AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $676 954
SUBJECT TO RECEIPT OF GRANTS FROM THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF FUNDING VARIOUS
PROGRAMS IN THE ENVIRONMENTAL MANAGEMENT AND. CODE
COMPLIANCE DEPARTMENTS PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-
2006 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $676 954 subject to receipt of grants from the
North Central Texas Council of Governments, for the purpose of funding various programs in the
Environmental Management and Code Compliance Departments.
SECTION 2.
That should any portion section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Authorize Grant Applications to North Central Texas Council of Governments for Environmental
Projects and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit the following grant applications to the North Central Texas
Council of Governments (NCTCOG) for the purpose of funding projects in the following amounts.
Environmental Management Department (DEMZ
a) Household Hazardous Waste Disposal And Education Grant" $184 000
b) `Web game about household hazardous waste $23 000
c) Used TV Recycling" $200 000
d) 'Theater Ad featuring Captain Crud and the Buddies $44 000
Code Compliance Department
e) `Handheld Electronic Solid Waste Recycling and Illegal Dumping
Education Tracking and Enforcement" $125 000
2. Authorize the City Manager to accept and execute the NCTCOG grant contracts if awarded
3 Authorize the use of $4 162 $20 592 and $76 200 respectively from the Solid Waste Environmental
Management and Information Systems Fund as in-kind matching funds for these grants and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to
$676 954 in the Grants Fund subject to receipt of the funds.
DISCUSSION
The Environmental Management and Code Compliance Departments are applying for the following grants.
Household Hazardous Waste Disposal And Education Grant"
The Environmental Collection Center (ECC) is requesting $184 000 00 in funding $170 000 will be
allocated to help offset the cost of disposal for approximately 2 million pounds of household hazardous
waste each year The additional $14 000 00 will be spent on hand-out materials to educate the public on
proper disposal recycling and alternatives to harmful chemicals Staff will provide in-kind services in the
amount of $18 400 00 for consolidation and packaging of waste prior to disposal

Development of an Internet Web design for an interactive animated game about household hazardous
waste The funding request is $23 000 Staff time spent on the grant project will be used as an in-kind

match of $1 512.
Used TV Recycling"
The Solid Waste Division will contract for a feasibility study advertising and one-day used TV recycling
collection event(s) at a City facility $200 000 is being requested Staff time of $4 162 will be used as an in-
kind match
`Theater Ad featuring Captain Crud and the Buddies
A 30 second Theater Ad featuring Captain Crud and the Buddies will be developed and will air in Fort
Worth Arlington and Dallas theaters. $44 000 is being requested to fund art development and screen
time Staff time of $680 will be used as an in-kind match
Handheld Electronic Solid Waste, Recycling and Illegal Dumping Education, Tracking and
Enforcement
The program will combine software and hardware technologies to deploy solid waste recycling and illegal
dumping education and enforcement tools to field staff Through the use of a handheld computer and
printer staff will be able to issue educational material warnings and citations for solid waste violations In
addition the handheld device will track previous offenders to ensure progressive enforcement, especially
for illegal dumping violations The device will also be capable of easily collecting and reporting solid waste
violations and compliance/recycling rates by geographic area. The handheld computer will have two way
communications between the Municipal Court, Environmental Management, Code Compliance and other
departments through either an upload/download procedure at a City facility or through a real time wireless
connection This will improve inter-departmental collaboration
If funding permits, staff would also include the use of a magstripe reader to collect suspect information and
an attached camera to upload photographs to citation records to improve the prosecution of violations The
use of these technologies will increase staff efficiency reduce overhead processing of citation and warning
notices and will reduce solid waste violations through a more timely and progressive education and
enforcement process.
$125 000 in funding will be requested with in-kind matching staff time of $76 200 from Fund P168 for ITS
programming
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations adoption of the attached
appropriation ordinance and receipt of the grants funds will be available in the current operating budget, as
appropriated of the Grants Fund
