DISCUSSION
In the FY 2004 and FY 2005 federal appropriations bills, the City of Fort Worth received earmarks totaling
$4 484 000 00 ("Urban Village Funds") in transportation funds through the Federal Highway Administration s
Section 115 Demonstration Program These funds are to be allocated for projects within designated urban
villages In addition NCTCOG issued a call for projects on October 17 to public agencies in order to fund
up to approximately $40 million in transportation improvements throughout the region ("Sustainable
Development Funds") NCTCOG has set aside $12.6 million of these funds for the Western subregion
which includes the City of Fort Worth for projects around transit stations for pedestrian-oriented infill
projects in historic downtowns, and for infill projects in low-income high unemployment, and high vehicle
emission areas
On November 1 2005 the Central City Revitalization and Economic Development Committee (CCREDC)
endorsed the release of a Request for Proposals (RFP) to allocate Urban Village Funds and to nominate
projects for the NCTCOG Sustainable Development Funds. In accordance with the CCREDC
endorsement, the City issued an RFP on November 2, 2005
