MEMORANDUM OF UNDERSTANDING
CITY OF FORT WORTH
PARKS AND COMMUNITY SERVICES DEPARTMENT
The Parks and Community Services (P&CSD), a department of the City of Fort Worth
managing the five (5) municipal golf courses, hereby pledges to work cooperatively in
providing golf facilities for practice and play to the students and coaches of the Fort
Worth Independent School District (FWISD). We understand that in order to more
effectively utilize our resources in offering quality facilities, we agree to the following:
GENERAL GUIDELINES
1. The P&CSD municipal golf courses may be utilized by all FWISD high school golf
teams free of charge during the traditional school year (September/May), for
regular weekday practice rounds only. Each player will be required to sign in at the
pro shop each time the facility is used.
2. Each golf team will be assigned a home course for monthly practice by the FWISD
Athletic Director and approved by the P&CSD. Teams will not be allowed to play
free at a facility other than their assigned course.
3. The FWISD Athletic office will provide annually, a specific number (no limit) of
Golf ID cards for practice days from the Golf Division. These ID cards may be
used on Monday through Friday excluding holidays), only after 2:00 p.m. and when
accompanied by a coach.
4. Golf ID cards will be issued to individual schools through the FWISD Athletic
Office and will be good for the school year.
5. All ID cards must be returned to the athletic office by the end of May.
6. School golf team members, golf coaches or other FWISD representatives will be
expected to observe and adhere to the rules of conduct, dress, and golf play
prescribed by the course.
7. This agreement shall commence on the date of execution and continue thereafter,
unless either party gives written notice of termination.

P&CSD GOLF STAFF RESPONSIBILITIES
1. Staff will be responsible for recording all FWISD play and submit monthly
totals for FWISD play to the Golf Division Offices.
2. The golf staff at each course will be available to assist with orientation at the
course.
COACHES' RESPONSIBILITIES
1. Each coach will arrange an orientation meeting with the golf course staff before
the players are scheduled to play on the course at the beginning of each month.
2. Coaches will schedule tee times, as available, with the golf staff. All players
must register in the pro shop every time they practice. Team members not
playing golf(only utilizing practice areas) do not need to register. Because of
tee time availability, teams will not necessarily be playing together in
consecutive groups.
3. Coaches are required to be at the course with the players each day of practice.
Coaches need to arrive at the facility prior to any team activity and shall remain
at the course until all play is completed. Teams will be classified as a group and
the assigned coach will represent them and be held accountable for their
conduct.
4. Coaches are required to submit a team list to the Parks and Community Services
Department, Golf Division offices at 4200 south Freeway, Suite 2200, Fort
Worth, Texas 76115-1499 at the beginning of each semester, prior to any team
activity at the golf course.
5. Coaches will instruct players in golf rules, etiquette, safety, swing fundamentals
and policies of the City of Fort Worth.
6. Coaches assigned to work with golf teams must be full time employees of the
FWISD. Any exceptions to this requirement must be approved by the FWISD
Athletic Director and the Parks and Community Services Department Director
or designee.
7. Coaches will not be issued a pass. Complimentary play is allowed only with
their team during practice rounds.

TEAM REGULATIONS
1. Players will tee off after 2:00 p.m., with available tee times, unless other
arrangements are made with the golf professional. Because of tee time
availability, teams will not necessarily be playing together in consecutive
groups.
2. No player will be allowed to play or practice before the assigned coach arrives
at the course.
3. Players are expected to use the proper golfing etiquette and playing courtesies at
all times.
4. Players are required to wear clothing that is appropriate to the game of golf.
Collard shirts are required for all players on municipal golf courses.
5. Only players who practice with the school team will be allowed to represent the
school in FWISD sanctioned tournament play.
6. Players inust adhere to all rules and discipline policies outlined in the FWISD
Code of Student Conduct. Thus, any coach or City staff(working with the
FWISD coach) assigned to the course may supervise and/or discipline any team
member.
7. Violations on the part of any team member will result in the entire team being
penalized and playing privileges canceled or restricted on the City's municipal
golf courses if conditions justify such action.
TOURNAMENT PLAY
1. All FWISD tournament play will require a signed Golf Division tournament
contract with all applicable fees paid prior to an event.
2. FWISD tournament events must be scheduled through the golf course pro shop
and are subject to availability of the golf course.
3. Free rounds apply only to weekday practice. Organized tournament events will
require all applicable fees.
4. All food and beverages for tournament events must be purchased at the facility.
If donated food or beverages are supplied, the $1.00 per person facility usage
fee will be assessed.

by the Parks and Community Services Department Golf Division. See Attached.

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to enter into the two attached
Memorandums of Understanding between the Parks and Community Services Department and the Fort
Worth Independent School District for free use of the City's five golf courses and McLeland Tennis
Center.
DISCUSSION:
Over the past several years, the Parks and Community Services Department (PACSD) has developed
a cooperative relationship with the Fort Worth Independent School District (FWISD) by providing golf
and tennis facilities for practice and play by the students and coaches of the FWISD. In return, the
FWISD provides bus service for the department's youth sports program.
The PACSD provides opportunities for practice and play, free of charge, at the five municipal golf
courses and outside courts at the McLeland Tennis Center on weekday afternoons. The FWISD
Athletic Department provides each team member with a numbered student identification card that
identifies the student as a golf/tennis team member, which is recorded each time the student utilizes
one of these City facilities. The team coach must be present for the team to play, and is responsible for
the conduct of the students while at the facility.
The McLeland Tennis Center is operated under contract, and the contractor is reimbursed by the
department for all FWISD play at the center. Historically, this amounts to approximately $6,000 which
is, in part, paid from revenues returned to the City by the contractor. Use of the golf courses by FWISD
amounts to approximately $20,000 in waivers each year.
Given the amounts of anticipated waivers, in accordance with state law, approval by the City Council is
required. The City benefits from the in-kind bus service for the department's youth sports program from
the FWISD (estimated worth of $90,000 per year) and through publicity generated by students that play
at our facilities.
McLeland Tennis Center is located in COUNCIL DISTRICT 9.
The golf courses are located in COUNCIL DISTRICTS 2, 3, 4 and 8.
