HomeMy WebLinkAboutResolution 4411-02-2015 A Resolution NO. 4411-02-2015 SUPPORTING THE CLOSURE AND REDEVELOPMENT OF RUNWAY 9/27 AT FORT WORTH MEACHAM INTERNATIONAL AIRPORT WHEREAS Runway 9/27 at Fort Worth Meacham International Airport (Airport), as depicted in the attached Exhibit A, is in a failed condition and not suitable for the landing and taking off of aircraft; and WHEREAS Runway 9/27 creates numerous potential runway incursion locations, causing significant safety risks; and WHEREAS both the current Airport Master Plan and the current Airport Layout Plan, approved by the Federal Aviation Administration (FAA) and the Texas Department of Transportation (TxDOT), contemplate the closure of Runway 9/27; and WHEREAS the FAA and TxDOT have stated that there is no regional need for Runway 9/27; and WHEREAS the FAA and TxDOT have determined that Runway 9/27 is ineligible for grant funding and have denied four requests for funding to reconstruct Runway 9/27; and WHEREAS the Aviation Department has provided multiple opportunities for the public and airport tenants, including the Aircraft Owners and Pilots Association and the Experimental Aircraft Association who collectively represent over 350,000 pilots across the country, to provide input regarding the proposed closure of Runway 9/27; and WHEREAS the Airport has a shortage of developable space and a continuing demand for based aircraft and hangar development; and WHEREAS the Aviation Department has already received letters of interest from existing airport tenants looking to construct additional hangars; and WHEREAS the Aviation Department recommends proceeding with the redevelopment of the Runway 9/27 area in conjunction with the FAA-approved Airport Master Plan; and WHEREAS the City of Fort Worth intends to seek federal funding for land improvements in preparation for development to include utilities, an access road, and taxiways; and L_r Lq ORT WO T Resolution No.4411-02-2015 WHEREAS the Aviation Department anticipates that redevelopment of this land will generate an estimated 300 jobs within the City of Fort Worth and an estimated $840,000 in revenue annually for the City of Fort Worth; and WHEREAS the Aviation Advisory Board, on January 15, 2015, voted to recommend the closure of Runway 9/27; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council supports the closure and redevelopment of Runway 9/27 at Meacham International Airport. 2. The City Manager is authorized to permanently close Runway 9/27 at Fort Worth Meacham International Airport in order to allow safety improvements to the airfield environment and to provide for future redevelopment opportunities. TxDOT's Aviation Division has received your September 12, 2014, letter respectfully requesting TxDOT Aviation to reconsider this office's declining of grant funding assistance for reconstruction of Runway 09/27 at Fort Worth Meacham International Airport. Funding participation assistance was declined after reviewing Meacham's January 17, 2014, letter of interest submitted requesting consideration for design and reconstruction of Runway 09/27. Repair and reconstruction of this runway would be extensive and, as stated in the letter of interest, estimated to cost$4,000,000. The request for funding assistance for the reconstruction of Runway 09/27 remains declined due to the runway being ineligible for funding through the FAA's Airport Improvement Program (AIP). The latest version of the AIP Handbook, FAA Order 5100.38D, effective September 30, 2014, states that per FAA policy, only a single runway at an airport may be funded unless there is determination that an additional runway is justified. The requirements,justification, and eligibility for runways are listed in Table 3-7 of the AIP Handbook. A runway that is not a Primary Runway, a Secondary Runway,or a Crosswind Runway is considered to be an Additional Runway. Additional Runways are not eligible for funding and any development such as marking, lighting,or maintenance projects on an additional runway is also ineligible. Table 3-7 of the AIP Handbook lists four runway types (Primary, Crosswind, Secondary, and Additional), their criteria, and AIP project eligibility. Runway 16/34 at Meacham would be considered the Primary Runway eligible for development consistent with FAA design and engineering standards. For a runway to be designated a Crosswind Runway, the wind coverage on the Primary Runway must be less than 95% in order for the runway to be eligible if justified for funding. The wind coverage for Runway 16/34 is listed as 98.3% in both the 2004 Airport Master Plan and on the latest Airport Layout Plan currently under review. As the wind coverage for Runway 16/34 is greater than 95%, any additional runways at Meacham cannot be designated a Crosswind Runway for AIP funding eligibility per Table 3-7b(1) criteria. The remaining type of runway that may receive AIP funding is a Secondary Runway. A runway may be designated as a Secondary Runway if it meets the criteria from Table 3-7c. Runway 17/35 satisfies the criteria of a Secondary Runway at Meacham. As such, Runway 09/27 is an Additional Runway by AIP definition and is ineligible for project funding. In addition to the FAA AIP Handbook,TxDOT Aviation follows internal guidance provided in our Policies and Standards document. As stated in a letter dated December 19, 2013, from Mr. Greg Miller, Director of Planning and Programming for TxDOT Aviation, it has been [TxDOT Aviation's] practice to limit major project funding to two runways per airport and that the Division's Policies and Standards documents state that for airports with crosswind runways not needed for wind coverage, reconstruction is considered a low priority and may not be funded. Fort Worth Meacham International should not expect funding participation through the TxDOT Aviation's Capital Improvement Program for the reconstruction of Runway 09/27 based on the runway's ineligibility for program funds through the AIP and from TxDOT Aviation Policies and Standards regarding crosswind runways. DISCUSSION: Runway 9/27 at Meacham International Airport is currently closed due to its failed condition and has been closed for over a year. During the last three years, the Aviation Department has made four separate requests to the Texas Department of Transportation (TxDOT) and to the Federal Aviation Administration (FAA) seeking grant funding to reconstruct the runway. All four requests have been denied due to funding ineligibility through the FAA Airport Improvement Program (AIP). Both the current Airport Master Plan and the current Airport Layout Plan, approved by the FAA and TxDOT, contemplate the closure of Runway 9/27. The FAA AIP Handbook states that designation as a required AIP approved Crosswind Runway requires the airport's primary runway to accommodate less than 95 percent of the airport's wind coverage. Meacham's Primary Runway 16/34 accommodates 98.5 percent of Meacham Airport's wind coverage. The FAA and TxDOT have stated that there is not a regional need or requirement to keep Runway 9/27 open. The North Texas Council of Governments Aviation Department (COG) also advised there is not a regional need for Runway 9/27. Airport Administration has involved the public at a very early stage by holding individual meetings with tenants, followed by two public meetings. The closure of Runway 9/27 has been an item for discussion on the Aviation Advisory Board's Agenda for the last six months. It has been clearly stated that Meacham International Airport will not receive any federal or state grant funding for the reconstruction of Runway 9/27. Due to its current failed condition and final determinations from the FAA and TxDOT, regarding its ineligibility for funding, Runway 9/27 is recommended for closure. On January 15, 2015, the Aviation Advisory Board unanimously recommended that the City Council adopt this resolution.
