mentors. The funds that would be received through this grant opportunity would serve to build upon the momentum that currently exists. Members of the Mental Health Connection and the Community Solutions Advisory Board are in full support of this initiative. Family members will continue to play a most vital role in the ongoing development and initiation of this project. Members are already discussing plans for sustainability of this effort post-funding Services received under this grant would include program development and implementation ongoing Logname• SOMENTALSUPPLEM Page 1 of 2 consultation and training of mentors, and oversight in matching mentors to families.
