Authorize the execution of a construction contract with The Fain Group, Inc., in the amount of $819,428.50 for the construction of park improvements at Northwest Community Park; and 2. Adopt the attached resolution dedicating 49.6 acres of parkland within Northwest Community Park as Natural Area/Open Space in perpetuity, as required by the Texas Parks and Wildlife Department Urban Outdoor Recreation Grant(City Secretary Contract No. 42309). DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the award and execution of a construction contract to The Fain Group, Inc., in the amount of$819,428.50 for the construction of Phase I park improvements at Northwest Community Park and to adopt the attached resolution dedicating 49.6 acres of parkland within Northwest Community Park as a Natural Area/Open Space in perpetuity. On March 1, 2011, (Resolution No. 3971-03-2011)the City Council authorized the City Manager to apply for the Urban Outdoor Recreation Grant in the amount of$1,000,000.00 from the Texas Parks and Wildlife Department(TPWD). At that time,the City was negotiating for the purchase of the property and used the value of the Park as the source of the local match. On June 14, 2011, (M&C L-15210)the City Council authorized the purchase of 245.77 acres for the Park in the amount of $7,000,000.00 and esitmated closing cost up to$45,000.00. On September 21, 2011, (City Secretary Contract No. 42309)the City entered into a grant Agreement with TPWD for the$1,000,000.00 awarded for the Urban Outdoor Recreation Grant. On September 25, 2012, (M&C C-25888)the City Council authorized award of an Engineering Agreement with Gary Paul Kutilek d/b/a the Landscape Alliance, in the amount of$188,790.00 for the design and engineering of park improvements at Northwest Community Park(City Secretary Contract No. 43928). Upon the conclusion of public input meetings held November 27, 2012 and February 25,2013 and following the Park Board endorsement of the Northwest Community Park Master Plan on November 24, 2013, construction document preparation was initiated for Phase I of the proposed park improvements. The project was advertised for bids on October 23, 2014 and October 30, 2014 in the Fort Worth Star-Telegram. In addition to the contract cost, associated contingency funding for construction inspection, change orders and testing is estimated in the amount of$28,571.50 for a project construction phase total of$848,000.00. M/WBE OFFICE-The Fain Group, Inc., is in compliance with the City's BDE Ordinance by committing to 15 percent MBE participation on this project. The City's MBE goal for this project is 15 percent. Permitting fees shall be waived for this project as noted in the Specifications and Contract Documents for Northwest Community Park; Division I -General Requirements-Section 01100- Summary of Work-Note. In general: • The Prime Bidder, as general contractor or sub-contractor, must demonstrate similar project scope experience on three (3) projects within the last three (3) years. BID SECURITY: Cashier's check or an acceptable bidder's bond payable to the City of Fort Worth, in an amount of not less than 5 percent of the largest possible total of the bid submitted must accompany the bid, and is subject to forfeit in the event the successful bidder fails to execute the contract documents within ten days after the contract has been awarded. To be an acceptable surety on the bid bond, the surety must be authorized to do business in the state of Texas. In addition, the surety must (1) hold a certificate of authority from the Untied States secretary of the treasury to qualify as a surety on obligations permitted or required under federal law; or (2) have obtained reinsurance for any liability in excess of$100,000 from a reinsurer that is authorized and admitted as a reinsurer in the state of Texas and is the holder of a certificate of authority from the Untied States secretary of the treasury to qualify as a surety on obligations permitted or required under federal law. The total obtained by taking the sum of the products of unit prices quoted and the estimated quantities plus any lump sum items and such other quoted amounts as may enter into the cost of the completed project will be considered as the amount of the bid. Until the award of the contract is made by the Owner, the right will be reserved to reject any or all proposals and waive technicalities,to re-advertise for new proposals, or to proceed with the work in any manner as maybe considered for the best interest of the Owner. The quantities of work and materials to be furnished as may be listed in the proposal forms or other parts of the Contract Documents will be considered as approximate only and will be used for the purpose of comparing bids on a uniform basis. Payment will be made to the Contractor for only the actual quantities of work performed or materials furnished in strict accordance with the Contract Documents and Plans. PERMITS: The Contractor shall obtain all permits necessary for compliance to the City of Fort Worth Building Code. Fees shall be waived for permit applications. For a listing of anticipated project permits,refer to Div. I- General Requirements: Section 01100-3. SPECIAL INSTRUCTIONS TO BIDDERS -I - 5. AWARD OF CONTRACT: The Contract may not necessarily be awarded to the lowest bidder of the Base Bid. The Parks and Community Services Department shall evaluate and recommend to the City Council the best bid based on the combined benefits of total bid price and number of contract days allotted, as specified in the Proposal, and which is considered to be in the best interest of the City. Regardless of the Alternative chosen, the Contractor agrees to complete the Contract within the allotted number of days. If the Contractor fails to complete the work within the number of days specified in the Construction Documents, liquidated damages shall be charged as out!;---d m General ProNrisions, item 8.6 Failure to Complete Work on Time, found in the Standard Specifications for Street and Storm Drain Construction of the City of Fort Worth, Texas. 6. PAYMENT,PERFORMANCE AND MAINTENANCE BONDS: The successful bidder entering into a contract for the woik will be required to give the City surety in a sum equal to the amount of the contract awarded. The successful bidder shall be required to furnish bonding as applicable in a sum equal to the amount of the contract awarded. The form of the bond shall be as herein provided and the surety shall be acceptable to the _ City. All bonds furnished hereunder shall meet the requirements of Chapter 2253 of the Texas Government Code, as amended. A. If the total contract price is $25,000 or less,payment to the contractor shall be made in one lump sum. Payment shall not be made for a period of 45 calendar days from the date the work has been completed and accepted by the City. B. If the contract amount is in excess of$25,000, a Payment Bond shall be executed, in the amount of the contract, solely for the protection of all claimants — supplying labor and material in the prosecution of the work. C. If the contract amount is in excess of$100,000, a Performance Bond shall be �. executed, in the amount of the contract conditioned on the faithful performance of the work in accordance with the plans, specifications, and contract documents. Said bond shall solely be for the protection of the City of Fort Worth. D. A Maintenance Bond shall be required for all Parks and Community Services Department projects to insure the prompt, full and faithful performance of the general guarantee as set forth in Division 1, Section 01150—Item 1.14: Warranty In order for a surety to be acceptable to the City, the surety must meet the requirements of V. A. T. S Insurance Code, art. 7.19-1(c). Satisfactory,proof of any such reinsurance shall be provided to the City as outlined in the Notice To Bidders. The City, in its sole discretion,will determine the adequacy of the proof required herein. No sureties will be accepted by the City that are at the time in default or delinquent on any bonds or which are interested in any litigation against the City. Should any surety on the contract be determined unsatisfactory at any time by the City,notice will be given to the contractor to that effect and the contractor shall immediately provide a new surety satisfactory to the City SPECIAL INSTRUCTIONS TO BIDDERS -2= 7. LIQUIDATED DAMAGES: The Contractor's attention is called to Part 1 - General Provisions, Item 8, Paragraph 8.6, Standard Specifications for Street and Storm Drain Construction of the City of Fort Worth, Texas, concerning liquidated damages for late completion of projects. 8. EMPLOYMENT: All bidders will be required to comply with City Ordinance No. 7278 ` as amended by City Ordinance No. 7400 (Fort Worth City Code Section 13-A-21 through 13-A-29)prohibiting discrimination in employment practices. 9. WAGE RATES: All bidders will be required to comply with provision 5159a of "Vernons Annotated Civil Statutes" of the State of Texas with respect to the payment of prevailing wage rates as established by the City of Fort Worth, Texas, and set forth in Contract Documents for this project. This statement is to be prepared by an independent Public Accountant holding a valid permit issued by an appropriate State Licensing Agency. 11. INSURANCE: Within ten days of receipt of notice of award-of contract, the Contractor must provide, along with executed contract documents and appropriate bonds,proof of insurance for Workers Compensation(statutory); Comprehensive General Liability ($1,000,000 per occurrence, $2,000,000 aggregate); and Automobile Insurance ($1,000,000 each accident on a combined single basis or$250,000 property damage/$500,000 bodily injury per person per occurrence. A commercial business policy shall provide coverage on"any auto", defined as autos owned,hired, and non- owned). Additional lines of coverage may be requested. If such a request is made after bid opening, Contractor shall be entitled to additional compensation equal to 110% of the additional premium cost. For worker's compensation insurance requirements, see Special Instructions to Bidders - Item 16. ADDITIONAL INSURANCE REQUIREMENTS: A. The City, its officers, employees and servants shall be endorsed as an additional insured on Contractor's insurance policies excepting employer's liability insurance coverage under Contractor's workers'compensation insurance policy. B. Certificates of insurance shall be delivered to the City of Fort Worth, contract administrator in the respective department as specified in the, bid documents, 1000 Throckmorton Street, Fort Worth, TX 76102, prior,to commencement of work on the contracted project. C. Any failure on part of the City to request required insurance documentation shall not constitute a waiver of the insurance requirements specified herein. SPECIAL INSTRUCTIONS TO BIDDERS -3- D. Each insurance policy shall be endorsed to provide the City a minimum thirty days notice of cancellation, non-renewal, and/or material change in policy terms or coverage. A ten days notice shall be acceptable in the event of non-payment of premium. E. Insurers must be authorized to do business in the State of Texas-and have a current A.M. Best rating of A: VII or equivalent measure of financial strength and solvency. Other than worker's compensation insurance, in lieu of traditional insurance, City may consider alternative coverage or risk treatment measures through insurance pools or risk retention groups. Workers' compensation insurance policy(s) covering employees employed on the project shall be endorsed with a waiver of subrogation providing rights of recovery in favor of the City. I. City shall not be responsible for the direct payment of insurance premium costs for contractor's insurance. J. Contractor's insurance policies shall each be endorsed to provide that such insurance is primary protection and any self-funded or commercial coverage maintained by City shall not be called upon to contribute to loss recovery. K. In the course of the project, Contractor shall report, in a timely manner,to City's officially designated contract administrator any known loss occurrence which �* could give rise to a liability claim or lawsuit or which could result in a property loss. L. Contractor's liability shall not be limited to the specified amounts of insurance required herein. M. Upon the request of City, Contractor shall provide complete copies of all insurance policies required by these contract documents. 12. PROTECTION OF TREES, PLANTS AND SOIL: All property along and adjacent to the Contractor's operations including lawns, yards, shrubs,trees, etc., shall be preserved or restored, after completion of the work,to a condition equal or better than existed prior to start of work. �- By Ordinance, the Contractor must obtain a permit from the City Forester before any work (trimming,removal, or root pruning)can be done on trees or shrubs growing on public, property including street Rights-Of-Way and designated alleys. All tree work shall be in compliance with pruning standards for Class H Pruning as described by the National Arborist M Association. A copy of these standards can be provided by calling the above number. Any damage to public trees due to negligence by the Contractor shall be assessed using the current formula for Shade Tree Evaluation as defined by the International Society of Arboriculture. Payment for negligent damage to public trees shall be made to the City of Fort Worth and may be withheld from funds due the Contractor by the City. w To prevent the spread of the Oak Wilt fungus, all wounds on Live Oak and Red Oak trees shall be immediately sealed using a commercial pruning paint. OZONE ALERT DAYS: The Contractor shall be required to observe the following guidelines relating to working on City construction sites on days designated as "OZONE ALERT DAYS". Typically,the Ozone Alert season within the Metroplex area runs from May through September, with 6:00 a.m. - 10:00 a.m. being critical ozone forming periods each day. The Texas Natural Resource Conservation Commission(TNRCC) in coordination with the National Weather Service,will issue the Ozone Alert by 3:00 p.m. on the afternoon prior to the alert day. On designated Ozone Alert Days, the Contractor shall bear the responsibility of being aware that such days have been designated Ozone Alert Lays and Y as such shall not begin work until 10:00 a.m. whenever constriction phasing requires substantial use of motorized equipment. However, the Contractor may begin work earlier if such work minimizes the use of motorized equipment prior to 10:00 a.m. If the Contractor is unable to perform continuous work for a period of at least seven hours between the hours of 7:00 a.m. - 6:00 p.m., on a designated Ozone Alert Day,that day will be considered as a weather day and added onto the.allowable weather days of a given month. 18. WORKERS COMPENSATION INSURANCE COVERAGE: Contractors compliance with Workers Compensation shall be'as follows: A. Definitions: SPECIAL INSTRUCTIONS TO BIDDERS -8- Certificate of coverage ("certificate")-A copy of a certificate of insurance, a certificate of authority to self-insure issued by the commission, or a coverage agreement(TWCC-81, TWCC-82,TWCC-83,or TWCC-84), showing statutory workers'compensation insurance coverage for the person's or entity employees providing services on a project, for the duration of the project. Duration of the project- includes the time from the beginning of the work on the project until the contractor's/person's work on the project has been completed and accepted by the governmental entity. The work for this investigation was performed in general accordance with CMJ Proposal 12-3779 dated March 28, 2012. Authorization to proceed with the investigation was provided on December 11, 2012. The investigation was to provide supportive geotechnical engineering services to The Landscape Alliance and CP&Y, Inc. regarding dam safety at Walnut Lake Dam. The dam is approximately 17 feet tall and 800 feet long. The dam reportedly has no problems with slope stability; however, erosion has affected the dam upstream slope and abundant vegetation exists on the dam sideslopes.. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 2 of 18 • In addition, a reconnaissance was conducted of the dam and.general reservoir area for surface geotechnical and. geological conditions and appearance of undue, undesirable performance. • Conducted laboratory tests on selected soil-samples to include moisture content and soil identification, gradation, liquid and plastic limit determination, strength, permeability, dispersion, and lime series characteristics. • Conducted engineering operations to include a slope stabilityanalysis, a check of seepage ,potential, dispersive soil potential and relatively undesirable soil materials in the earthen dam and foundation, and provided a written report with the results of the investigation and recommendations for any new fill addition to side slopes, as appropriate. �. • Provided recommendations for pavement subgrade preparation and concrete pavement thickness for car and light truck parking. Plate A.1 presents a site plan with locations of exploration borings. Plates A.2 and A.3 describe nomenclature' utilized on the boring logs. Plates A.4 through A.8 present detailed logs of material encountered in the borings and the majority of selected laboratory test results. SOIL AND ROCK CONDITIONS Borings along the actual dam centerline are presented as Borings B-1, B-2, and B-3. These borings encountered 5 to 16 feet of fill materials underlain by soils and natural rocks of the Fort Worth/ Duck Creek Formations of Cretaceous Age. Onsite fill materials generally consist of light to dark brown, tan, and gray silty clays with various calcareous content. The fill soils exhibited pocket penetrometer values varying from 0.5 to over 4.5 tons per square foot (tsf). This consistency generally corresponds to the soils being in a soft to very stiff condition. Soil zones with pocket penetrometer values of 1.0 tsf or less are soft to very soft. No organic or deleterious materials were noted within the fill soils at the borings. Borings B-1, B-2, and B-3 encountered natural dark brown, and light gray silty and shaly clays with some rock fragments below the ill materials. Boring B-1 exhibited intzrbedded tan CMJ ENGINEERING, INC. The Landscape Alliance CMJ Report 1796-12-01 March.20,2012 Page 3 of 18 limestone and silty and shaly clays to a 15—foot depth. Soils between depths of 15 to 18 feet in Boring B-2 were firm with pocket penetrometer values of 1.25 to 1.5 tsf. The majority of.natural soils had a consistency of stiff to very stiff and with corresponding pocket penetrometer values varying from 1.75 to over 4.5 tsf. Rock in Borings B-1 through B-3 consists of tan limestone at depths of 20, 20, and 5 feet, respectively, underlain by gray limestone and shale below depths of 24, 28, and 15 feet, respectively. This rock is moderately hard to very hard. Boring B-4 was drilled in the south abutment area of the earthen dam. Soil materials encountered in this boring are similar to those encountered in the earthen dam borings. Materials consist of brown and light brown silty clays with various limestone fragments. Pocket penetrometer values within this boring vary from 4.25 to over 4.5 tsf, indicating a very stiff soil. Tan and gray limestone is present in Boring B-4 from 5 to 20 feet. This rock is moderately hard to very hard. Boring B-5 was drilled south of the existing house and approximately 400 to 500 feet south of the dam atop a plateau. The boring encountered 1 foot of dark brown silty clay with limestone fragments underlain by tan, hard to very hard limestone. Boring B-5 was drilled for future paving considerations and terminated at an 8-foot depth. All of the onsite soils exhibited liquid limits varying from 34 to 76 and plasticity indices varying from 18 to 50. Unconfined compressive strength tests resulted in values varying from 1,160 to 6,740 pounds per square foot (psf). Permeability tests conducted on soil materials resulted in values varying from 5.8 X 10"a to 6.8 X 10'8 centimeters per second (cm/sec). These tests correspond to a relatively impermeable soil condition. Dispersion tests were conducted to assess the percent dispersion of onsite soils as it relates to the potential of soils to break down under the passage of water. Results of two dispersion tests indicated that the percent dispersion of onsite soils at the tested locations is 0 percent indicating completely non- dispersive soils. GROUND-WATER READINGS The borings were drilled using continuous flight augers and continuous sampling in order to observe the potential of water seepage into the boreholes during and immediately after drilling. Variation in ground water can only be determined by the installation of piezometers and monitoring wells, and evaluating/monitoring these over various timeframes. SITE RECONNAISSANCE Boring B-2 and B-3 indicate fill materials on the order of 15 feet. The side slopes of this dam are heavily vegetated with mixed grasses and weeds, and with bushes and trees with diameters varying from 1 inch to 24 inches. Several trees are dead. Animal burrow holes exist throughout the downstream slope and along the dam crest. No seepage was noted at the downstream toe. No boils or downstream sliding was noted. Significant erosion had occurred between Borings B-1 and B-3 on the upstream slope. No slope protection is present along this slope. No intake structure is present. The principal spillway is along the south abutment and appears to primarily be on rock. Some erosion well downstream of the dam is present in the spillway outlet stream bed. ,,. CMJ ENGINEERING, INC. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 5 of 18 COMMENTS AND RECOMMENDATIONS Existing Dam Condition Results of the field reconnaissance, exploration borings and laboratory testing indicate that the existing dam soils are free from deleterious materials. The onsite clays have a relatively low permeability and a non-dispersive potential; however, 2- to 5-foot zones of low to very low strength soils exist at the base of the earth dam fill and pose a potential concern regarding slope stability. Even though the downstream dam side slope is steeper than normally acceptable slopes (i.e., steeper than 3H to 1V), the slope does not show abnormal or adverse stability problems or conditions at the time of the site visit. Water levels within the dam were recorded 17 to 23 feet below the dam crest during intial drilling. All borings were dry at completion of drilling. Seepage zones appear to be either at the earth dam fill/natural soil interface or definitely below 10 to 11 feet below the dam crest based on pocket pen values and soil moisture contents. Slope Stability Analyses Computer-Aided Analyses CMJ Engineering, Inc. analyzed a conservative cross-section that assumes a slope of 2 horizontal to 1 vertical (2HAV). The following text identifies the engineering analyses conducted for computer — aided.slope stability. Readers will see that the strength parameters selected for slope stability analyses resulted in safety factors on or around 1.8 to 2.1. A safety factor of 1.0 implies impending failure. A minimum factor.of safety of 1.5 is desired. Three design conditions are normally analyzed for slope stability analyses including during and end-of-construction, steady-state seepage conditions, and sudden drawdown conditions. The during/end-of-construction case and steady-state seepage conditions are, for this site, the same and were analyzed per the following report sections. Because soils are relatively impermeable and lake lowering is very improbable, sudden drawdown analyses is not necessary. CMJ ENGINEERING, INC. This limit equilibrium slope stability analysis utilizes Bishop, Janbu, or the Ordinary Method of Slices for analysis. Circular, random, and sliding block search routines are available for analysis. The. system overall allows analyses of hundreds of search options and potential failure surfaces and results in a print out showing the geometry, soil parameter summary, and listing of the most critical failure surface analyzed with the lowest safety factor. Analysis also allows the utilization of anisotropic soil strength parameters which aid in modeling. tension cracks of bedding planes as well as different soil strength in different directions. The system overall allows analyses of hundreds of search options and potential failure surfaces and results in a print out showing the geometry, soil parameter summary, and listing of the ten most critical failure surface analyzed. Slope Stability Input Parameters The selected geometry to' simulate slope conditions has design 'parameters as identified on Plates A.19 through A.22 in the top of the graph. The soil zones consist of the following: • Upper Soil Fill Zone -simulates dam fill soils with moderate strength. ~` • Lower Fill Soil Zone simulates soft to firm fill soils, softer than upper fill souls • Natural Soils—simulates firm soils, which rest atop rock • Lowest Soil Zone — simulates tan to gray limestone to shale possessing significantly increased strength parameters over upper soils. The water level was assumed using a reservoir level of Elevation 688; and a conservative surface leading to the downstream dam toe. Numerous analyses were conducted by CMJ -Engineering, Inc. to identify the worst-case methodology to use in analysis as well as the appropriate soil parameters, which affect the slope'stability. Slope stability analyses were checked using circular (see Plates A.19 and A.20) and block failure (see Plates A.21 and A.22) conditions. The soil type below each profile line is CMJ ENGINEERING, INC. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 7 of 18 denoted in the table below the plot. The table lists the assumed unit weight and strength properties for each soil type. Slope Stability Analyses Results Multiple analyses were performed in order to obtain the factors of safety for the investigation slope geometry considered. These outputs present the assumed orientation on the slope, soil strength parameters, 10 most critical failure surfaces, and factors of safety for the surfaces. Table 2 presents a summary of results of the slope stability analyses. Common practices in the geotechnical industry requires that a long-term safety factor on the order of 1.5 or greater be established for the safety of a slope. This essentially means that the resisting forces to sliding will be 50 percent greater that the driving forces for long-term conditions. The slope stability analyses indicate that the proposed slope has factors of safety of 1.79 to 2.11, indicating that the proposed slope cut is above acceptable standards based on the input parameters. Hand—Calculated Analyses Slope stability analyses were performed using the procedures presented by Taylor and Fellenius. Analyses assume the dam height of 15 feet, soil cohesion equal 350 to 500 psf, and soil unit weight equals 125 pcf. An angle of internal friction of 0 degrees was used. A friction angle of 0' simulates a saturated slope, which is very conservative for this dam. Two slope stability analyses were performed with the results contained in the following table. A factor of safety of 1.0 implies impending failure. A normally-accepted factor of safety for steady seepage through an earthen dam is 1.5. Seepage No evidence of seepage has been noted on the downstream slope or dam toe. There is no visual evidence of downstream boils or subsurface erosion. Results of the two soil dispersion tests noted completely non-dispersive soils. Om Boring B-2 and B-3 within deeper dam areas noted seepage during drilling at 17 and 23 feet, respectively. At drilling completion, both borings were dry. The-initial seepage depths appear below dam fill soil depths, indicating that the phreatic surface in the dam falls quickly along the upstream dam area. This further supports the fact that no seepage-related problems are occurring at the dam; furthermore, no specific seepage control measures appear warranted, assuming the following remedial measures are accomplished to refill animal burrow holes and appropriate maintenance and annual observations are provided. Remedial Recommendations 4 The downstream slope should be cleaned-up by removing all brush, dead trees, miscellaneous bushes, and any trees with trunk diameters of 4 inches or less. This vegetation removal should include grubbing near-surface root systems. All trees greater than 4 inches in diameter should remain in-place. CMJ ENGINEERING,INC. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 9 of 18 The upstream slope should be regarded and appropriate slope protection installed to eliminate further erosion. Riprap erosion protection_ should be installed above and below normal pool to reflect wave runup potential. All animal burrow holes should be eliminated. This process should include digging out any loose material within the burrow. To fill the holes, one may use moderately to highly plastic onsite soils which must be properly tamped to completely fill the hole. As an alternative, it may be easier to hand pressure grout the hole voids.. The final product should be a fully-filled void, which will no longer serve as a potential seepage conduit. All exposed slope areas not ripraped should be reseeded or otherwise grass-covered to prevent erosion. All exposed slopes should periodically be maintained to prevent bushes or new trees to exist. Grass slopes should be mowed/cut periodically, as needed. The owner should have the dam and spillway inspected annually for structural or functional defects. Any critical conditions or maintenance requirements should be identified and rectified as soon as practical. Document records should be maintained of any inspection results and repairs. PAVEMENTS Pavement Subgrade Preparation' The surface soils are anticipated to consist of moderately to highly active clays. These clays are subject to loss in support value with the moisture increases which occur beneath pavement sections. They react with hydrated lime, which serves to improve and maintain their support value. Treatment of these soils with hydrated lime will improve their subgrade characteristics to support area paving. In lieu of lime stabilization, a 6-inch flexible base (TxDOT Item 247, Type A, Grade-1 or 2) may be substituted. Lime treatment is recommended to support Portland cement concrete subject to heavy truck or bus traffic, although concrete paving subject to automobile and light truck traffic only generally will perform satisfactorily if placed on a prepared (untreated)subgrade. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 10 of 18 Prior to lime stabilization or compaction, the subgrade should be proofrolled with heavy pneumatic equipment. Any soft or pumping areas should be undercut to a firm subgrade and properly backfilled as described in the Earthwork section. The subgrade, stabilized or unstabilized, should be scarified to a minimum depth of 6 inches and uniformly compacted to a minimum of 95 percent of ASTM D 698 near, -2 to +4 percentage points, the optimum moisture content determined by that test. It should then be protected and maintained in a moist condition until the pavement is placed. The presence of rock fragments in the surricial soils can complicate mixing of the soil and lime. We recommend a minimum of 8 percent hydrated lime be used to modify the clay subgrade soils. The amount of hydrated lime ,required to stabilize the subgrade should be on the order of 36 pounds per square yard for a 6-inch depth. The hydrated lime should be thoroughly mixed and blended with the upper 6 inches of the clay subgrade (TxDOT Item 260). The hydrated lime should meet the requirements of Item 264 (Type A) in the Texas Department of Transportation (TxDOT) Standard Specifications for Construction of Highways, Streets and Bridges, 1993 Edition. Lime treatment should extend beyond exposed pavement edges to reduce the effects of shrinkage and associated loss of subgrade support. We recommend that subgrade stabilization extend to at least one foot beyond pavement edges to aid in reducing pavement movements and cracking along the curb line due to seasonal moisture variations after construction. Each construction area should be shaped to allow drainage of surface water during earthwork operations, and surface water should be pumped .. immediately from each construction area after each rain and a firm. subgrade condition maintained. Water should not be allowed to pond in order to prevent percolation and subgrade softening, and lime should be added to the subgrade after removal of all surface vegetation and debris. Sand should be specifically prohibited beneath pavement areas, since these more porous soils can allow water inflow, resulting in heave and strength loss of subgrade soils (lime stabilized soil will be allowed for fine grading). After fine.grading each area in preparation for paving, the subgrade surface should be lightly moistened, as needed, and recompacted to obtain a tight non-yielding subgrade. Surface drainage is critical to the performance of this pavement. Water should be allowed to �- exit the pavement surface quickly. This can be accomplished by maintaining at least 1 percent slope of the finished grades and discharging the water into drainage structures. All pavement construction should be performed in accordance with the following procedures: CMJ ENGINEERING, INC. The Landscape Alliance CMJ Report 1796-12-01 March 20,2012 Page 11 of 18 Pavement Sections The project will include the construction of parking lots and/or drives. At the time of this investigation, site paving plans or vehicle traffic studies were not available. Therefore, several rigid pavement sections for parking lots and/or drives are presented for a 20-year design life based on our experience with similar facilities for Light Duty Parking Areas, Medium Duty Parking Areas, and Medium to Heavy Duty Drives. In general, these areas are defined as follows: Light-Duty Parking Areas are those lots and drives subjected almost exclusively to passenger cars, with an occasional bus.or light-to medium-duty trucks (2 to 3 per week). Medium-Duty Parking Areas are those lots subjected to a variety of light-duty vehicles to medium-duty vehicles (such as buses) and an occasional heavy-duty vehicle (1 to 2 per week). Medium to Heavy-Duty Drives are those drives subjected to a variety of light to heavy-duty vehicles. These pavements include areas significant bus traffic or trash vehicles. We recommend that rigid pavements be utilized at this project whenever possible, since they tend to provide better long-term performance when subjected to significant slow moving and turning traffic. A minimum thickness of 5 inches of concrete is recommended for light-duty parking areas, 6 inches for medium-duty parking areas, and 7 inches for medium-to heavy-duty areas. A California Bearing Ratio or other strength tests were not performed because they were not within the scope of our services on this project. A subgrade modulus of 100 psi was considered appropriate for the near-surface soils. If heavier vehicles are planned, the above cross sections can be confirmed by performing strength tests on the subgrade materials once the traffic characteristics are established. Periodic maintenance of pavement structures normally improves the durability of the overall pavement and enhances its expected life. The above sections should be considered minimum pavement thicknesses and higher traffic volumes and heavy trucks may require thicker pavement sections. Additional recommendations can be provided after traffic volumes and loads are known. Periodic maintenance should be
