AN ORDINANCE ESTABLISHING THE FORT WORTH PEDESTRIAN
AND BICYCLE ADVISORY COMMISSION; DEFINING ITS PURPOSE;
ESTABLISHING GUIDELINES FOR APPOINTMENTS TO THE
COMMISSION AND PROVIDING FOR THE COMMISSION'S DUTIES
AND RESPONSIBILITIES; PROVIDING THAT THIS ORDINANCE IS 4
CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS,the City Council has established a strategic goal to improve mobility and air

quality; and
WHEREAS,the City Council unanimously voted to adopt the Bike Fort Worth Plan on
February 9, 2010; and

WHEREAS, the City Council unanimously voted to adopt the Walk Fort Worth Plan on
October 21, 2014.

WHEREAS, the Walk Fort Worth and Bike Fort Worth Plans are the guides for creating a
comfortable and attractive environment for walking and biking for the residents and visitors of Fort
Worth; and
WHEREAS, providing a pedestrian and bicycle friendly environment helps to create a
healthier community and economy; and

WHEREAS,the Walk Fort Worth and Bike Fort Worth Plans recommended the creation of
an advisory committee to provide direction on walking and biking initiatives and projects; and

WHEREAS the City Council wishes to appoint a commission of community leaders to
advise them on the progress of the Walk Fort Worth and Bike Fort Worth Plans, in accordance with
Section 2.238 of the City's Code of Ethics;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:

SECTION 1.

There is hereby established "The Fort Worth Pedestrian and Bicycle Advisory
Commission" as follows:

A. PURPOSE
The purpose of the Commission shall be to provide recommendations to the City Manager,

City Plan Commission, and the City Council on pedestrian and bicycle plans, policies, programs

and projects to improve the environment for non-motorized travelers, including, but not limited to,
the following:
a. Guide the preparation and updates of pedestrian, bicycle, and trail plans.
b. Recommend policies and programs for the safe travel of all non-motorized traffic.
c. Review and comment on the City's annual operating budget and capital improvement
program for pedestrian and bicycle improvements.
d. Guide the design, location, and type of pedestrian and bicycle facilities in significant
on-street and off-street programs.
e. Encourage citizen participation in identifying problems, assessing existing facilities, and I
planning for future facilities.
f. Assist in updating the Walk Fort Worth and Bike Fort Worth Plans every five years.

B. MEMBERS
i
The Commission shall consist of 9 citizens of the City of Fort Worth appointed by the City
Council.
Commission members shall serve two-year terms except as provided below.

Appointments shall be as follows:
Places 1, 3, 5, 7, 9. Terms expire each October 1st in odd-numbered years. The first term of
such members shall expire on October 1, 2017.
Places 2, 4, 6, 8. Terms expire each October 1st in even-number years. The first term of
such members shall expire on October 1, 2016.

C. MEETING
The Commission shall meet at least quarterly in a calendar year.
D. QUORUM
A quorum of the Commission shall consist of 5 members. The presence of a quorum of the
Commission shall be required prior to deliberation or action by the Commission. Approval of all
items before the Commission shall require a majority vote of those appointed.

E. COMMISSION PROCEDURES
The Commission shall establish procedures, as necessary and appropriate, for the conduct
of its business and for receiving of public comment on pedestrian and bicycle issues.

F. REPORT
i
The Commission shall report annually to the City Council on the activities of the
Commission. The Commission shall include in its annual report the status of projects, initiatives
and goals established by the Commission and by City Council.

SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void, ineffective or unconstitutional by the
valid judgment or decree of any court of competent jurisdiction, such voidness, ineffectiveness or h
unconstitutionality shall not effect any of the remaining phrases, clauses, sentences, paragraphs and j
sections of this ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such void, ineffective or unconstitutional phrase, clause,
sentence, paragraph or section.

SECTION 4.

This ordinance shall take effect on adoption.

RECOMMENDATION:

It is recommended that the City Council adopt the attached ordinance establishing a Pedestrian and
Bicycle Advisory Commission.

DISCUSSION:
The Walk Fort Worth Plan (adopted on October 21, 2014, M&C G-18342) is a comprehensive Pedestrian
Transportation Plan intended to create a more pedestrian friendly environment throughout Fort Worth for
those who wish to walk for their health or for transportation to local destinations. The plan is also intended
to improve mobility options for people who rely on wheelchairs, motorized scooters or other mobility aids
to get around. The Bike Fort Worth Plan (adopted February 9, 2010, M&C G-16844) is the City's
comprehensive Bicycle Transportation Plan for developing a bicycle friendly environment complete with }
policies, programs and facilities, assisting residents by providing a safe and attractive alternative mode of
transportation. Creation of an advisory committee serving the needs of people who walk and bicycle was
a recommendation in both the Walk Fort Worth and Bike Fort Worth plans as a way to ensure effective
communication and coordination with the public. A Pedestrian and Bicycle Advisory Commission
(PABAC) is also a way for the public to provide meaningful input and direction on the development and
implementation of policies, programs and projects related to creating a safer and more accessible
environment for people who walk or bicycle.
The purpose of the PABAC shall be to provide recommendations to the City Manager, City Plan
Commission and the City Council on pedestrian and bicycle plans, policies, programs and projects to
improve the environment for non-motorized travelers, including, but not limited to, the following:

1. Guide the preparation and updates of pedestrian, bicycle and trail plans.
