A 16"water main proposed to be relocated was found to be ductile iron instead of bar-wrapped concrete which neccesitated the addition of a special adaptor kit to make the connections to the existing water main. 3. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize the execution of a contract for the construction of a project to provide a four-lane bridge structure that will convey storm water flows during a 100-year storm, thereby reducing street and property flooding in the vicinity of Trinity Boulevard between Bell Spur Road and Norwood Drive. The project was advertised for bid in the Fort Worth Star-Telegram on June 13, 2013 and June 20, 2013. On July 25, 2013, the following bids were received: BIDDERS AMOUNT CD Builders, Inc. $2,709,740.42 McMahon Contracting L.P. $3,342,519.36 Rebcon Inc. $3,723,513.20 The design engineer's opinion of probable cost for the construction was $3,600,000.00. It was determined by Staff that the apparent low bidder, CD Builders, Inc., did not meet the prequalification requirements for sanitary sewer improvements, as required for this project. CD Builders, Inc., was given an opportunity to comply with the City requirements, but did not provide a prequalified subcontractor to perform the work and failed to provide the necessary documentation to allow CD Builders, Inc., to perform the work themselves. Therefore, Staff recommends that the contract be awarded to the next lowest bidder. The recommended contract award amount includes $210,000.00 for a pre-established field order allowance which is incorporated in the contract amount. Other budget items beyond the construction contract amount include $421,500.00 for survey, materials testing, and iTF7T. 7RECORD 00.00 contingency. The total project budget is $3,864,019.36.
