AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $6,000.00, FROM AVAILABLE FUNDS,
FOR THE PURPOSE OF FUNDING OPERATIONAL COSTS OF THE FORT WORTH
BUSINESS ASSISTANCE CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; !
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL f
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:

SECTION 1.
i
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the ;
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$6,000.00, from available funds, for the purpose of funding operational costs
of the Fort Worth Business Assistance Center. i

SECTION 2.
i
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining j
provisions shall be and remain in full force and effect. ll
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.

This ordinance shall take effect upon adoption.

Authorize Use of Interest in the Amount Up to $6,000.00 from State Grant Funds Allocated Through the
University of North Texas Health Science Center for Operational Costs of the Fort Worth Business
Assistance Center and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
i
1. Authorize the use of interest in the amount up to $6,000.00 from State grant funds allocated to the City i
of Fort Worth through the University of North Texas Health Science Center for operational costs of the i
Fort Worth Business Assistance Center; and
i
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
i Grants Fund in the amount of$6,000.00 for the interest earned. }

i DISCUSSION: i
On August 21, 2012, (City Secretary Contract No. 45352, M&C C-25800) the City Council authorized the
City Manager to enter into an Agreement with the University of North Texas Health Science Center
(UNTHSC) to accept and receive $800,000.00 in grant funds from the State of Texas, pursuant to S.B. 1
i (General Appropriations Act, 2012-2013), 82nd Legislature, for renovations to the historic Guinn

Elementary School as well as operations of the Fort Worth Business Assistance Center (BAC).

i On December 10, 2013, (City Secretary Contract No. 45476, M&C C-26595) the City Council authorized
the City Manager to enter into an Agreement with the University of North Texas Health Science Center
(UNTHSC)to accept and receive $1,000,000.00 in grant funds from the State of Texas, pursuant to S.B. 1
(General Appropriations Act, 2014-2015), 83rd Legislature, for renovations to the historic Guinn
Elementary School as well as operations of the Fort Worth BAC.
Deposits on the grant funding during the terms of the Agreements have earned interest in the amount of
$6,000.00 that has not yet been expended. Adoption of the attached appropriation ordinance will allow
the remaining earned interest funds to be used for operational costs associated with the Fort Worth BAC.

The Guinn School property is located in COUNCIL DISTRICT 8.
FISCAL INFORMATION / CERTIFICATION:
Upon adoption of the attached appropriation ordinance the funds will be deposited into the Grants Fund,
Interest on Investments account, which has total estimated revenue of$12,563.74 in Fiscal Year 2015 and
receipts of$85.53 as of February 5, 2015.

Also, upon adoption of the ordinance $1,000.00 will be appropriated in the Grants Fund, Contractual
Services account, which has existing appropriation of$7,613.36 in the Fiscal Year 2015 budget for this
purpose and no year to date expenditures. The remaining $5,000.00 will be appropriated in the Grants
Fund, Regular Employee Salaries account, which has existing appropriations of$235,201.81 in the Fiscal
Year 2015 budget for this purpose and year to date expenditures of$74,655.69. i
Upon approval of this recommendation and adoption of the attached ordinance, the Financial
Management Services Director certifies that funds will be available in the operating budget of the Grants
Fund for operations of the Fort Worth Business Assistance Center.
