AN ORDINANCE AMENDING ORDINANCE NO. 8911 CONCERNING
THE FORT WORTH COMMISSION ON THE STATUS OF WOMEN;
CHANGING THE NAME TO THE FORT WORTH COMMISSION FOR
WOMEN; AUTHORIZING THE COMMISSION TO STUDY ISSUES
IMPORTANT TO THE COMMUNITY; EXPANDING MEMBERSHIP TO
INCLUDE TEN PERSONS RECOMMENDED BY LOCAL
ORGANIZATIONS; PROVIDING THAT TEN MEMBERS CONSTITUTE
A QUORUM; REQUIRING THE AFFIRMATIVE VOTE OF TWO-
THIRDS OF THE MEMBERS PRESENT TO APPROVE ANY MATTER;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Fort Worth Commission on the Status of Women was created by the
adoption of Ordinance No. 8911 on September 1, 1983;
WHEREAS, the Commission is currently charged with advising the City Council on
matters of concern referred to the Commission by the City Council;
WHEREAS, the Commission currently consists of nine members appointed by the City
Council;
WHEREAS, it is advisable to amend Ordinance No. 8911 to change the name to the Fort
Worth Commission for Women, authorize the Commission to study issues important to the
community and expand the membership of the Commission to include representatives from ten
organizations recommended by the Commission;
WHEREAS, it is advisable to further amend Ordinance No. 8911 to provide that ten
members constitute a quorum and to require the affirmative vote of two-thirds of all members
present to approve any matter;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH,TEXAS:

SECTION 1.
Section 1 of Ordinance No. 8911 is amended to read as follows:
That there is hereby created the Fort Worth Commission for Women.
SECTION 2.
Section 2 of Ordinance No. 8911 is amended to read as follows:
The Commission shall be composed of 19 citizens, who will study and advise the City
Council on matters important to the community. Members shall serve without compensation and
shall be subject to removal by the City Council at any time.
(a) Nine members shall be appointed by the City Council to Places 1 through 9 .
for two-year terms. No member shall serve more than three consecutive
terms. The terms of office for odd-numbered places shall expire on October .
1 of each odd-numbered year and the terms of office for even-numbered
places shall expire on October 1 in each even-numbered year.
(b) On or before October 1 of each year the Commission shall identify ten
organizations that have shown an interest in issues relating to women.
Subject to approval by the Commission and the City Council, each
organization shall name a person to serve on the Commission for a one-year
term expiring October 1 of the following year.
SECTION 3.
A quorum shall consist of ten members. A two-thirds vote by the members present shall
be required to approve any matter before the Commission.
SECTION 4.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are
in direct conflict with the provisions of such ordinances and such Code, in which event
conflicting provisions of such ordinances and such Code are hereby repealed.

SECTION 5.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph
or section.
SECTION 6.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council approve the attached ordinance changing the following for the
Commission on the Status of Women:
• Change the name from the Commission on the Status of Women to Fort Worth Commission for
Women (Commission); and
® To increase membership, with the City .Council's approval, from nine to nineteen members by
including representatives from ten organizations related to women's issues; and
®. Change the quorum requirement from five to ten members present, and that a two-third vote of
Commission members present will be needed to approve an issue; and
® Change the mission of the Commission to include advising the City .Council, and the study of
women's issues important to the community.
DISCUSSION:
In December 2002, the Commission voted to bring to the City Council their desire to expand the
Commission to include other women's groups, change the name of the Commission, and expand the
mission of the Commission.. It is expected that the synergy from adding other groups, with women's
interests, will enhance the viability, visibility and capacity of the Commission to research, educate and
promote women's issues in the community.
The City Council Governmental and Neighborhood .Relations Committee reviewed and unanimously
approved the changes noted in the attached ordinance on February 4, 2003.
