Seidlits,Jr. Billy Phenix Angelo Zottarelli Burt Solomon Carsi Mitzner David Parker Lawrence Collins Snapper Carr(arrived at 2:17pm with Council Member Jungus Jordan and Keith Graf) Other Keith Graf, Director of Aerospace, Aviation, and Defense &Texas Military Preparedness Commission (arrived at 2:17pm with Council Member Jordan and Snapper Carr) 1) Call to Order With a quorum of the City Council Members present, Mayor Price called the special called meeting of the Fort Worth City Council to order at 2:06 p.m. on Wednesday, February 25, 2015, at the office of Focused Advocacy, 823 Congress Avenue, Suite 1200, Austin, Texas. CITY OF FORT WORTH, TEXAS SPECIAL CALLED MEETING FEBRUARY 25, 2015 Page 2 of 3 2) Introduction of Legislative Consultant Team Thomas J Patterson, Jr., Manager of Legislative Affairs welcomed members and introduced the Legislative Team 3) Briefing and Discussion with Legislative Consultants Regarding Legislative Issues and the 84'h Legislative Session,including Items in the City Of Fort Worth's Legislative Agenda. a. Brandon Aghamalion addressed and welcomed group on behalf of Focused Advocacy. b. Brandon Aghamalion offered an outline of the 84`x' legislative session, and discussed the immediate agenda, key legislative dates, why the 2015 session is unique. c. Brandon Aghamalion, in absence of Fred Hill, also discussed financial impact of the session including the following: - Revenue Caps: SB 182/HB365 (Ethics)(Bettencourt) - Appraisal Caps: SB 156 (Nichols)/SJR 14 - Debt: HB 134 (Simpson), HB 1182(Shaheen)/SB 102 (Hinojoas), SB 399 (Campbell), HB 1399 (Goldman), SB 310 (Burton), HB 1647 (Murphy), SB 619 (Burton). g. Snapper Carr addressed the group about bills relating to local control and preemption. - Bills on Oil and Gas: HB 539 (King), HB 540 (King), SB 440 (Burton) - Bills on Land Use: SB 360 (Estes), SB 456(Burton), SB 479 (Schwetner), and SB 474 (Kolkhorst) - Bills on Preemption: SB 343 (Huffines), HB 1442 (Workman), and HB 1556 (Miller) - David Parker addressed group about local control and preemption goal be to change minds and bills and thanked the group h. Carsi Mitzner addressed group about pensions, appropriations, and the state budget. She gave an overview of changing pension systems and what her team is tracking. She brought attention to the new chairs in House Pensions Committee and Senate State Affairs Committee—Sen. Joan Huffman and Rep. Dan Flynn i. Lawrence Collins addressed group about the budget process including the following topics: - Appropriations matters are secure - Military Communities Appropriation being a major focus for 2015 - State Budget j. Keith Graf, Director of Aerospace, Aviation, and Defense &Texas Military Preparedness Commission, addressed the group briefly about military communities appropriation k. Brandon Aghamalion addressed the group to discuss Lobbying, including the following: - Sen. Burton's press release to not meet with lobbyists - HB 1257 (Shaheen) 1. Brandon Agamalion addressed group on Economic Development including the following bills: - SB 434 (Burton)and SB 633 (Fraser) CITY OF FORT WORTH, TEXAS SPECIAL CALLED MEETING FEBRUARY 25, 2015 Page 3 of 3 m. Brandon Agamalion addressed the group on Newspaper Notices -HB 1019 (Flynn), SB 392 (Burton), HB 139 (Stickland) n. TJ Patterson addressed the group about the City of Fort Worth Agenda which includes the following topics: -Judicial appeals (building standard commission) -The-T(population bracket adjustment) - Low income housing QAP (population bracket adjustment) - Enforcement of unpaid liens(foreclosure) o. Brandon Agamalion addressed the group in response to Councilman Jordan's request to hear more about Transportation funding and emphasized that the city message is that cities are partners with the state. p.
