TO CITY SECRETARY CONTRACT No. 45895 WHEREAS, the City of Fort Worth (CITY) and CP&Y, Inc, (ENGINEER) made and entered into City Secretary Contract No. 45895, (the CONTRACT) which was authorized by M&C C-26925 on the 19th day of August, 2014 in the amount of $ 468, 966. 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $8, 250 which was administratively authorized; and WHEREAS, the CONTRACT involves engineering services for the following project: Airport Development Projects at Alliance Airport; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated 12/1/14, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $73, 790. 00. 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $551,006. 00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. The additional duct bank design scope is as follows: 1. Revise profile from Sta. 10+00 to Sta. 58+75 to include additional 2-4" or 4-4" conduits 2. Revise alignment from Sta.10+00 to Sta.58+75 to include additional power manholes 3. Revise boring plan and profile from Sta.11+47 to Sta.13+81 4. Revise boring plan and profile from Sta.30+07 to Sta.30+07 5. Revise boring plan and profile from Sta.48+64 to Sta.54+05 6. Revise boring plan and profile from Sta.54+46 to Sta.55+35 7. Develop additional plan and profile for power duct bank 8. Develop transition details for power manholes 9. Revise phasing plan for revised scope. 10. Provide additional specifications for power duct bank and manholes Taxiway Centerline Light Replacement The original negotiated scope of the Taxiway A Centerline Light Replacement included only the centerline lights on Taxiway A. After further discussions it was determined that all centerline lights located on the electrical circuits feeding Taxiway A will need to be replaced. This includes all centerline lights on circuits TACLIS, TACLIN, and TACL2. The additional centerline lights included in this layout are all CATI and CATIII centerline lights on Taxiways A, H,J, G, F, E, D, and C located east of the Runway 16L-34R centerline. With the revised scope, the number of centerline lights to be replaced increases from 239 to 536. Also, included in the revised scope is calculating the load reduction due to the new LED light fixtures and expansion of approximately 1,400 feet of Taxiway A and providing recommendations for any regulator replacement in the electrical vault. DISCUSSION: On August 19, 2014, (M&C C-26925) the City Council authorized the execution of a Professional Services Agreement with CP&Y, Inc. (CP&Y), in the amount of$468,966.00 for engineering and construction management services associated with certain airport development projects at Fort Worth Alliance Airport (Alliance). CP&Y was chosen from among six qualified respondents to a Request for Qualifications for the purpose of providing engineering services at Alliance. The Agreement is a Multiple Work Order Agreement. The contract was subsequently revised by Amendment No. 1 in the amount of$8,250.00, which was administratively authorized on December 3, 2014 to provide additional survey and geotechnical studies for the Receiver/Transmitter Relay (RTR) work order of this project. This resulted in a revised total contract amount of$477,216.00. This Amendment No. 2 to City Secretary Contract No. 45895 with CP&Y is in an amount up to$73,790.00, which will increase the total contract amount to$551,006.00 and includes changes to the following work orders: 1. Engineering and Construction Management Services for the Receiver/Transmitter(RTR) Duct Bank and Taxiway H pavement repairs; revise plan sets to reflect changes in profile, boring, power manholes and phasing plan; this revision has become necessary due to routing revisions received from the Federal Aviation Administration (FAA) and Alliance Air Services as each completed planning phases for their 2015 Capital Improvement and Development Plan. 2. Engineering and Construction Management Services for Taxiway A centerline lighting improvements; increase in scope to include replacement of all centerline lights that feed into Taxiway A; the initial scope included replacement of only a few of the circuits that feed into Taxiway A; and upon completion of survey and site reviews, it was determined that all of the circuits that feed into Taxiway A need to be replaced. FAA grant funds will be used for these projects. Existing land credits that remain from the original land donation for Alliance Airport will be used for the City's 10 percent in-kind match. M/WBE OFFICE -CP&Y, Inc., agrees to maintain its initial DBE commitment of 17 percent that it made on the original Agreement and extend and maintain that same DBE commitment of 17 percent to all prior amendments up to and inclusive of this Amendment No. 2.
